About this file

This document is a Task Work Order for Professional Services issued by the State of Florida Department of Transportation (FDOT) to Stantec Consulting Services, Inc. The contract is identified as Contract No. CAT93, Task Work Order No. 3, and is part of a districtwide minor design project within FDOT's District 2.

The task order authorizes Stantec to perform a geo-structural Phase 3 Stability Analysis for two bridges located on I-10 over McGirts Creek in Duval County: Bridge 720205 (westbound) and Bridge 720275 (eastbound). The total compensation for these services is $37,600.78, with services to be completed by 7/30/2029. The scope involves reviewing project documents, coordinating with geotechnical engineers, performing stability analyses under live load and lateral stream forces, and submitting revised Phase 3 reports with conclusions and recommendations. The bridges have been classified as scour critical, and the analysis will evaluate their stability at the 100-year scoured mudline using modified load groups and specific geotechnical parameters.

SCOPE OF SERVICES

TASK WORK ORDER NO. 3

Districtwide Minor Design

Bridge Nos. 720205 and 720275

I-10 WB and EB over McGirts Creek in Duval County

1.0 DESCRIPTION

Consultant shall perform geo-structural Phase 3 Stability Analysis for Bridges

720205, I-10 WB over McGirts Creek, and 720275, I-10 EB over McGirts Creek, in

Duval County.

The Consultant’s evaluation shall conform to the following guidelines, codes, standards, and specifications: AASHTO LRFD or LFD Bridge Design Specifications, as appropriate for the bridge design year, FDOT Structures Design Guidelines (latest edition), FDOT Standard Specification for Roadway and Bridge Construction (latest edition), and FDOT memorandums regarding scour evaluation.

2.0 OBJECTIVES

The bridges have been classified as scour critical, but rubble riprap was installed in a recent project EDMS #1271393 that necessitates a Phase 3 evaluation for both bridges. Phase 3 evaluation methodology has also developed since the previous

Phase 3 evaluations were conducted.

• Review available project information, including plans, pile driving records, previous scour analysis reports, and inspection reports.

• Compute structure loads, accounting for any skew.

• Coordinate with geotechnical engineer to obtain geotechnical FBMultiPier parameters Perform Stability Analysis for the worst case bent to determine stability and a scour critical elevation, if applicable.

• Provide revised Phase 3 reports with conclusions and recommendations.

3.0 SERVICES

The following services will be performed to achieve the objectives:

1. Review project documents; plans, inspection reports, and existing geotechnical data.

2. Coordinate with geotechnical engineer to obtain geotechnical FBMultiPier parameters Perform Stability Analysis for the worst case bent for each bridge to determine stability and a scour critical elevation, if applicable.

D2 Districtwide Minor Design 2 10/15/2024

3. Preform stability analysis under live load and lateral stream forces using Modified Load Group I per FDOT memorandums. The lateral stability analysis will be conducted typically using The FB-MultiPier Program. A factor of safety (or resistance factor if working in LRFD) of 1.0 should be applied to the soil parameters. The analysis will be conducted for the worst case bent at the 100-year scoured mudline. If the bridge is found to be unstable at the 100-year scour, a scour critical elevation will be determined in this task. Scour elevation will be referenced to a fixed point such as distance from top of rail or similar. The stability analysis will consider the geotechnical parameters for scoured mudlines through the 100-year scour, as well as analyzing potential scour depth and extent with consideration of the foundation material's resistance to scour

4. Submit revised Phase 3 reports to the Department, with conclusions and recommendation for considering each bridge either scour critical or low risk/ scour countermeasures installed.

4.0 DEPARTMENT RESPONSIBILITIES

FDOT will provide the following materials and services to support the completion of the above scope of work:

a. Provide all available information: existing plans, as-built plans and pile driving records, bridge inspection reports, geotechnical reports, benchmarks etc.

5.0 BEGINNING AND LENGTH OF SERVICES

The above services shall begin upon receipt of the task work order authorization and as directed by the Department’s Program Manager. The work shall end when the summary of findings and recommendation are provided to the Department. It is anticipated that Phase 3 reports will take 3 weeks after the receipt of Geotech report from FDOT to complete, exclusive of FDOT reviews.

6.0 ESTIMATE OF SERVICES
