Small Transit System Planning and ZEB

Scope of Work – Task Work Order 7

Purpose

The purpose of this Task Work Order (TWO) is to provide consulting services to the Florida Department of Transportation (Department) District 4 Office of Modal Development Transit Unit to create Planning and Best Management Practice (BMP) materials in support of municipalities and small agencies that are implementing and managing Public Transit at the local community level.

The guidance materials created will be available for distribution to all transit systems in District 4, including municipalities and small community transport agencies.

In many cases, city and local agencies in Southeast Florida are implementing transit programs and new transit technology such as small electric buses, funded from multiple grants and sources, without having the staff expertise, experience, or resources to successfully plan, manage and market a small-scale transit network that successfully integrates with the larger county and regional transit in District 4.

Work completed under this TWO will include the development of a simple transit plan template, using the City of Hollywood as a pilot, a lessons learned guidebook for implementing a fleet of small electric buses using recent work with the City of Hallandale , and guidelines for a simple small electric bus pilot test, and a template/checklist workbook that can be used by any small transit system proposing to transition to Zero Emission Buses (ZEB).

Scope of Work

Task 7.1: Project Management (Parsons)

This task involves oversight of all specific project activities assigned by the FDOT Passenger

Operations Manager, Project Manager or Task Manager including continuous project coordination and administration, coordination with sub-consultant partners in the provision of technical support, and monthly progress reporting.

On-call availability

The consultant team’s primary contact will be the Parsons project manager (PM), who will coordinate with the FDOT PM to determine the best team resources available to support specific tasks and answer technical questions on an as-needed basis. Responses to technical support questions may be discussed with the FDOT project manager prior to delivering information to local partner agencies.

7.3 Small ZEB Pilot Plan, Feasibility Analysis and BMP documents

The overarching intent of this task is to provide a lessons learned guidebook for small and municipal transit systems for implementing a fleet of small electric buses using recent work completed with the City of Hallandale, guidelines for appropriately scaled small electric bus pilot tests, and a template/checklist workbook that can be used by any small transit system proposing to transition to Zero Emission Buses (ZEB)

7.3.1 Engagement with Transit Agencies

Engagement with three to four participating transit agencies and/or communities to model as specific community typologies will be on-going throughout the project. Acting on behalf of FDOT, the Parsons team will engage directly with the transit agencies and/or communities, whilst keeping FDOT apprised of communications.

7.3.2. Ongoing engagement

Engage each agency throughout the project. Provide agencies with a high-level briefing of ZEB pilot project expectations and the roles of each project participant in the process. Request and obtain information to inform project decisions. Report project progress, lessons learned and deliverables.

Most meetings will be virtual with the option to meet in-person as necessary.

7.3.3 ZEB pilot specifications identification and selection

Working with the transit agencies, the Parsons team will identify potential vehicles and their specifications for the FDOT D4 pilot. Considerations for small electric bus selection include Buy America compliance, manufacturing and delivery timelines, and USA operations. No more than three pilot service alternatives (e.g., a single route, one block, or a combination thereof) for each transit agency will also be idnetified. The Parsons team will perform a high-level energy model to assess which alternatives are feasible given the potential range of various bus and battery combinations. The Parsons team will include the energy modelling results with other criteria identified by FDOT and the agency to inform the selection of the preferred alternative.

Deliverables: Report identifying pilot route selection process, preferred route and guidance that will assist new agencies in understanding ZEB and the impacts and implications of designing and implementing a small ZEB system.

7.3.4 Supplier Research

The project team will research and engage industry to understand current capabilities, production timelines, and product availability (to name a few). The research will focus on the specific bus type best suited for the ZEB pilots, building from the research conducted in 2021 by Cambridge Systematics. This information will help inform the development of vehicle specifications and all information will be summarized in a succinct technical memo.

- 6 -

7.3.5 Confirm requirements and update databases

The objective is to update and organize the databases that were started by Cambridge Systematics in 2021-2022. Two databases are being organized: one which documents small bus manufacturers, make, model, vehicle specs and other pertinent details; and one which documents BEB bus deployments, with a focus on small bus deployments. If additional information is required, the Parsons team will contact select suppliers.

The second database will have a focus on Florida deployments, then broaden the search to US deployments, and finally will extend the search globally to ensure we capture agencies with a depth of experience with vehicles that FDOT District 4 may be considering. The database will inform the selection of the transit agencies to be used as case studies and the next task: supplier research.

DELIVERABLE: Supplier BEB database & deployment database

7.3.6 Industry Best Practices & Lessons Learned

Given the rapid pace of both technology development and deployment of ZEB in diverse applications, in this task, lessons learned will be documented and will include two to four case studies of transit agencies with particular relevance to the FDOT participating communities (including low-floor small bus category). The work will build upon the technical memo produced by Cambridge Systematics, dated December 2021. There is potential to interview and obtain local / state knowledge from those further along in the ZEB transition process (i.e., City of Hallendale, PSTA).

7.3.7.1 Transit agency interviews

The objective is two-fold: To extract additional information from transit agencies that are ZEB industry leaders, defined as those with the most years of experience, the largest ZEB fleets and/or experience with low-floor community shuttle BEBs – or a combination thereof. To develop relationships and uncover lessons learned from transit agencies with similar traits to District 4 transit agencies that have deployed battery electric buses, namely low-floor community shuttle BEBs. Interviews with three agencies anticipated.

7.3.8 Evaluate top vehicle candidates

Evaluate the current market offerings against FDOT and the transit agencies desired specifications.

Select considerations include barriers and opportunities to importing vehicles, Buy America certification, safety, production timeline, cost and battery range.

7.3.9 Develop specifications for vehicle procurement

Draft the vehicle specifications to procure battery electric small sized buses for the three pilot project locations in District 4. Procurement and specification documents from other Florida agencies will be used as templates to the greatest extent possible.

DELIVERABLE: Memorandum or report summarizing the appropriateness of vehicle types to the local community bus environment, draft vehicle specifications, database of what is available on the market.

- 7 -

7.3.10 Define Research Objectives

Determine the specific research objectives in order to bring focus to the effort and produce meaningful results for FDOT, the participating transit agencies, and Florida communities considering the ZEB transition. From the research objectives, the Parsons team will make transit agency recommendations to FDOT for those that will be profiled.

7.3.11 Research

Using general searches, credible sources and scholarly articles, the Parsons team will gain an understanding of and document the selected peer agency’s low-floor, community shuttle ZEB deployments including:

where ZEBs are being deployed how they are being deployed in terms of pace and scale pilot strategies including types of routes selected for initial implementation supporting infrastructure and charging strategies funding strategies implementation strategies vehicle importation (including how many vehicles are being tested in the USA) and safety issues, if any testing and real-world performance data

The team may also include a high-level picture of the global state of low-floor, small ZEB deployments.

7.3.12 Final report

Combine all technical memorandums into one document and add any necessary information to help the technical memos read as one document and to ensure the reader has all of the necessary context. The client will have an opportunity to review and provide comment before the final submission.
