2 APPROACH / UNDERSTANDING OF CRITICAL ISSUES

The study corridor begins at CR 713’s terminus at the I-95 interchange and extends north to the SW Martin Highway intersection, just east of Florida’s Turnpike, serving as an important connection between the limited access (LA) facilities and Palm City.

Our team has a keen understanding of the project issues and goals based on our review of relevant documents (e.g., ETDM Summary Report, as-builts, previous permit documents, Martin TPO TIP and LRTP, approved PDs, all documents provided, etc.), field reviews, and meetings with FDOT. The study area has experienced recent growth that is anticipated to continue, including the approved Palm Pike Crossing, Palm Bluff Townhomes, Paddock Palm City as well as multiple vacant lots immediately adjacent to the study corridor for sale or recently sold. CR 713 is currently experiencing delays and conditions are anticipated to worsen by 2045. The main objectives of the study are to evaluate 4-lane urban typical sections to accommodate the future traffic demand, address safety, improve bicycle and pedestrian connectivity and support freight and economic growth while minimizing R/W and utility impacts. The project is currently listed as #10 Priority for Martin County. Based on our experience coordination with Martin County, the Martin MPO and adjacent projects in the area (Turnpike Widening, SW Martin Highway and Turnpike Interchange improvements, and I-95 improvements) will be key to ensure a design ready concept.

Traffic/Access: Review of the Pre-Work Report indicates 2025, 2035 and 2045 for analysis years. Based on available funding for the project, we will coordinate with Cesar Martinez to determine the need to extrapolate for a 2050 design year. Future AADTs will increase up to 21,000 AADT by 2045 and some segments of CR 713 will exceed capacity for a 2-lane roadway (17,500 AADT) by 2035, which indicates a need for widening. A signal is planned at Swallowtail Lane due to its proximity to the off-ramp as part of the planned I-95 improvements. There is a new intersection at the planned Palm Pike Crossing as well as the potential for additional access points. We will coordinate with Martin County and FDOT to determine implementation of planned intersections as part of the Project Traffic Analysis Report and access management plan. The PTAR will document the operational and safety analysis following the agreed upon methodology in accordance with the Traffic Analysis Handbook and Forecasting Handbook.

Safety: A total of 157 crashes with 37 injuries and no fatalities occurred during the last 5 years (2018-2022). 46 of those crashes occurred on the CR 713 segment with 30% (19 crashes) offroad/rollover crashes. Most of the crash types are correctable through widening, provision of a median, lighting, and better retro-reflectivity. We calculated crash rates and compared them to FDOT statewide averages, and the CR 713/CR 714 intersection has a

1.605 crash rate, exceeding the 0.666 statewide average, making it a high crash location candidate. A detailed safety analysis will be prepared following the FDOT Safety Analysis Guidebook for PD&E Studies and include the safety performance of alternatives being evaluated. A safe systems approach will be utilized with a focus on Emphasis Areas ensuring consistency with FDOT’s Target Zero goals.

Concept Development: CR 713 is a two-lane, un-divided major arterial that is owned and maintained by Martin County. CR 713 has 11’ lanes, 55 MPH posted speed, paved shoulders varying from 0 to 5 feet, turn lanes at multiple intersections, and a sidewalk along the east side. From I-95 to north of Swallowtail Lane, CR 713 features a 4-lane rural divided roadway. There is an existing constrained R/W of 100’ for much of the study corridor with FP&L transmission lines along the east and the Turnpike LA R/W and FGT transmission easement along the west. Due to these existing constraints and based on our experience working on County facilities, partnering with Martin County and ensuring their involvement throughout the process will be critical. Our first step in the development of alternatives will be to establish design criteria including use of FDOT FDM, Florida Greenbook, and Martin County

