Standard Note 9
Standard Note 9 - It is the policy of FDOT to encourage the participation of small businesses and disadvantaged business enterprises ("DBE") in all facets of the business activities of FDOT, consistent with applicable laws and regulations. FDOT has established an aspiration goal of 10.65% DBE usage and an additional 3% non-DBE Small Business usage for the subject Project. Firms proposing for this Project shall aspire to have 10.65% or more of the total contract costs performed by DBEs, and an additional three percent (3%) or more of the total contract costs performed by non-DBE small businesses. Although not a contract requirement, FDOT believes that the aforementioned aspiration goal can realistically be achieved based on current availability of DBEs and small businesses. FDOT further believes that the 13.65% overall goal can be achieved through race neutral means, using standard competitive procurement processes. Pursuant to the provisions of Section 339.0805, Florida Statutes, and Rule 14.78.005, Florida Administrative Code, FDOT has adopted rules to provide certified DBEs opportunities to participate in the business activities of FDOT as vendors, contractors, subcontractors, and consultants. FDOT has adopted the DBE definition set forth in Code 49 of Federal Regulations Section 26.5. AWARENESS OF/AND APPROACH TO PROJECT ISSUES
UNDERSTANDING OF PROJECT INTENT AND SCOPE, TECHNICAL ASPECTS, CHALLENGES, AND KEY MILESTONES This project involves the widening and reconstruction of CR 712 / Midway Road from a two-lane undivided roadway to a four-lane divided facility from west of Jenkins Road to Selvitz Road. Midway Road is a major east-west road that connects residents and commuters to and from Interstate 95 and to commercial areas along US Highway 1. The total project length is approximately 0.8 miles. The project corridor is in unincorporated St. Lucie County but is the northern border to the City of Port St. Lucie (PSL). The primary purposes of this project are to provide additional capacity to meet existing and future traffic needs; improve safety to meet current standards; and provide pedestrian, bicycle, and transit facilities. The additional capacity will also improve freight mobility and enhance emergency evacuation along the project corridor. The JMT Team visited the project on multiple occasions, reviewed project documents, and met with key stakeholders to develop insights into the project scope and challenges. Outlined below are brief descriptions of the project’s scope of work, along with identified Concerns and JMT Solutions for the observed issues and concerns.
375-030-23
PROCUREMENT
PROJECT OVERVIEW/INTENT ROADWAY AND TYPICAL SECTIONS (TS): The design speed for this project is 45 mph. The main typical section (TS No. 2) is for the project’s four-lane divided middle portion and includes two 11’ travel lanes in each direction, a raised median, 7’ buffered bike lanes on both sides, a 6’ sidewalk on the north side, a 12’ shared use path on the south side and an 11’ X 5’ concrete box culvert (CBC) along the south side. TS No. 1 is for milling, resurfacing, and widening at the west end (600’). TS No. 3 is for milling and resurfacing the existing friction course at the east end. Variable depth overbuild is required at the Midway Scape Supply driveway (0 – 9.6”) and Jenkins Rd. (0 – 15.4”). New construction and widening utilize Base Group 10, 1.5” TL-E, 1.5” TL-E (PG 76-22) and 1.5” FC-
12.5 (PG 76-22). Shoulder pavement utilizes Base Group 1, 1.5” TL-E and 1.5” FC-12.5 (PG 76-22). TRAFFIC CONTROL PLAN (TTCP):
Special Detours are required at 27 locations, 9 requiring earthwork. A pedestrian detour is required near the Wawa jobsite, which may need adjustment. Temporary driveways are required at 15 locations using commercial material. Phase IA: Maintain traffic on existing lanes, install low profile barrier along the westbound (WB) median at east end, place temporary pavement on north and south sides, overbuild Jenkins Rd. intersection, install 5 new pipe crossings and side drains. Temporary ditches are installed on the north side.
