Contract No. CAF90

Flagler Weigh Station Mainline Screening Development

Supplemental Agreement # 1 to TWO # 05

BACKGROUND AND WORK TO BE PERFORMED

This Task Work Order (TWO) provides authorization for CONSULTANT activities in support of Florida’s MCSAW Program. These activities will be carried out by the CONSULTANT in close coordination with FDOT MCSAW personnel, particularly the FDOT MCSAW Project Manager. Work associated with the assignments described below shall require written authorization to commence from the FDOT MCSAW Project Manager or his designee, as determined by the FDOT MCSAW Project Manager. This written authorization may be provided via email after receipt of CONSULTANT’s written request to commence work. The written request shall include, at a minimum, specific information related to the work effort, such as proposed personnel, anticipated level of effort, deliverable dates, and anticipated labor and other expenses; this written request may be submitted by email.

PURPOSE AND SCOPE OF WORK

WGI (CONSULTANT) will provide support in the development of a mainline Weigh-In-Motion (WIM) screening system in the vicinity of the Flagler Northbound and Southbound I-95 weigh stations in Flagler County, FDOT District 5. Mainline WIM screening systems are used to screen vehicles on the Interstate mainline for size and weight compliance as they approach a weigh station. The WIM scale or sensor automatically weighs vehicles and provides an estimate of the vehicle's size and weight for sorting purposes based on compliance with applicable regulations. These sensors compare the readings to a weight and height pass/fail threshold set to a percent of the legal weight and height. Trucks that exceed the threshold are directed into the weigh station to be weighed and measured on more accurate static scales and measuring tools. In addition, License Plate Reader (LPR) Cameras verify tag registration (whether it's valid, expired or suspended), IRP (International Registration Plan), IFTA (International Fuel Tax Agreement), Safety violations and out-of-service violations. USDOT Cameras check for overdue citations via the Florida Department of Highway Safety and Motor Vehicles hotlist database. Mainline WIM devices result in a low probability of incorrectly sorting a truck to the weigh station and improves efficiencies by keeping the motor vehicles in commerce.
