PROCUREMENT
PROJECT APPROACH AND UNDERSTANDING OF ISSUES
SCOPING REPORT
Developing a scoping report begins with a thorough review of existing documentation and an on-site assessment to verify the bridge’s condition and identify key areas for repair. Insights from previous inspection reports and discussions with bridge personnel provide valuable context, allowing the team to understand both technical and operational needs. We will submit a condition assessment with recommendations to refine the scope, providing insight into structural, mechanical, electrical, and environmental requirements. After Department review and concurrence, this comprehensive document sets a clear foundation for the project, aligning all parties on the objectives, timeline, and path forward.
ELECTRICAL SYSTEM
1. New Drive System for Pump Motors: Update the HPU during the electrical controls rehab by replacing the proportional directional valves and control cards with simple directional valves and flux vector drives to control span movement. Using one drive per motor also adds redundancy, allowing the span to operate at a reduced speed if a drive fails. While this work can be deferred, it’s more efficient to install the new inverter rated cables for the drives now, alongside other electrical upgrades. We recommend replacing the HPU motors since two of the motors are not ‘inverter duty’, and so, are not designed for proper operation under drive controls.
2. Control System Replacement (includes replacement of console, relay system, limit switches, CCTV, etc.): The control system features an outdated PLC monitoring and relay control system, with no available replacement parts. The upgraded control desk and panel will incorporate modern technology - a relay-based control system and a state-of-the-art PLC monitoring and data recording system. To enhance safety and comply with AASHTO requirements, the control system will be modified to separate pedestrian and barrier gate operations, allowing the tender to close pedestrian gates earlier and prevent access to the movable span during signal and warning gate operation. Additionally, separate span lock indications will be added for easier monitoring. The new control system will also have provisions to accommodate the new thermal based user detection system that has recently been installed on the bridge. Our team intends to use the roadway level floor of the control house to accommodate several of the new control system cabinets so that switchover between systems can be done fast without needing a crossover.
3. Conduit and Wiring System Replacement: We will assess the replacement of conduit and wiring in the control house and machinery areas as a potential cost-saving measure.
4. Warning Gates and Resistance Barrier Gate Replacement:
We recommend rehabilitating these gates to achieve an additional 30 years of service, thereby increasing resiliency. At a minimum, we recommend replacing all gate and barrier arms, flashing light circuits, gear boxes, limit switches, and door seals.
5. Pedestrian Gates Replacement Replace the existing arm style pedestrian gates with Curtain swing out style to prevent pedestrians from “ducking” under them.
MECHANICAL SYSTEM
Main Drive System Rehabilitation: We recommend refurbishing the span’s drive system to enhance performance and reliability.
New hoses and piping will be installed from the HPU to the hydraulic cylinders, and the heat exchanger will be removed to allow for unrestricted fluid flow through the HPU. With the upgraded system, the HPU will operate only when the span is actively moving, which will help reduce heat buildup and prolong equipment life.
Additionally, we recommend rebuilding the hydraulic cylinders with new seals, which should extend their operational lifespan by an estimated 20 years.
Span Lock System Rehabilitation: To improve the span locking mechanism, we recommend replacing the current hydraulic cylinders, HPU, and hoses with new, more efficient components.
The new hydraulic cylinders will be securely attached to the lock bar using a new rod coupler. Currently, maintenance on the guide and receiver parts requires removing the lock bar to make adjustments (shimming). We propose modifying the housing to include new adjustable shoes, allowing for easier maintenance without needing full disassembly of the span locks. Additionally, the upper receiver shoes, which are unnecessary for a single-leaf span, will be removed. The primary function of the lock bar will continue to be holding the span securely in place.
STRUCTURAL SCOPE
1. Sidewalk Plates Replacement: Existing sidewalks are made of fiberglass and will be replaced with more resilient aluminum plate.
In addition, supporting sidewalk brackets exhibit superficial but widespread corrosion which will be addressed by the steel painting.
2. Fender System Rehabilitation: The existing fender system on the Indiantown Road Bridge shows significant wear in timber components and connection hardware. Many bottom timber wales are extensively decayed. While most fender piles remain in good condition, a subset shows moderate deterioration (State 3), indicating some may need reinforcement or replacement. The decking is generally intact, though missing planks hinder safe access for inspections. Our repair approach will prioritize replacing deteriorated timber and corroded hardware with durable, low-maintenance alternatives like plastic lumber and stainless steel.
Structurally weakened piles will be reinforced or replaced, and decking repaired to provide stable access. Following repairs, regular inspections will confirm integrity and maintain functionality.