Standards. A preliminary proposed typical section calls for 4 12’ lanes, curb and gutter, a 22’ curbed median, 4’ bike lanes, and a 6’ sidewalk on the east side. Given the physical constraints we will work closely with Martin County, adjacent communities and the Martin MPO to establish the most appropriate and feasible typical section features such as 11-foot travel lanes and multimodal features (e.g. after speaking with Joy Puerta, Martin County PW, a shared use path is the County’s preference and was recommended by the MPO sub committees however, bike lanes are recommended as part of the Bicycle and Pedestrian Safety Action Plan). We propose the same coordination techniques utilized during the D4 CR 510 PD&E Study such as inviting Martin County to progress meetings, including holding some of these meetings at Martin County. This kept all parties up to date on the latest developments, allowed us to obtain their input at not only at key milestones but throughout the life of the project and ensured a successful partnership which led to final design with concepts as were proposed during the PD&E. Though a county road, CR 713 would be similar to a C3R. We would utilize FDM Table 202.3.1 to achieve a lower target speed of 45 mph and mitigate existing safety concerns. Recent improvements added left turn lanes at Martin Highway and a dedicated R/W for a new driveway south of Martin Highway. Lesson Learned: We propose to obtain SHGWT data now during PD&E to determine base clearance needs, critical to establish the vertical profile and determine accurate R/W needs.

Due to existing transmission lines, community walls, and FGT/Turnpike LA R/W, raising the profile (as occurred on CR 510) could have significant implications on CR 713. This information and our proposed project segmentation will allow us to tailor the typical section and alignment throughout the corridor to avoid critical areas (e.g., Mapps Creek Mitigation area, utilities).

Structures: Bridge qualifying box culvert over Danforth Creek (No.

894009) has three 8-ft span cells (80-foot width) and was constructed in 1991. The structure is in good condition with National Bridge Inventory (NBI) ratings of 7/10 and a Sufficiency Rating of

98.6 with a passing LFD load rating of 2.88 > 1.0. Based on this, a culvert extension is feasible if the section cannot be supported by the current width. The extensions will place the new headwalls outside of the clear zones and reconstruct the slope protection.

Drainage: The project is under SFWMD jurisdiction and traverses two water bodies: Danforth Creek (impaired for bacteria) and South Fork St. Lucie River (impaired for nutrients and dissolved oxygen).

Our design will adhere by the St. Lucie River and Estuary Basin Management Action Plan (BMAP) for nutrients. Field reviews show signs of ponding adjacent to the road. In 1990, the exact limits of this project were permitted under Permit No. 43-00369-S which accounted for an “ultimate configuration” of a 4-lane rural divided highway but most of that treatment volume will be displaced by the expanded roadway. We will confirm during a pre-application meeting if this project can be processed as a modification to the existing permit to update the proposed roadway configuration and account for the latest BMAP criteria. The existing drainage system consists of roadside swales which ultimately discharge to South Branch Maple Creek, North Branch Maple Creek, and Danforth

Creek. There are three existing cross drains that maintain connectivity of the creeks which will be evaluated for hydraulic capacity and structural integrity. Segments of the existing roadway (Flood Zone X) and adjacent lands (Flood Zone AE) are within designated FEMA floodplains. We will prepare a Pond Siting Report to compare floodplain impacts/encroachments & compensation, R/W acquisition & construction costs, maintainability & access, etc.

Environmental Look-Around (ELA) meetings with SFWMD, Martin County, and other key stake holders will evaluate potential regional stormwater needs, joint-use opportunities and design/permitting approaches that benefit the watershed.

Environment: The project area to the east of CR 713 includes single family homes and a golf course, so noise and construction phase impacts are an anticipated community concern. There are no special populations or recreational Section 4(f) resources in the project area. Although cultural and archaeological resources are unlikely, there have been no recent cultural resources surveys performed and will be required. There are existing wetlands and woodlands to the west of CR 713 within the existing R/W, particularly at Mapps Creek, including a mitigation area. Martin County requires preserving wetlands and adjacent uplands.

