FLAGLER COUNTY

Financial Project ID: 439124-1-32-01

Contract No. CAI94

I . B A C K G R O U N D Flagler County, during the stakeholders meeting for this project, expressed an interest in applying safety and speed reduction countermeasures along this corridor due to safety concerns. The requested safety improvements included the addition of pedestrian mid-block crossings to provide safe access from the properties along the west side of SR A1A to beach access points or locations. The County also requested filling in the sidewalk gap from Varn Park to Mariners Drive along the west side of SR A1A. The Consultant prepared the preliminary Design Analysis Evaluation Report and attended the pre-collaboration meeting on August 4, 2022. The report was updated based on the pre-collaboration meeting and the findings and recommendations were presented to FDOT during the Collaboration meeting on September 20, 2022. The report was then finalized based on the feedback received during this meeting.

The final recommendations include lowering the target speed to 35 mph, narrowing the travel lane widths, add pedestrian mid-block crossings with RRBF’s at three locations, adding standard mid-block crossings at two other locations, implementing horizontal deflections, lighting, and landscaped medians at 3 locations, adding oversized signage for the horizontal curve, filling in the sidewalk gap between Varn Park and Mariners Drive, adding posted speed limit pavement markings, adding speed feedback signs, and providing marked shoulders.

II. OBJECTIVES

The general objective of this Supplemental Amendment is to provide roadway design services in support of the recommended improvements mentioned above.