Concern Minimal work is shown to be done on the south side in this phase. JMT Solution Review with the Contractor and EOR to see if critical activities can start earlier on the south side (water main [WM], clearing and grubbing, demucking, CBC, etc.). Concern Jenkins Rd. intersection is overbuilt in this phase. JMT Solution It would benefit the schedule to overbuild to match the newly raised profile in Phase I after the CBC and new roadway are built as this is when these improvements are needed. Phase IB: Maintain traffic per Phase 1A except at the east end. At the east end relocate/extend low profile barriers on the north side, install drainage trunkline and inlets and temporary pavement on that side east of New Horizons driveway. Concern The existing westbound (WB) lane merge will be shifted to east of the Selvitz Rd. intersection using Detail C closure through Phase III. JMT Solution Proposed Detail C closure will be reviewed for potential issues/enhancements before and after implementation. Adjustments will be reviewed with the EOR. It may be possible to move the merge back to the west prior to Phase III to minimize traffic impacts. Phase I: Shift traffic onto temporary/existing lanes on the north side. Construct the south side including the new WM, CBC, Pond 1, drainage, new eastbound (EB) roadway and shared-use path.
Close Corporate Way and Milner Dr. (one at a time) to build the CBC and roadway at these intersections. Phase II: Shift traffic to the new EB roadway, complete pipe crossings and drainage structures, sidewalk, and the new WB roadway. Phase III: Maintain traffic on new EB and WB roadways. Install median curb and separators and remaining asphalt tie-ins. Phase IV: Complete median separators and landscaping, place friction course, thermoplastic markings and signing. EARTHWORK: The project is fairly balanced with 49,901 CY of Regular Excavation, 4,688 CY of Subsoil Excavation and 47,579 CY of Embankment. Most of the regular excavation is at Pond 1 (43,604 CY) and pond borings show the materials as “Select” and suitable for embankment. The A-2-4 material can only be used for embankment above the water level at the time of construction. Most embankment is on Midway Rd. with the terrain and existing canal on the south side being filled and the existing roadway raised approx. 1’ to 2’. Muck is to be removed along the existing canal bottom at an average of 15’ to 20’ wide by 2.5’ to 3’ deep. Review of the cross sections show that the water table is close to the bottom of the muck layer creating issues with its removal. The saturated muck will need to be stockpiled on-site in a contained area until dried sufficiently to be hauled offsite. JMT will ensure that original and post-excavation terrain are verified and measured according to contract documents and CPAM. JMT will collaborate with the Contractor to verify that muck is completely removed. ONSITE SURVEY SUPPORT – Ed Stepaniak’s, JMT Roadway Inspector, experience includes many years performing as a survey party chief providing heavy construction surveys. Ed is certified in the use of latest data collectors and Total Stationing equipment, and he carries this equipment to the field every day. Having this equipment in the field at all times provides JMT the ability to capture the before and after subsoil verifications for proper payment. DRAINAGE: This project is part of the SFWMD Permit No. 56-102229-P and includes 3 drainage basins (Basin Series 0, 1 and 2). Concern The permit expires on 1/15/25. JMT Solution The project is scheduled to be completed late 2025/early 2026. JMT will ensure the permit is extended prior to the expiration date. Basin 0 is the existing drainage for areas along the project's north side, which are not affected by the improvements and are not required to be pretreated before discharging into the new drainage system. These existing drainage outfalls include the United States Postal Service (USPS), St. Lucie County Sheriff’s Office, and New Horizons pond systems and flow to the existing ditch parallel to the south R/W. It is paramount that these outfalls and temporary drainage remain open and flowing at all times. JMT will communicate this requirement at the Pre-Bid/Pre-construction Meetings. Basin 1 drainage handles new roadway improvements that begin at the Turnpike overpass and extend to Post Office Road. The Basin 1 system directs runoff to the new 2.9 Acre Pond 1, which outfalls, after pretreatment, to the new box culvert system. Basin 2 begins at Post Office Rd. and extends to Selvitz Rd. The Basin 2 runoff is routed to the existing Pond 2/3, located east and south of Christensen Rd. Pond 2/3 was previously permitted and designed to accept runoff from Basin 2. Perpetual operation and maintenance of the new stormwater management system will be the responsibility of SLC. CONCRETE BOX CULVERT (CBC): Construction includes 3,755’ of 11’ X 5’ CBC through most of the project to replace the existing canal along the southern R/W. The new CBC and drainage footprints are within close proximity of each other, and the Contractor must closely coordinate each component’s installation. The Contractor could set up a dual wellpoint/dewatering system to accommodate muck removal, new drainage, and CBC installations in one operation. Concern Structures plans include details to connect 12 inlet risers and 10 lateral pipes. Locations need to be detailed in the CBC shop drawings. JMT Solution JMT will coordinate early with the CBC fabricator to confirm riser and pipe locations. JMT will verify the accuracy of the Inlet Riser and Pipe Penetration data on Sheets B-6 & B-7 and develop a Precast Box Culvert Layout Plan. This process will show if penetrations fall on joint lines, thus requiring adjustment to precast box lengths or connection locations. Concern Careful removal of existing headwall and foundation of the existing CBC at the east end is required to connect the new CBC. JMT Solution JMT and the Contractor will review the existing CBC components requiring removal for the connection. Standard Index 400-291, Detail E addresses requirements for the 2’ Type I connection.
