Task Work Order #2: Natural Resources Technical Environmental Support

Amendment 1

The purpose of this Task Work Order (TWO) is to provide environmental technical support to assist with environmental program areas. Tasks are assigned by the Department’s Project Manager, or designee, according to program priorities as funding allows.

Task 1: Environmental Program/Project Support and Technical Assistance The Consultant will provide support to OEM’s Environmental Review and Analysis program area, with a focus on natural resources including wildlife, habitat, and wetland conservation and mitigation. This support can include assistance with statewide initiatives, process and procedure development, and project delivery support and may be related to the areas of SWEPT, ETDM & ETAT, SWAT, PD&E, Design, and permitting. The services to be provided may include the following activities:

Research, review, and preparation of comments and/or recommendations of federal and state laws, rules and regulations affecting programs and projects, and provide technical support when needed.

Assist OEM in updating and revising the PD&E Manual and related guidance documents to streamline project delivery and document preparation. The Consultant will submit an electronic “tracked” version of recommended changes and will assist in compiling and responding to comments from reviewers.

Assist OEM by assessing future wetland and species-related mitigation needs (including seagrass). The Consultant will use GIS analysis, RIBITS, other available online data, and mitigation banking queries to develop a regional inventory for the State of Florida, what is anticipated to become available, and what gaps may exist for future transportation needs. Staff will preschedule and seek input via personal interviews and data gathering from FDOT District/Turnpike staff, as well as Mitigation Bank representatives. Both mid-range (3-5) and long-range (5+) needs (and assessment of any shortfalls) are desired, projecting out to 10 years or beyond. Work involves periodic coordination meetings with OEM staff, as well as check-ins with FDOT Office of General Counsel. The final analysis will provide clarity on identified mitigation needs and the status of mitigation availability (current and out 10 years), so that an action plan can be formulated to address mitigation gaps and opportunities going forward. Provide subject-related research or inquiries to other state programs, as requested.

Assist OEM by reviewing subject-related literature, scientific papers, technical reports, and other documents specified. Prepare review comments – potentially considering any impacts or consequences to FDOT or making recommendations to manage the information or scenario(s).

Participate in the technical and procedural review of technical reports or environmental documents such as, Natural Resources Evaluations, Hydroacoustic reports review and collaboration, Categorical Exclusions, Environmental Assessments, Finding of No Significant Impacts, Draft and Final Environmental Impact Statement, as well as Re-evaluations and associated technical reports. Prepare a list of review comments and/or recommendations for each document.

Assist OEM in updating, revising or developing Department related procedures, guidelines, specifications and manuals to support project development and project documentation. Submit draft and final versions, including responses to comments, for newly developed deliverables.

Assist OEM in preparing, updating and conducting staff training on various topics - for District, OEM, agency personnel, and other stakeholders - through webinars, Computer Based Training, physical or virtual training events, or as otherwise requested.

Assist OEM with conducting self-assessment reviews and/or preparing for FHWA’s annual audit.

Assist OEM with developing educational materials for construction contractors regarding compliance with environmental commitments and permit conditions.

Assist OEM with preparing or updating annual reports associated with programmatic agreements and for costs associated with ESA compliance.

Assist OEM with internal meetings and briefings to staff or management – to include preparation, attendance, and note preparation.

Assist OEM with efforts that support statewide initiatives which may include:

o Research efforts and documentation thereof.

o Inter and intra-agency coordination. Scope includes supporting FDOT responses to ETAT wildlife crossing queries by providing research and recommendations to the OEM ETAT Liaison - as well as Panther Recovery Implementation Team (PRIT) support and coordination.

o Coordination with Subject Matter Experts, including universities and practitioners.

o Meeting with OEM, Districts, agencies, and others specified by OEM – or attending meetings on OEM’s behalf – for various initiatives such as mitigation and species conservation. Includes travel, setup, attendance, and note preparation.

o Preparation and review of Programmatic Agreements, MOUs, MOAs, and other documents that signify understandings or agreement.
