UNDERSTANDING OF INTENT AND SCOPE OF
CONSTRUCTION
The consultant CEI is to provide Q.A. services and represent
375-030-23
PROCUREMENT
FDOT while overseeing contractor work. FPN 445635-1-62-01 involves 9.226 miles of milling and resurfacing of S.R. 8 (I-10) from East of SR 276 to East of 4 Miles of S.R. 71 in Jackson County. Other elements of the project include an extension of the existing milling, resurfacing and widening of the on/off ramps at the S.R. 71 interchange, drainage improvements, sodding, miscellaneous asphalt and guardrail construction, mainline Superelevation correction in the westbound lane from Sta 763+00 to Sta 786+00 and Sta 944+00 to Sta 974+00 and eastbound from Sta 763+00 to Sta 787+00, a median crossover will be constructed with one at Sta 760+20, rumble strip construction, pavement markings, and signage upgrades.
FDOT will retain ownership of 2,000 CY of milled material, as noted. EXP will work with the FDOT and Contractor to ensure this material is delivered to the Magnolia/Hinson pit as indicated on plan sheet 20 under general note 10. The standard items that all CEIs must monitor vigilantly, such as drop-offs, milling sequencing, milling cover-up time, etc., will be closely monitored by our outstanding CEI team. The project has a planned let date of December 7, 2022, and is expected to begin construction in February 2023. With 270 contract days, contract time would extend until November 2023.
However, with holidays, special events, and anticipated weather days, contract time likely would extend to January 2024.
Due to the project's location on the interstate, there are numerous utilities within the project area, as noted on plan sheet 20 under general note 4. In reviewing the Utility Work Schedules (UWS), there are 3 utility owners to be impacted.
They will provide locate, expose and protect location services as needed during construction: Century Link, City of Marianna, and Florida Gas Transmission Company. Also noted on plan sheet 20 under general note 7 is that the FDOT ITS Program Manager / Representative will be onsite during construction adjacent to the ITS lines noted in the plans. American Lighting (as FDOT Electrical Representative) will also need to be onsite to provide electrical locate services in the areas of the S.R. 71 interchange to help prevent any damage to the interchange lighting system.
UNDERSTANDING OF PROJECT ISSUES
The EXP team has thoroughly reviewed the project plans and specifications and has developed an understanding of the scope and potential challenges. We have made several site visits to assess the location and nature of the issues. We will ensure that our staff and the Contractor's staff remain well-informed and can proactively address potential issues to ensure timely and efficient construction. EXP will monitor the Contractor to ensure the project is built in conformance with the plans and specifications and will take steps as necessary to ensure compliance. It is the policy of EXP always to bring solutions for any problems that we present to the FDOT Project Manager. We understand communication between all stakeholders is paramount for this project's successful completion and will provide the detail needed to make sound decisions.
On plan sheet 20 general note 9, it is noted that at the S.R. 73 overpass bridge, the Contractor is to provide a certified survey to confirm the As-Built minimum vertical clearances equal to or greater than the minimum vertical clearances shown on plan sheet 20. EXP will provide quality checks and work with the Contractor thru this area to ensure the milling depths and overlay thickness are constructed to provide the necessary clearances needed not to endanger the traveling public and eliminate the possibility of damage to the existing overpass bridge that is within the control of the project scope.
Speeding through the construction work zone with workers present is a very dangerous condition that occurs far too often on projects, especially interstate projects. EXP notes that there are 1080 hours for Traffic Control Officers allotted to help reduce this dangerous situation during construction. EXP will work with and encourage the Contractor to provide Traffic Control Officers during all lane closure scenarios to help improve aid in the project and public safety.
EXP has seen a rise in material supply issues in the past year, primarily due to the Covid-19 pandemic and the sheer volume of work in the general market. Supply issues for concrete, aggregate, steel, and guardrail are some items that could affect the progress of this project. A significant impact on projects recently is the availability of aggregate needed in the production of asphalt. Due to the availability of transportation of aggregates, contractors face severe logistical issues in procuring the needed aggregates, with contracts being delayed months at a time or requiring flexible start dates to be extended for acquisition time in being able to procure the necessary materials for the project. EXP will work with the Contractor and review their schedule to be sure adequate planning/scheduling is ongoing to avoid supply issues if possible or if a project could benefit from the delayed start.
Suppose the start of this project is delayed due to aggregate supply issues coupled with anticipated weather / holidays as allowed per specifications. In that case, a situation that could arise is timing and scheduling of paving of the friction course layer (FC-5) during the winter months, a period not conducive to paving FC-5. Placement of FC-5 requires the temperature to be 65 degrees and rising. With this temperature limitation, meeting the construction schedule and specification requirements might be challenging while ensuring adequate parameters for placing the friction course layer.