OTHER: Stamped pavement is installed at all median islands per Sheet 89 detail. Fence is installed at Pond 1. Settlement/Vibration monitoring is required at SLC Health Department and New Horizons. IRRIGATION AND LANDSCAPING There is an existing PSL well and pump system located at the NE Corner of Selvitz Rd. Concern The plans put the onus on the Contractor to determine the viability of the existing well and pump system as it applies to the design flow rate (25 GPM) and pressure (50 PSI). Any reductions in these parameters requires the Contractor to redesign the system to accommodate the new parameters. JMT Solution JMT will bring this issue up during the Pre-Bid Period, or worst case, the pre-construction conference. The existing ESPLX Controller will be expanded with two 12-station expansion modules to accommodate the 14 proposed roadway median irrigation zones. A jack and bore is required to cross Selvitz Rd.
Sleeves will be provided under the WB Midway Rd. lanes for access to the median islands. Piping infrastructure will run on the north side of the proposed 6’ sidewalk. The EB right R/W irrigation infrastructure will be installed in the proposed perpetual easement. The newly installed WM (with new meter) will be the source for the irrigation. The solar-powered controller for the EB irrigation is located at SE corner of NW Milner Drive. Concern Plan note states that “Existing Trees to Remain (typ.)” There are numerous trees along the R/W line. The plans are not clear as to which trees are to remain. JMT Solution Early in the project, JMT will request that the southern R/W line, Perpetual Easement and the proposed 12” WM locations be staked. JMT will meet with Jonathan Haigh, PLA, KHA to determine which trees are to remain. UTILITIES: There are 6 utility owners (UAO’s) servicing 11 utilities, and all require attention. Effective utility coordination will set the tone for a successful project. JMT has reviewed the Utility Work Schedules (UWS), which are shown on the Contract Time Estimate (CTE) Schedule dated 4/26/23. All utility adjustments, relocations, removals, etc. are scheduled during MOT Phases 1A, 1B and 1. The CTE shows the majority of the UWS’s as non-critical activities, with the exception of FPUA Gas adjustments between Structures S-216 and S-217. In addition to adjustments by UAO’s, the project includes UWHC Plans which require the installation of a new 12” WM on the south side and removal of the existing 12” WM through most of the corridor during Phase I. Concern Recent industry material shortages have caused delays on many projects. JMT Solution At the Utility or Pre-construction Meetings, JMT will ask UAO’s if there are procurement or other issues that could cause delays. If so, JMT will review the CPM Schedule with the Contractor to see if the delays can be mitigated. FP&L has overhead facilities, shared with Comcast Fiber, from east of Midway Scape to Post Office Rd. scheduled to be relocated 20’ to 30’ north to align with facilities east of Post Office Rd. Relocation of these facilities is dependent on clearing and grubbing operations within these limits. Concern There is an existing FPUA 12” WM and existing 2” gas main (GM) between S. Jenkins Rd and Post Office Rd., which could be damaged during clearing for FPL relocations. JMT Solution Prior to construction JMT will request that FPUA provide locates for the WM and GM and that FP&L stake the proposed pole line in this heavily wood area. Selective clearing will be required near these existing facilities to preserve their integrity. Concern Potential conflict with the proposed FP&L poles and the FPUA WM and GM. JMT Solution During the utility locates/layout by FPUA and FP&L discussed above, JMT will assess whether there are conflicts and will coordinate any necessary adjustments with the EOR. Concern As stated above, the FP&L poles are shared with Comcast Cable. As demonstrated on previous projects, relocations of multiple utilities on a common pole can be challenging and cause delays. JMT Solution JMT will ensure that weekly meetings are held as required to coordinate utility relocations in accordance with UWS’s. TCOps Utility Coordinator Lisa Campbell will be invited and kept informed of all utility activities. Concern After installation of the new PSL 12” WM, the existing 12” WM will be removed and backfilled. Proper compaction is critical to the stability of the new roadway. JMT Solution - JMT will ensure that backfill material is suitable, representative proctors are obtained, and density testing is thoroughly documented in ERS. JMT has experience on several recent TCOPS projects with the new electronic ERS.
