Intersection Safety Assessment SR 802 (Lake Worth Road) at Sherwood Forest Boulevard
SCOPE OF SERVICES
As part of Task Work Order 8, AECOM will perform the tasks as described below to perform a safety assessment at the intersection of SR 802 (Lake Worth Road) at Sherwood Forest Boulevard located in Palm Beach County, Florida. In addition to the intersection, two median openings (one on the west leg, one on the east leg) will also be analyzed. Any task that is not listed below will be considered out of scope.
Data Collection
• Download crash detail and police reports for the recent 3-year data from Signal 4 Analytics.
• Retrieve high crash lists from Signal Four data for the recent 3-years available.
• Gather existing conditions data (context classication, functional classication, AADT, historical trac counts, signal timing sheets, speed limits, transit data), as applicable.
• Work Program information
• Historical studies overlapping the location of interest.
Project Progress Meetings
• Attend two progress meetings (pre-vetting and post vetting) with FDOT PM.
• Contact the following agencies, as applicable, to obtain their input on proposed improvements.
o Local agency (City of Greenacres).
o Signal maintaining agency (Palm Beach County Traffic Division).
o Law enforcement agency
• Coordination meetings with Planning/Design Oces to discuss proposed improvements and status of the vetting process.
Crash Data Analysis and Collision Diagrams
• Review and summarize FDOT’s high crash location listing.
• Review crash reports to identify mislocated crashes and miscoded crash types (for critical crash types based on engineering judgment).
• Prepare crash summary tables and develop collision diagrams.
• Review crash reports for signicant crash patterns and identify probable causes.
Existing Condition Diagram
• Develop a condition diagram on an aerial image. The condition diagram will show only those roadway features that are pertinent to the scope of this study.
Field Reviews
• Conduct peak hour field reviews (one during the AM peak hour and one during the PM peak hour) to assess existing conditions.
• Collect sample light meter readings and summarize in a sketch.
Develop Preliminary Countermeasures
• Based on the crash data ndings and eld reviews, develop preliminary countermeasures (short-term and long-term) to address crash patterns identied and any safety best practices that are deemed critical for implementation.
• If a recommended action requires a further review/study, typical tasks involved in such review should be elaborated.
Preliminary Cost Estimate
• Develop a preliminary cost estimate based on previous projects with similar improvements and/or opinion of probable costs in MS-Excel format.
Prepare Tier-1 Technical Memorandum
• Prepare a Tech Memo summarizing the study findings and preliminary safety recommendations and submit it to the District Safety Office. The Safety Office will forward this memo to the Planning/Design Offices for feasibility assessment and vetting of proposed improvements.
Benefit/Cost (B/C) and Net Present Value (NPV) Analysis
• Based on the revised process, the Planning (CD Section)/Design Offices will prepare a tech memo to summarize their findings of feasibility assessment/vetting, prepare a concept sketch and LRE (Construction Cost Estimate). The safety consultant shall develop an estimate of potential crash reduction and perform B/C and NPV analyses for proposed improvements based on the vetted concept and LRE provided by the Planning/Design Offices.
Draft Deliverables (Tier 2) Revise Tier-1 Tech Memo to include feasibility assessment and vetting of proposed improvements by the Planning/Design Offices. The following will be included in the draft deliverable for FDOT Project Manager’s review:
• Findings of Field Reviews
• Crash Analysis and Collision Diagrams
• Summary of Existing Conditions
• Summary of Coordination Activity
• Summary of Proposed Improvements
• Concept Drawings (Conceptual Improvements) – to be provided by Planning/Design Offices.
• LRE – to be provided by Planning/Design Offices.
• B/C & NPV Calculations
Final Deliverable
• Revise draft report based on FDOT comments.
• Submit a PDF of the Final Report.
