Exhibit “A” Scope of Service
PILOT PROJECT:
Provide and use Real-time Kinematic Positioning (RTK) enabled Global Navigation Satellite Systems (GNSS) rovers along with traditional equipment for verification of elevation, alignment, position of all construction elements, and collection of final earthwork surface data. Do not use GNSS rovers for verification or measurement of asphalt or structures. Meet the following requirements when using GNSS equipment:
1. Provide multi-frequency, survey grade, carrier phase, geodetic receivers and antennas.
2. Use a topo foot for soft ground measurements to prevent sinking into the ground.
3. Provide a Data collector with the localization (or transformation) file from the design surveyor installed. This will be an XML file in the design deliverable.
4. Provide a Rover capable of receiving multiple constellation (RTCM 3.x) corrections.
5. Provide an independent Base Station for use when cellular service does not exist or when use is desired by the Consultant and the base station is no more than 3 miles from the rover unit(s).
6. Properly maintain all rover equipment and check for accuracy each day.
7. Use Rovers with the Florida Permanent Reference Network (FPRN) when cellular service exists.
8. Use an independent Base Station when cellular service does not exist.
9. The FPRN will have CEI selections for both single baseline and RTK solutions.
a. Use the FPRN when the baseline distance is under 8 miles (14km.).
b. Use a NRTK solution from a FPRN station when the baseline distance is over 8 miles (14km).
c. Do not use an independent base station more than 3 miles from the rover unit(s).
10. Maintain a Dilution of Precision less than 2.
11. Conduct check-ins with the primary control before and after each survey. A secondary control check-in is optional but recommended. Periodic check-ins throughout the day are also recommended due to changes in satellite location, weather, and extraterrestrial weather.
12. At least 30 days before starting work using GNSS equipment, submit a comprehensive, written GNSS Work Plan, describing how GNSS technology will be employed on the project, to the Project Manager for review and acceptance.
A-2
Update the plan as necessary during construction and notify the Project Manager of all changes. Ensure the most up-to-date GNSS Work Plan is available in EDMS.
At a minimum, include the following in the GNSS Work Plan:
a. Designate which portions of the Contract will be done using GNSS technology and which portions will be constructed using conventional survey methodology.
b. Describe the manufacturer, model, and software version of the GNSS equipment.
c. Provide staff qualifications. Include formal training and field experience. Designate a single staff person as the primary contact for GNSS technology issues.
d. Describe how project control will be verified and how conflicts will be addressed, reconciled, and documented.
e. Describe site calibration procedures. Include a map of the control points used for site calibration and control points used to validate the site calibration. Describe the frequency of site calibration and how site calibration will be documented. At a minimum, verify the site calibration twice daily.
f. Describe the Consultant's quality control procedures for verifying mechanical calibration and maintenance of equipment. Include the frequency and type of verification performed to ensure the constructed grades conform to the Contract Documents.
13. Project staff will meet regularly with Central Office and District staff to review success measures, issues, and recommendations for future implementation.
14. Meet the following thresholds when using GNSS rovers for verification and measurement. Ensure the accuracy level is documented on any output reports provided to the Department.
a. The vertical accuracy of the measurement data will have a value less than or equal to 0.3 feet (0.09 meters) for soft ground measurements (i.e.
earthwork).
b. The vertical accuracy of the measurement data will have a value less than or equal to 0.1 feet (0.03 meters) for hard surface measurements (i.e.
structures).
c. The horizontal accuracy of the measurement data will have a value of less than or equal to 0.1 feet (0.03 meters).
15. Obtain approval from the District Final Estimates Manager for submittal of any GNSS output as part of the Final Estimates Documentation.
16. Take full responsibility for the accuracy of the data collected, measured, and quantified for payment purposes.