UNDERSTANDING OF ISSUES THAT MAY IMPACT STAKEHOLDERS, PROJECT TIME AND BUDGET, MOBILITY, SAFETY AND THE ABILITY TO RESOLVE THESE ISSUES - USPS (POST OFFICE) – JMT met with Joe Cox, Manager, to discuss access issues during and after construction.
USPS management is aware of the pending restrictive improvements. Concern There is currently ingress and egress for both EB and WB motorists and USPS personnel. The improvements continue to provide ingress from EB and WB Midway, but direct egress is not provided from Post Office Rd. to EB Midway Rd. To access EB, patrons and smaller mail vehicles can go west to the new WB left turn at Milner Dr., but USPS truck traffic will have to go north on Post Office Rd. to Jenkins Road, where they can turn left onto EB Midway Rd. The condition of Post Office Road is poor for the expected added traffic. JMT Solution JMT will discuss with SLC the poor condition of the roadway and the anticipated heavy influx of USPS traffic and recommend its timely M&R. The EOR confirmed the future 4-laning and signalization of Jenkins Rd. at Midway Rd. and providing access to Glades Cutoff Rd. at the Walmart Distribution Center entrance.
JMT will suggest to SLC that Post Office Rd improvements be included with the Jenkins Rd. Improvement Project. WAWA CONSTRUCTION
– Wawa is currently constructing Store 21-149 at the NW corner of Midway Rd. and Selvitz Rd. Wawa EOR David Baggett, PE, EDC advised JMT and the SLC Property Appraisers Office confirmed that Wawa owns the entire 6.0 Ac. parcel with the store occupying the east 2.75 Ac. Wawa is in the process of platting the property split of this parcel for resale. A Self-Storage facility is planned for the west
3.24 Ac. Midway Rd. improvements will provide EB access to this facility via a left turn lane into a 30’ wide driveway easement along the front of the west 3.24 Ac. Concern The driveway location within the west 3.24 AC could change depending on the finalized site plan.
JMT Solution The Midway Rd. EOR advised JMT that the left turn will be revised after letting to coincide with the driveway location per the final site plan. Concern The plans show a WB bus bay at the NW corner of Midway Rd. and Selvitz Rd., which conflicts with the driveway mentioned above. JMT Solution The EOR advised JMT that the bus bay location will be revised after letting to accommodate the driveway once the site plan is finalized. ST. LUCIE COUNTY FIRE DISTRICT (SLCFD) ADMINISTRATION HEADQUARTERS – SLCFD headquarters, located south of the project on NW Milner Drive, is home to all Battalion Fire Chiefs and is also a maintenance facility for SLCFD vehicles. JMT met with Jodi Lyke, Communications Coordinator, to discuss proposed project improvements and potential construction impacts. Concern 24/7 access to Midway Rd. is required for emergencies, during which many Battalion Chiefs and vehicles at the facility will be mobilized. Lane closures and detours could delay response times. JMT Solution Ms. Lyke/SLCFD will be added to Samantha Kayser’s weekly COS distribution, which will include future traffic impacts to the SLCFD. JMT mobile numbers (Pat Hayes, Steve Lecher, etc.) will be provided in case of emergency. NOTE: This JMT Solution also applies to New Horizons and SLCSO. NEW HORIZONS - New Horizons of the Treasure Coast is a mental health and substance use recovery agency located on the north side Midway Rd. just west of Selvitz Rd. It is a 24-hour facility with over 440 employees, 3 work shifts/day, and over 350 ambulance trips/year. Roadway improvements provide for EB and WB ingress to the facility, but general public egress is limited to WB only. For emergency EB access, the plans call for a traversable median with Type RA C&G, 12” stabilization and 10” concrete pavement. JMT met with Abigail Thompson of Human Resources to discuss improvements and potential impacts to the facility. SLC Transit Issues - Many patients use SLC Transit to access the facility with the closest bus stop now at US 1 and Midway Rd. From there, patients must travel via Uber, walking, etc. New Horizons was the driving force behind the project requiring bus stops. Concern As mentioned above (see Wawa), the plans show a WB bus bay at the NW corner of Midway Rd. and Selvitz Rd., about ¼ mile east of New Horizons. JMT Solution JMT will recommend that the bus stop is located as close to New Horizons as feasible. Concern The EB bus bay is located west of New Horizons facility at the SE corner of Midway Road and NW Milner. Per the plans, the pedestrian route to the EB bus bay is east to Selvitz Rd., south across Midway Rd., then west to the bus stop, which is a 1 mile route. Patients will likely take the path of least resistance and walk west and cross the roadway in unsecured locations. This concern is exacerbated since the corridor will not have street lighting. JMT Solution Possible use of Rectangular Rapid Flashing Beacon assemblies (Index 654-001) at Midway Rd. and NW Milner/S. Jenkins intersection.
