EXHIBIT A
Multimodal Transportation Data Analytics Support Contract: CAF69 Task Work Order #6: Statewide ADA Data Collection Support FDOT Task Manager: Joel Worrell FM Project Number: 437316-1-12-16 Authorized Amount: $219,996.00 Amendment is an amendment for scope and time at no cost.
PURPOSE
The Americans with Disabilities Act (ADA) became law in 1990. The ADA is a civil rights law that prohibits discrimination against individuals with disabilities in all areas of public life, including jobs, schools, transportation, and all public and private places that are open to the general public. The purpose of the law is to make sure that people with disabilities have the same rights and opportunities as everyone else.
The ADA gives civil rights protections to individuals with disabilities similar to those provided to individuals on the basis of race, color, sex, national origin, age, and religion. It guarantees equal opportunity for individuals with disabilities in public accommodations, employment, transportation, state and local government services, and telecommunications.
In support of the Federal Highway Administration’s (FHWA) renewal of the FDOT [ADA] Transition Plan for FY 2021, collecting statewide ADA data is required. Further, FHWA’s 2018 Florida Federal Planning Finding (Statewide Annual Assessment) (FFPF), states that FHWA will no longer accept FDOT’s Video Log to review ADA compliance beyond FY 2021/2022. As per the 2018 FFPF, “the current log (collected between 06/2016 and 06/2017) will remain available and viable for random [Pedestrian Right of Way) PROW screening for five years (through 2021/2022)”. Therefore, through collaboration between the TDA Office and the Office of Roadway Design, a comprehensive statewide ADA Data Collection Program is necessary.
The purpose of this TWO is to design, develop, and execute a statewide ADA Data Collection Program intended to be an extension of the RCI program. Additionally, this TWO will provide knowledge transfer activities and support to assist each District with implementation of the statewide ADA Data Collection Program. In order to support the FHWA/FDOT ADA Transition Plan, this TWO will support data collection activities representing a statistically significant sample of SHS with sidewalks in each county.
SCOPE OF SERVICES TO BE PERFORMED
Task 1: Program Coordination and Management This task requires the consultant to provide program coordination and management to support the needs of FDOT to design, develop, and provide knowledge transfer services of the statewide ADA data collection program. These activities will include the planning, analysis, execution, coordination, and documentation and storing into Department systems. These services will be required as determined by the FDOT task manager. As part of this task the consultant is required to provide the following services:
Project status update meetings and notes as required by FDOT Per request of FDOT, the consultant will develop and maintain project work plans of tasks requested by FDOT that detail the project schedule, activities, updates, milestones coordinated and approved by the FDOT task manager. These work plans must be coordinated and complete prior project kickoff. Work plans must be provided monthly to FDOT project stakeholders and the task manager.

Task 2: Stakeholder Engagement and Knowledge Transfer This Task will provide for engagement with FDOT Districts and Central Office Stakeholders to gain support and feedback of developing, testing and implementing the Statewide ADA Data Collection Program. Initial virtual meetings will help to identify necessary data attributes and ideal work flows and processes that allow for minimal disruption to existing District data collection efforts. The Consultant will ensure legacy data systems and future concepts of BIM modeling will be captured by coordinating with Office of Maintenance and the Office of Design. A matrix list of ADA data collection requirements will be developed and maintained throughout the task work order and provided to FDOT which will support coordination of ADA data needs of FDOT. The matrix will incorporate the functional, data, and user requirements of the data, tools, and processes. A trial period, to include up to two in-person, 2-day, meetings, will be identified with one District for office and field testing of the resources developed for the Statewide ADA Data Collection Program. Additionally, this Task will provide for virtual and/or in-person meetings, with expectations that there will be no more than one in-person, 3-day, meetings in each District (7) for training and support. As part of this task the consultant is required to provide the following services:
Coordination between FDOT ADA Coordinators within Central Office and the Districts Coordination between FDOT and FHWA to ensure the ADA Data Collection Program delivers on the needs for both agencies Develop knowledge transfer materials and delivery of knowledge transfer activities

These tools will reside in FDOT’s AGOL environment. The data will be stored in a cloud-based geodatabase that will be accessed and populated by each District utilizing District-specific webapps. Additionally, a Standard Operating Procedure will be developed to document the workflow and process while Work Instructions will be developed to aid users how to use the suite of tools. These resources we serve as the foundation to develop training curriculum.