Widening of Ramps A, B, C, and D at the S.R. 71 and I-10 Interchange will need special attention during the course of construction. These ramps are heavily traveled entry and exit ways on to and off I-10. Construction activities will not be allowed to impact traffic that would cause backing up of traffic onto I-10 or SR 71. Drop-offs between the existing ramps and the new widening will need to be reviewed daily to ensure proper drop-off requirements per Standard Plans 102-600 are met and the necessary channeling devices are in place to avoid any issues.
Maintenance of Traffic/Project Safety - EXP places a PREMIUM ON SAFETY while managing our projects. Due to the traffic volume along S.R. 8 (I-10), EXP will utilize a dedicated inspector responsible for assessing MOT daily for compliance with the Contract Plans, Specifications, and Standard Plans. This inspector will be tasked explicitly with MOT assessment in addition to, and in coordination with, their other duties allowing EXP to proactively work with the Contractor to promote safe practices and identify issues before they occur to create a SAFETY-FIRST ENVIRONMENT during the duration of this contract. The currently posted traffic speeds will remain as posted thru active work zones but will be reduced during construction activities per Index 102-670. Lane closures will not be permitted throughout the project limits from 6:00 AM to 8:00 PM (Monday – Thursday) from Friday at 6:00 AM through Sunday at 8:00 PM. There are damage recovery costs if the lanes are not opened during these times. The damage recovery cost is $7,000 for the first 30 minutes and $3,500.00 for each additional 30 minutes, with prices not to exceed $30,000 over 24 hours. Our staff will coordinate closely with DOT, the Contractor, and any affected parties to eliminate delays and hardships to the traveling public and will coordinate with the adjacent projects if construction commences during this contract.
Evacuation Route - S.R. 8 (I-10) is a hurricane evacuation route. EXP ensures that the Contractor's project-specific Hurricane and Emergency Readiness Plan is submitted no later than 30-days following their NTP. This Plan addresses pre-event measures and details how all lanes are opened and maintained operational for an evacuation event or as directed.
Included are the names and emergency contact information for those responsible for each activity, along with backup contact information. EXP videos of pre/post-event conditions, as well as activities or changed conditions that are observed during the evacuation period. It will be of utmost importance that all lanes are re-opened for normal traffic within 12 hours in case of a relevant emergency event or hurricane evacuation notice.
Environmental Compliance - Erosion control and environmental protection are critical. EXP will ensure erosion measures are installed per plans (over 47,000 feet of silt fence and 817 feet of floating turbidity barrier are designated to be installed) and stand ready to increase measures should the need arise. EXP understands the importance of ensuring the Contractor adheres to all permit conditions and to the Storm
Water Pollution Prevention Plan to protect wetlands and waterways like the Chipola River and other areas of the project. To achieve this goal, we propose a team with the required qualifications and expertise to perform inspections routinely.
PIO - FDOT will be managing the public information on this project. EXP will coordinate weekly with the FDOT Public Information Office to ensure they are updated on the construction activities and lane closures. Jonathan has worked on past projects with Public Information Specialist Kohen Johns Brannon regarding project traffic updates and understands his expectations.
PROJECT MANAGEMENT AND ADMINISTRATION
The cornerstone of a successful project is a clear understanding of the project scope, objectives, and overall goals. EXP understands that our primary responsibility is to ensure that the projects are constructed to all applicable Standard Specifications (July 2022), Standard Plans (F.Y.
2022-23), and material certification requirements and that the materials used are in accordance with the contract document.
EXP views our role as being in responsible charge and thus able to exercise project ownership when making all decisions and recommendations granted as per the Construction Project Administration Manual. We consider ourselves to be serving as an extension of your staff. We believe communication is crucial to resolving problems before they become major issues and will keep Joseph Mixon, FDOT Project Manager, informed and involved in the project's progress. Our policy is to seek FDOT input on all relevant project-related issues while maintaining adequate autonomy to ensure that District employees are not mired down in the day-to-day minutia of project work. Our policy is to pair recognized problems with workable potential solutions when issues arise. Our team strives to proactively address each issue with functional solutions implemented at the lowest possible level to minimize unnecessary delays and expenses and avoid undue burdens on District staff and resources. Personnel assigned to these projects have extensive experience in these types of projects.
They demonstrated their ability to work independently, schedule tasks efficiently, and make the necessary decisions to ensure successful outcomes. We understand that project issues can escalate and become critical if not addressed adequately or promptly. We will manage all items efficiently, effectively, and within the policies and procedures established in District 3. The EXP team is unmatched in knowledge and application of FDOT policies and procedures. We are well-versed in all processes and systems, including but not limited to PrC, EDMS, CPPR, CIM, and MAC. Our inspection staff is well equipped for any situation or testing requirement and has the full range of electronic equipment necessary to document and provide real-time information at a moment's notice, especially with the implementation of the new Electronic
Earthwork Records System (ERS). Our SPE and P.A. have over 50 years of experience making decisions and facilitating resolutions. This experience has led to the successful completion of many high-profile projects. Steve, Jonathan, and Scott have successfully worked together on multiple District 3 projects in various capacities for many years.