SLC SHERIFF’S OFFICE (SLCSO) - JMT met with Lt. Rich Ziarkowski and Sgt. Dietrich to discuss the project and potential impacts to their daily operations. Similar to SLCFD and New Horizon, this facility requires 24/7 access. SLCSO’s final access configuration is similar to New Horizon with restricted EB egress. Similar to New Horizon, the plans provide for a traffic-bearing accessible area within the median island for EB emergency vehicles. ST. LUCIE NORTH RESIDENTIAL AREA – JMT is aware of construction impacts (traffic, noise, dust) and is sensitive to the concerns of St. Lucie North residents directly south of the project. Before construction, JMT will assist the COS with distributing project informational flyers. During construction, JMT will assist with keeping residents informed of lane closures, detours, and other potential impacts. All efforts will be made to minimize impacts. SLC DEPARTMENT OF HEALTH – This facility provides clinical, nutrition, and wellness services and is located south of the project between NW Milner Dr. and NW Corporate Way. Concern Both intersections will be alternately closed for CBC and roadway construction. JMT Solutions: The facility will be notified well in advance of detours and other closures, included in TCOps weekly lane closure announcements, and provided with JMT contact information should they have any concerns. MIDWAY SCAPE SUPPLY ACCESS – Midway Scape Supply is on the north side of the road opposite NW Corporate Way with two access points to Midway Rd. JMT met with owner Peter Petri who expressed that his main concern is maintaining EB access for material deliveries. JMT informed Mr. Petri that EB access to his business will be maintained during construction via existing lanes and post-construction via a new left turn lane to the 36’ wide reconstructed east access. Concern Midway Scape Supply’s west access is designated for right turn only to WB. Patrons wishing to go east from this entrance will be tempted to make a left turn to EB.
JMT Solution Recommend the use of raised curbing or vertical delineators to deter left turns. JMT ROADWAY DESIGNER REVIEWS: JMT’s Ft. Lauderdale Office designers Joe Gerum, PE, RSP 1 and Johan Aranda, PE reviewed the roadway and TTCP plans in detail. Findings include. 1) Stripings through Intersections are missing 6” yellow 6’-10’ skips, bicycle lane keyhole striping, and high emphasis marking at crosswalks. 2) U-turn locations are not large enough to accommodate large trucks. 3) Due to heavy truck traffic, the Midway Scape Supply west entrance should be full-depth asphalt. 4) Proposed slope for the Ph. 1A work zone has potential ponding issues at the shoulder interface with future phases (Ph 1). May need a temporary ditch to divert the water. 5) TCP lane widths are proposed at 10’, should consider 11’ lanes due to heavy truck traffic (20% based on studies). 6) Phase IB WB decel lane to New Horizons is insufficient for the posted speed. 7) TCP should add note restricting detours to one at a time. LOCAL KNOWLEDGE - JMT is very familiar with stakeholders on the Midway corridor and currently holds CEI Continuing Services contracts with St. Lucie County and the City of Port St.