Danforth Creek is environmentally sensitive, and the US Army Corps of Engineers noted it is considered navigable, thus a Section 408 permit may be required. Preliminary coordination with FDEP revealed that Sovereign Submerged Lands (SSL) are likely not applicable at this location. The project is within the USFWS consultation areas for Audubon’s crested caracara, Florida grasshopper sparrow, manatee, red-cockaded woodpecker, Florida scrub-jay, and Everglade snail kite as well as the Core Foraging Areas of two wood stork nesting colonies. There is no designated Critical Habitat or record of listed species in the project area. A noise study will model the potential decibel increase and evaluate feasible attenuation measures. The 7-11 gas station at SW Martin Highway is the only major contamination concern. All environmental reports will be summarized in a Type II Categorical Exclusion in SWEPT and no significant impacts are anticipated.

Public Involvement: In addition to regular coordination with Martin County, we will present to the MPO and subcommittees and County Board to ensure concepts address existing concerns (safety, economic growth) and reflect the long-term goals of the community.

CR 713 not only serves as the main access to multiple residential communities, it also serves commuters as it is the main access to Palm City from I-95. We propose to hold one-on-one meetings with HOA’s (Highland Reserve of Palm City, Hammock Creek and Golf Club) and will utilize existing news and social media presence to ensure participation. We have identified the Palm City Community Center and the Peter and Julie Cummings Library as potential public meeting locations. Our Team has recent (and on-going) D4 PIO experience to successfully hold hybrid meetings including working with the D4 collaborative tool, guidelines and templates.

Innovative tools such as GIS-based alternative maps, electronic commenting and 3D renderings have proven to be effective.

Why Metric? We offer an experienced PM and team that is ready to exceed D4’s expectations! Thank you for this opportunity!

9.1 ORAL PRESENTATION REQUIREMENTS: The following guidelines will govern the oral presentation:

(1) Presentations shall be project specific and shall demonstrate an awareness of project issues, explanation of the proposed approach, and plans of staffing for the project. A maximum time limit of 40 minutes minutes shall be allowed for the oral presentation. A firm time limit of 15 minutes minutes shall be allowed for Q&A following the oral presentation. Approximately 5 minutes each are allowed for set-up and breakdown. Set-up and breakdown are not included in the time limit for oral presentation for Q&A, and are not timed. Questions can both be standard (asked of all firms) and clarifying (related to a point addressed by the Consultant in the oral presentation).

(2) Attendance at the oral presentation by the consultant’s proposed project manager is strongly recommended. Inclusion of lead personnel proposed for the project is also encouraged. Each consultant is limited to a maximum of 6 representatives in attendance. Switching of participants in the oral presentation room is not permitted. If a proposed subconsultant is listed as a subconsultant on more than one (1) team for a single project, then it is the responsibility of the subconsultant to disclose this information with each respective team. The Department representatives in attendance will at a minimum be the members of the Technical Review Committee and a Procurement Office representative (oral presentation facilitator).

(3) Shortlisted Consultants will be instructed that handouts at the oral presentation will be restricted to copies of slides from the PowerPoint presentation. The number of slides to be included in the PowerPoint presentation is limited to 35. Shortlisted firms should number the slides included in the presentation. Consultant shall e-mail a copy of the presentation containing the PowerPoint slides to the Procurement contact.

This presentation must be e-mailed to the Procurement contact one day prior to the date/time of the presentation assigned to each firm and shall not include any additional documentation other than the slides to be presented in the actual oral presentation. The handout of the slide presentation will be limited in size to 8.5" x 11". The Procurement Office will also distribute to the TRC as an electronic document. Presentation slides not timely e-mailed to the Procurement contact person will not be passed on to the TRC.

Consultants will be assessed/scored based on the information verbally communicated in the oral presentation. TRC’s are not obligated to review slides after an oral presentation has occurred.

(4) Unless otherwise approved by the District Secretary or Assistant Secretary or their designee, the RFP will advise that smart boards, videos, computer animations, and 3-D models may not be used in the Oral Presentation.