3. New Access Platforms at Live Load Shoes: The existing live load shoes are mounted on corbels on the front face of the rest pier, making them difficult to access for inspection. To improve accessibility, we recommend installing a ladder from the bridge deck, positioned just outside the existing bridge section, leading down to inspection platforms affixed to the front face of the rest pier beneath the corbels. This setup will provide safe, direct access to the live load shoes for inspection and maintenance.
4. Tender House Renovation: The tender house on the Indiantown Road Bridge requires targeted renovations to enhance safety, resiliency, and functionality. Class 5 coating will address exterior cracks and spalling. We recommend replacing windows and doors to withstand environmental exposure and improve visibility. Cameras may be added to monitor blind spots, providing safe oversight of pedestrian and traffic areas. Interior upgrades will modernize the control desk, improve lighting, and refresh fixtures, including the bathroom, for a comfortable, efficient workspace.
Access and safety features, such as handrails and emergency lighting, will also be optimized to support safe movement.
5. Clean and Coat Concrete Surface, Class 5: We will provide details for coating the bascule piers, tender house, and approach spans. John Danielsen offers vast experience with maintenance painting projects, and our team has successfully delivered this type of work for the Department.
6. Structural Steel Rehab - Bolts, Nuts, Washers & Plates:
Movable span structural steel repairs will begin with an assessment of the latest inspection report results followed by a hands-on inspection to confirm and quantify steel deficiencies. The repairs will focus on restoring section loss and protecting fatigue-sensitive details. The extent of repairs will be coordinated with the steel paint plan to maximize bridge life expectancy.
7. Coating Existing Structural Steel: Existing steel coating appears to be in good condition except for spot locations with poor drainage details. Team partner PGA will perform assessment of the bridge’s coating system and will determine if it is suitable for spot repair, over-coating or if it requires removal and full-coating replacement. In addition, we will provide details for coating bascule piers, house, and approach spans.
MISCELLANEOUS SCOPE
Temporary Traffic Control: Temporary traffic control will consider vehicle, marine, cyclist and pedestrian users. Key strategies to minimize traffic disruption during construction include avoiding long term crossover, limited detour use, single lane closures, and allowing night work. Our team used all these strategies successfully during the bridge’s 2011 repainting project. One strategy to limit detour use includes removal of the hydraulic cylinders with the bridge in the closed position. We will partner with USCG to provide bridge closure notice to mariners. Current traffic data indicates there would be no single lane closure restriction maximizing the contractor’s ability to complete maintenance work. Replacement of the pedestrian traffic gates is not anticipated to restrict pedestrian movement. Should a short-term detour be required, the preferred route is US 1 north to South Beach Road and along Old Dixie Highway. No impact is anticipated with the current US 1 Jupiter Bridge replacement as work is scheduled to be completed prior to this project’s letting. Nighttime detours are recommended to limit any impacts to local community schools. Night work could expedite the contractor’s completion of repair work. We will coordinate with the Town of Jupiter on approval of night work with no noise impacts.
Permitting: HDR has recent permitting experience. Our approach will minimize impacts and resulting permitting complexity.
The USACE is interested in the potential for dredge/fill impacts, federally protected species affected by any in-water work, and Section 408 clearance, if required. The SFWMD is also interested in dredge/fill impacts to wetlands, surface waters and natural resources along with work occurring within state submerged lands easements. The USCG is mostly concerned with navigation within the ICW and coordination of any federal channel impedance or closures during construction.
Right of Way: The existing Sovereign Submerged Lands Easement is a 100ft wide corridor with a 30ft widening to the North for Submarine cable. The existing fenders lie outside the SSLE, and while this project does not necessitate an immediate adjustment, the Department may consider addressing this issue as part of the overall project scope.
Utility Coordination: We do not expect utility impacts.
Public Involvement/Stakeholder Outreach: Since 2016, our team, through KHA, has effectively managed public involvement campaigns for the US 1 Jupiter Bridge replacement in Jupiter during both the PD&E and design phases. Our deep familiarity with local stakeholders and community concerns will be instrumental in streamlining outreach activities for this project. Building on our Level 2 Community Awareness Plan from the US 1 Jupiter Bridge project, we propose extending stakeholder outreach to include the designated detour route, if needed, a strategy that proved successful in our previous efforts.
We will host a hybrid public information meeting during the design phase to formally capture community input. Additionally, a presentation to the Town of Jupiter and the Palm Beach TPA will broaden the extent of our outreach. All materials will be optimized for mobile devices and maintain ADA compliance to maximize accessibility through FDOT’s website and stakeholder platforms.
Also, we recommend an arterial dynamic message sign north of the proposed detour route. Our outreach activities will emphasize the minimal impacts of this project to alleviate potential concerns about construction fatigue among Jupiter residents.