Identification of Construction Management Methods and Techniques - Superior construction management methods are always rooted in an awareness of the need for effective and efficient communication with the client and Contractor, as well as an overall understanding of the "in the field" procedures that are the subject of so many construction management decisions. The EXP team comes to the table with a depth and breadth of talent that ensures the ability to provide optimum managerial oversight in the field while concurrently maintaining the vital open lines of communication that keep the client and Contractor at the forefront of the decision-making process. Our personnel has unique experience working for FDOT, contractors, and consultants that will bring an unparalleled understanding of the complete construction process. We will use this knowledge to encourage the Contractor to follow the plans and specifications with quality construction built into the process. Pre-activity meetings (such as prepave meetings) will be held for significant work items. This will provide EXP an opportunity to verify the Contractor's planned operations and ensure that all parties understand the scope of work, specifications, and contract documents.
Communications - EXP's communication commitments create the foundation of our contract approach and understanding. Practical communication help projects stay on time and within budget. EXP uses the latest communication technologies and is already in compliance with the current FDOT technical specifications. We understand the importance of verbal and electronic communication and are committed to streamlining the communication process to identify and resolve issues in a timely manner to ensure the best possible project outcomes.
Ability to Make Decisions/Facilitate Resolution – Steve Martin, the SPE, and Jonathan Parramore, the P.A., are experienced field personnel with a reputation for making hard decisions to ensure projects are completed on time and within budget. Steve or Jonathan will discuss any problems with the Contractor and Scott to determine the exact problem and then present any issues to the Department while simultaneously providing a proposed solution. For minor concerns, and where the Department allows, Scott will make field decisions on the job to keep the projects moving. He will discuss the problems with Steve and/or Jonathan and then implement the solutions that are determined appropriate. Our staff knows how to effectively facilitate discussions with the Contractor and ensure that quality projects are completed on time and within budget.
Maintenance of Traffic - The safety of workers and the traveling public is paramount and supersedes all other considerations. Part of a good safety plan is proper maintenance of traffic (MOT). We understand the importance of having a good MOT plan and ensuring it is implemented correctly and maintained properly throughout the contract. Our staff will monitor all contractor operations to ensure that proper safety equipment and measures are being used and that all MOT devices are installed and maintained in accordance with the plans, specifications, and standards.
Safety - Safety is a top priority for EXP. We understand the FDOT safety requirements. EXP's personnel have all been through the OSHA 10-hour training and have been through additional driver safety training. EXP provides its employees with the appropriate Personal Protective Equipment (PPE) and will ensure they follow the safety requirements of the State. To help ensure the traveling public's safety, our team will review the Contractor's project MOT daily for compliance with plans and specifications.
Work Orders, Claims, and Unforeseen Work - The EXP Team practices claims avoidance constantly, from our engineers down to our inspectors. Our inspectors know that if they suspect a changed condition may occur in the field, they are to notify the Project Administrator promptly, and then the P.A. will advise Joseph Mixon, the FDOT PM. The PA will analyze the condition and review the construction contract to ensure the change is not part of the original contract. Our inspectors know they are to keep detailed records of the time, labor, equipment, and materials involved with the possible changed condition. If unforeseen work does occur and the Contractor submits a request for additional compensation and/or time extension, their written price quote will be reviewed for documentation and reasonableness in accordance with the terms of the contract. We will develop an independent estimate of the cost and submit to FDOT our findings and recommendations. If we are unable to agree on pricing for the requested change, the Contractor will be directed to perform the work with a written Work Directive Change and to submit proper documentation to substantiate their claim.
QUALITY CONTROL
EXP will furnish a project-specific QA/QC Plan detailing the procedures, evaluation criteria, and organizational instructions to provide services under this contract. The Plan outlines the organizations and personnel, highlights methods used to monitor and achieve compliance with your requirements, sets forth the type of records generated and maintained as part of the QA/QC program and demonstrates how we oversee staff and monitor compliance with requirements. EXP's QA/QC is not for our firm alone but extends to our subcontractors to provide quality and timely services to the FDOT. Our QA/QC Plan is available on the first day of the contract. Anthony
Caruso, PE, Quality Lead, is responsible for administering this portion of our program. Q.A. reviews will be performed to evaluate the adequacy of materials, processes, documentation, procedures, training, guidance, and staffing of the projects. All our partnering subconsultants working on these projects will be a part of each Q.A. review. Reports detailing Q.A. findings are provided to interested parties.