Lucie. We have close relationships with their staff and are now working on projects with both agencies, including Bell Ave. Sidewalk, Header Canal Resurfacing, Torino Parkway Improvements at Midway Rd. (just west of this project), etc. We are also working closely with the City of Port St. Lucie Utility Systems Department on Floresta Dr. Phase 2, Port St. Lucie Blvd., and McCarty Ranch. We also have extensive experience working with FPUA on this exact corridor which will be critical in managing their facilities. These relationships are extremely valuable for our project Team as the Midway Rd. project will require extensive coordination. INNOVATIVE PROBLEM-SOLVING TECHNIQUES: JMT’s philosophy is to be proactive, not reactive, to resolve project issues. We have performed in-depth reviews of the plans and field conditions utilizing JMT’s D5 Maintenance experience with the Maintenance Rating Program (MRP). We also create color-coded “War Maps,” highlighting and differentiating project components. By “Building the Job in the Office,” we create/maintain visual tools to gauge project progress and identify upcoming activities. We specialize in BlueBeam Studio Session, allowing JMT to deliver real-time PDF manipulation on a project. Our field staff utilizes iPads for documenting field conditions and as-builting work, which is instantly provided to our office staff. Also, with the current trend toward virtual meetings, we have the resources to deliver critical project information through virtual platforms, including project material, 3D flyovers, project boards, comment cards, etc. Our staff is a healthy balance of seasoned veterans and youthful experience with both diverse experiences and project exposures to support our collaborative Team!
CONSTRUCTION PROJECT MANAGEMENT AND ADMINISTRATION
APPROACH TO ACCOMPLISHING THE MANAGEMENT, ADMINISTRATION, AND COORDINATION ASPECTS OF THE PROJECT We understand that the public is our most important stakeholder. Management, Administration, & Coordination (MAC2) is JMT’s way of integrating activities to ensure resources are used efficiently. We utilize internal controls to ensure MAC2 is implemented. COORDINATION MEETINGS: We set the tone early by initiating 6P Meetings: Pre-Services, Partnering, Pre-Construction, Pre-Activity, Progress, and Post-Construction. We will schedule the Design Hand-Off meeting with FDOT DPM, Haiyan Ou, PE, and EORs Kevin Iannarone, PE, Inwood Consulting Engineers, and Bassel Kassem, PE, FBT, Inc (Structures Plan Only) to discuss design concerns. Prior to Notice to Proceed (NTP), we will review project components and ensure QA/QC Inspection Guidelists are current. We will review the corridor with TCOPS to discuss maintenance concerns, document existing conditions and delineate maintenance responsibility. JMT will meet with SLC to discuss long-term maintenance concerns. Pre-Activity Meetings will be held to discuss methodology, schedule, equipment, and submittals. SAFETY: At JMT, we deliver quality projects built safely with particular emphasis on Maintenance of Traffic. Before traffic shifts, we will review plans with the Contractors to ensure they understand the requirements, including advanced notifications. COMMUNITY OUTREACH & COMPLIANCE: We will work closely with Samantha Kayser, TCOPS Community Outreach Specialist (COS), informing her of project activities, lane closures, traffic impacts, etc. Our philosophy is that communication (early and often) is key! We will utilize the Contractor’s Look Ahead Schedules and CPM Updates to focus on upcoming activities and impacts. ISSUE ESCALATION: To effectively administer this type of complex project, it’s critical to follow a strict protocol for issue escalation. Through Partnering, we will generate an Escalation Matrix for issue resolution. We identify key decision-making thresholds for all personnel. We provide a “Buddy System” so our staff can get internal assistance, i.e., system of checks and balances. DISPUTE REVIEW BOARD (DRB): A DRB will be established early in the project to assist in resolving disputes and claims.