HDR TEAM RELEVANT PROJECT EXPERIENCE
The HDR team has specific experience and knowledge of this corridor, and our team has successfully delivered 15 movable bridge rehabs in Florida within the past 5 years. Examples are the 79th St. Causeway Bascule Bridges (D6), Donald Ross Bridge (Palm Beach County), Hobe Sound Bridge (Martin County), and Sunrise Blvd. Las Olas Blvd, Dixie Highway, and PGA Blvd.
Bascule Bridge Scour Countermeasures (D4). We have also assisted both D4 & D6 with the implementation of automated user detection systems which will eventually be implemented on all their movable bridges.
OTHER CONSIDERATIONS
PROJECT MANAGEMENT
Budget & Schedule Control: For a project to be considered a success, tasks must be completed on schedule, within budget, and in compliance with Quality standards/expectations. At the start of the project, Ron Sanchez will prepare a Project Management Plan (PMP) to document all information related to scope, schedule, and budget, necessary to execute a successful project.
Quality Control: Our QC Review mandates review of all documents prior to any submittal. HDR also features discipline specific reviewers with more than 25 years of experience. Our QA Officer, Will Suero will confirm that the QC process as detailed in our comprehensive QC Program is applied to all deliverables.

Switching of participants in the oral presentation room is not permitted. If a proposed subconsultant is listed as a subconsultant on more than one (1) team for a single project, then it is the responsibility of the subconsultant to disclose this information with each respective team. The Department representatives in attendance will at a minimum be the members of the Technical Review Committee and a Procurement Office representative (oral presentation facilitator).

10. Consultant Selection:
A technical review committee will review the resumes and the organization chart or staffing chart received from the consultant firms being considered for final selection.
Attachment C provides the criteria to be considered by the technical review committee in the evaluation of organization chart or staffing chart, resumes, and oral presentations.
Evaluations and comments will be provided to the Selection Committee.
The Selection Committee, consisting of Steven C. Braun, P.E. District Secretary; John P.
Krane, P.E. Director of Transportation Development; Paul A. Lampley, P.E. Director of Transportation Operations; and a representative of the Procurement Office, will meet to discuss the capabilities of the consultant firms. At the discretion of the Committee, other persons may be requested to provide information at the meeting.
The results of the final selection meeting will be posted on the FDOT Procurement Advertisements web page.
11. Contract Negotiations:
Contract discussions will be initiated with the firm ranked number 1 by the Selection Committee. The consultant will be asked to prepare a fee proposal with backup information to support the proposed wage rates for the services. The consultant's audit information will be used to determine the allowance for administrative overhead and fringe benefits for the project, facilities capital cost of money and direct expense percentage. If subconsultants are proposed to work on the project, information to substantiate each firm's overhead rate and proposed wage rates will also be required.
Should the Department be unable to negotiate a fair, reasonable, and competitive price for the consultant services with the firm ranked number 1, the Department will terminate the negotiations. The Department will then begin contract negotiations with the next ranked firm.
The proposed costs MUST be submitted in the Automated Fee Proposal Spreadsheet.
The Automated Fee Proposal and Guidelines can be obtained by accessing the following link and clicking on the Automated Fee Proposal Spreadsheet:
http://www.fdot.gov/procurement/formmenu.shtm.
When completing the AFP, it is the expectation that the Consultant submit resumes for each individual proposed on the project. Consultants, please understand that it is critical that you classify proposed staff in accordance with Attachment B of the Negotiation Handbook. If proposed staff is classed inappropriately, it may cause delays in having to revisit the staff hours (if applicable for this project). In order to minimize time delays, please utilize the Negotiation Handbook typical definitions found in Attachment B to best decide the proposed classifications.
Upon completion of the Automated Fee Proposal, the Awarded Prime Consultant shall email the Automated Fee Proposal to the District Professional Services Unit.
The Awarded Prime Consultant MUST also prepare the back-up information to support the proposed wage, overhead and expense costs for services proposed.
The due date for the Automated Fee Proposal and backup documentation shall be provided in the Request for Fee Proposal document (or e-mail).
This webpage also contains an Automated Fee Proposal User’s Guide which may be very helpful in understanding the spreadsheet. At a minimum, the fee proposal shall include the following:
Identification of the Basis for Proposed Wage Rates Approved Overhead and Fringe Benefits and Expense Percentage Proposed Operating Margin Identification of the Basis for Loaded Rates Subconsultant Costs
The negotiated compensation will be in an amount the Department determines is fair, competitive, and reasonable considering the scope and complexity of the project. The Consultant will be requested to submit a detailed Staff Hour Estimate and Fee Proposal http://www.fdot.gov/procurement/formmenu.shtm with the support information to the Department. Staff Hour Estimates for PD&E, roadway and bridge design projects must be submitted in the Staff Hour Estimating spreadsheet provided by the Department.
