This document is an Amendment (Number 11) to a Standard Professional Services Agreement between the State of Florida Department of Transportation (FDOT) and HDR Engineering, Inc., with multiple sub-consultants including Stantec Consulting Services Inc., Patel, Greene and Associates, LLC, and others. The agreement involves District Five Professional Services Office and covers a Project Development and Environment (PD&E) Study for I-75 (State Road 93) from State Road 200 to County Road 234 in Marion County, Florida.

The amendment incorporates a scope of services focused on transportation planning and traffic modeling, specifically involving professional surveying, terrestrial mobile LiDAR (TML), and subsurface utility mapping for I-75 auxiliary lanes. The total maximum limiting amount remains $8,710,391.00, with this amendment redistributing $179,043.00 from HDR's Interstate Master Plan Optional Services without adding new funds. The project includes comprehensive survey tasks such as establishing horizontal and vertical project control, collecting LiDAR data, mapping topographical features, and performing quality assurance/quality control. Key sub-consultants like Colliers Engineering & Design will provide specialized services including survey services, terrestrial mobile LiDAR, and right-of-way control mapping, with compensation structured through defined loaded rates and percentage completion methods.

PROJECT DESCRIPTION AND OBJECTIVES

The CONSULTANT shall perform all professional surveying and mapping, terrestrial mobile LiDAR (TML), and subsurface utility mapping services required to support transportation planning, asset inventory, and traffic modeling services required for the design of the I-75 mainline auxiliary lanes from north of the SR 200 interchange to south of the SR 326 interchange in Marion County, Florida.

The approximate lateral limits include paved roadways from inside (median) edge of pavement to approx. 25' beyond the outside paved shoulder along mainline I-75.

SURVEY

The CONSULTANT shall perform survey tasks in accordance with all applicable statutes, manuals, guidelines, standards, handbooks, and procedures.

Horizontal Project Control (HPC) – Includes establishing horizontal coordinates (x,y) measured using GPS/GNSS observation on TML target pairs at approximately 750' intervals on outside paved shoulder of northbound and southbound I-75 (107 targets) and on NW 63rd St. for 1000’ east & west of I-75 centerline (13 targets) for a total of 120 targets.

Vertical PC / Bench Line – Includes setting FDOT D5 NON-PNC Benchmarks (40 total) at 1000’ intervals on alternating sides of I-75 and performing primary level runs from north of the SR 200 interchange to south of the SR 326 interchange along northbound and southbound I-75 and along NW 63rd Street, per Vertical Control Plan (VCP). This includes pictures associated with each benchmark. Includes level runs through TML targets set along I-75 from north of SR 200 to south of SR 326 and along NW 63rd Street. All level runs total approximately 30.4 miles. See "FP 443624 - I-75 Moving Forward Phase 1.kml” for exhibit depicting the VCP.

A-2

Elevations on benchmarks and TML targets will be established relative to NAVD88 Datum and referenced to published NAVD88 elevations for existing NGS Benchmarks within the vicinity of the I-75 project corridor.

Terrestrial Mobile LiDAR (TML) Targets – Includes setting TML target pairs at 750' intervals on outside paved shoulder of northbound and southbound I-75 (107 targets) from north of the SR 200 interchange to south of the SR 326 interchange and on NW 63rd St. for 1000’ east & west of I-75 centerline (13 targets) for a total of 120 targets. See "FP 443624 - I-75 Moving Forward Phase 1.kml" exhibit depicting TML targeting plan.

Aerial LiDAR Targets – N/A (not included)

Topography/DTM (3D) - Includes conventional survey, as necessary, for obstructed or void areas found within the resulting TML point cloud, but within the I-75 Auxiliary Lane lateral project limits. Includes steep side slope areas for northbound and southbound I-75 and preparation of DTM and data merge with mainline DTM derived from TML point cloud.

Roadway Cross-Sections - Includes performing ground verification measurements, as necessary, for quality control of DTM surfaces derived from Terrestrial Mobile LiDAR, Terrestrial Static LiDAR, and conventional survey data within the I-75 auxiliary lane project limits, (approximately 7.6 miles)