Recently, JMT’s Midway Road Project held a DRB hearing, and JMT’s extensive project records built the Department's case rendering a decision of “no entitlement.” CPPR, MPR, & CPAM: We utilize the Contractor’s Past Performance Rating (CPPR) to record compliance faults and enforce contract requirements. We prefer to partner with the Contractor; however, we find it important to protect FDOT’s interest by “going on record” with the Contractor when project items are unsafe and/or out of compliance. We also prepare Monthly Progress Reports (MPR) that include accurate data, as we know these are reviewed by upper management at FDOT. We understand the importance of utilizing Construction Project Administration Manual (CPAM) for guidance on administration. OPTIMIZATION OF PROJECT SCHEDULE AND BUDGET SCHEDULE: An accurate baseline schedule is critical to the success of this project. Lee Watts, SPE, along with input from the PA and Asst. PA, will analyze the baseline and monthly update CPM schedules. Lee will ensure the baseline meets all requirements, includes all activities plus procurement and utility relocations, and provides realistic and concise durations. Lee and the PA and Asst. PA will identify errors, issues, and determine areas where production rates can increase while reducing the budget. Lee uses Primavera P6 and the Ron Winters Schedule Analyzer to dissect logic/schedule changes, compare 2-week look ahead schedules to the CPM, and will consult with field staff to track Actual Dates so variations from the schedule are quickly identified, recovery plans are executed when needed, and ensure the as-built schedule is complete at final acceptance. Budget: The project duration is currently 734 CD with 75 CD days for acquisition/procurement. The 52 budget is $28.15M, a combination of $8.78M (Local Funding) and $19.37M (Local Funds Reimbursable). The 56 budget is $813K (Local Funds). We will monitor the multi-phase funding sequences to ensure overruns and encumbrances do not exceed allowable expenditures. We will encourage the Contractor to pursue Cost Savings Initiatives (CSIs); JMT’s recent projects have processed CSIs for over $1.0M. KNOWLEDGE AND EXPERIENCE WITH PROJECT DOCUMENTATION: We have reviewed all project documentation and performed field visits to evaluate this project. DESIGN PROJECT DOCUMENTS: We reviewed the construction documents, SFWMD and FDEP Permits, Utility Work Schedules, Specification Packages, etc. to ensure design, plan, and commitment consistency. CONTRACT CHANGES: We understand TCOPs review procedure/ processing Supplemental Agreements (SA), Work Orders (WO), and Unilateral Payments (UP), as well as performing Claims Analysis. We prepare detailed records for all contract changes, including entitlement and compensation elements, while using industry data, such as FDOT’s Statewide Averages and EquipmentWatch to support additional/deleted work. All change orders will be prepared with concurrence from the CPM.
We keep logs to track RFI/RFM/RFC’s and create accountability as responsible parties and delivery dates. Our PA and Asst. PA will coordinate with the EOR’s/FDOT DPM for expeditious reviews of outstanding design items. SOFTWARE: JMT has expertise in the latest industry software: Bluebeam, Multiline and Trimble, Microsoft Teams, MicroStation, GEOPAK, Interactive SharePoint, etc.
Interactive SharePoint is a document management system that mirrors PSSP which allows for tracking of real-time BlueBeam redlines between the field and office and JMT’s staff has experience using this software and processes. MATERIALS AND FINAL ESTIMATES (FE):
Meldon Chin will focus on the FE and Materials Acceptance and Certification (MAC) processes. JMT will maintain project-specific ledgers documenting progress for the 2 FPID’s which will be used for quantity/payment tracking. Buy America and the new Build America, Buy America Act (BABA) Joint Bulletin will apply to all materials incorporated into the project. It is crucial the PA and Asst. PA check MAC daily, perform daily reviews of all asphalt QC and VT reports, monitor IV samples and test results, and know the actions needed if production of mix design is ceased. Our goal will be to submit the FE package to TCOPS within 10 days of Final Acceptance and of receiving Final Materials Certification at Final Acceptance. We will work closely with Kim Creech, FE Manager and Chloann Lawrence, Const. Support Manager. Our Team’s success of meeting these goals is an example of the effort we put in!
PROJECT STAFFING
PROPOSED STAFFING QUALIFICATIONS, EXPERIENCE, & AVAILABILITY The JMT Team has developed a staffing approach with overlapping roles, allowing the Team to complete tasks concurrently, create workload balance, and incorporate redundancy at all levels. JMT will promote Steve Lecher to Assistant Project Administrator (APA)/Senior Inspector (SI) as a result of his exceptional talents and attention to detail. Steve will assist the PA with verifying that work in progress complies with project schedules, contract documents, and plans, interacting with Contractor’s superintendents advising of actions to ensure compliance, reviewing inspectors’ DWR, MPR’s, ERS details project changes, and verifies all QC and VT entries are correct in MAC. PROPOSED STAFFING: The success of this project requires a qualified, dedicated, cross-trained, cohesive CEI Team familiar with stakeholders.