However, any other media may be used.

(5) No aerial requirements necessary.

(6) Consultants are permitted to refer to paper notepads or index cards with notes during their oral presentations. The notes will not be reviewed or evaluated by the TRC.

(7) Consultant supplied video monitors are allowed. If utilized, the Consultant will be solely responsible for the set up and use of equipment.

9.2 SCHEDULE OF ORAL PRESENTATIONS: Oral presentations are scheduled for February 8, 2023 and will be conducted in D4-DO2 Conference Room 2, Florida Department of Transportation, D4 Headquarters, 3400 W. Commercial Blvd., Fort Lauderdale, FL 33309.

10. Consultant Selection:

A technical review committee will review the resumes and the organization chart or staffing chart received from the consultant firms being considered for final selection.

Attachment C provides the criteria to be considered by the technical review committee in the evaluation of organization chart or staffing chart, resumes, and oral presentations.

Evaluations and comments will be provided to the Selection Committee.

The Selection Committee, consisting of Bibi Parmar District Transportation Support Manager; Steven C. Braun P.E. Director of Transportation Development; Paul A.

Lampley Director of Transporation Operations; and a representative of the Procurement Office, will meet to discuss the capabilities of the consultant firms. At the discretion of the Committee, other persons may be requested to provide information at the meeting.

The results of the final selection meeting will be posted on the FDOT Procurement Advertisements web page.

11. Contract Negotiations:

Contract discussions will be initiated with the firm ranked number 1 by the Selection Committee. The consultant will be asked to prepare a fee proposal with backup information to support the proposed wage rates for the services. The consultant's audit information will be used to determine the allowance for administrative overhead and fringe benefits for the project, facilities capital cost of money and direct expense percentage. If subconsultants are proposed to work on the project, information to substantiate each firm's overhead rate and proposed wage rates will also be required.

Should the Department be unable to negotiate a fair, reasonable, and competitive price for the consultant services with the firm ranked number 1, the Department will terminate the negotiations. The Department will then begin contract negotiations with the next ranked firm.

The proposed costs MUST be submitted in the Automated Fee Proposal Spreadsheet.

The Automated Fee Proposal and Guidelines can be obtained by accessing the following link and clicking on the Automated Fee Proposal Spreadsheet:

http://www.fdot.gov/procurement/formmenu.shtm.

When completing the AFP, it is the expectation that the Consultant submit resumes for each individual proposed on the project. Consultants, please understand that it is critical that you classify proposed staff in accordance with Attachment B of the Negotiation Handbook. If proposed staff is classed inappropriately, it may cause delays in having to revisit the staff hours (if applicable for this project). In order to minimize time delays, please utilize the Negotiation Handbook typical definitions found in Attachment B to best decide the proposed classifications.

http://www.fdot.gov/procurement/formmenu.shtm

Upon completion of the Automated Fee Proposal, the Awarded Prime Consultant shall email the Automated Fee Proposal to the District Professional Services Unit.

The Awarded Prime Consultant MUST also prepare the back-up information to support the proposed wage, overhead and expense costs for services proposed.

The due date for the Automated Fee Proposal and backup documentation shall be provided in the Request for Fee Proposal document (or e-mail).

This webpage also contains an Automated Fee Proposal User’s Guide which may be very helpful in understanding the spreadsheet. At a minimum, the fee proposal shall include the following:

Identification of the Basis for Proposed Wage Rates Approved Overhead and Fringe Benefits and Expense Percentage Proposed Operating Margin Identification of the Basis for Loaded Rates Subconsultant Costs

The negotiated compensation will be in an amount the Department determines is fair, competitive, and reasonable considering the scope and complexity of the project. The Consultant will be requested to submit a detailed Staff Hour Estimate and Fee Proposal with the support information to the Department. Staff Hour Estimates for PD&E, roadway and bridge design projects must be submitted in the Staff Hour Estimating spreadsheet provided by the Department.
