Scope of Work
Overview This scope of work describes the services to be performed to support the Florida Department of Transportation (FDOT) Aviation Office (AO) for the Statewide Airfield Pavement Management Program (SAPMP). The period of performance is anticipated for sixteen (16) months from notice to proceed. In execution of these services, the Consultant (Kimley-Horn) will report directly to the Aviation Office Program Manager (AO-PM).
Kimley-Horn and Associates, Inc. (Consultant) and their subconsultants will provide technical and administrative assistance to the AO-PM during the execution of this program System Update which involves the continuing evaluation and updating of the existing FDOT SAPMP. The purpose of the SAPMP is to provide data to support airports to prioritize maintenance, major rehabilitation, and maintenance scheduling in accordance with the guidelines set forth by the Federal Aviation Administration (FAA) Advisory Circulars 150/5380-7B Airport Pavement Management Program and 150/5380-6C Guidelines and Procedures for Maintenance of Airport Pavements. This program System Update involves the performance of on-site airfield pavement condition index (PCI) survey inspections to determine the apparent integrity and surface conditions based upon visual distresses, recommendations for maintenance and repair/rehabilitation (M&R), the cost estimation for these recommendations, quality assurance and quality control, and other related services identified in this scope of work document. This program System Update is anticipated to be executed over a sixteen (16) month period.
The Consultant’s staff will include a designated Project Manager (PM) who will be responsible for all tasks associated with this contract, including review of all invoices prior to submittal. The PM will be the principal point contact for the AO-PM on all of the administrative related issues. The Consultant will also have a designated Operations Project Manager (O-PM) who will be responsible for day-to-day performance of tasks associated with this contract. The O-PM will be the principal point contact for the AO-PM on all technical issues; O-PM will be responsible for coordinating and participating in bi-weekly teleconference progress update meetings. On this SAPMP, the Independent Quality Assurance and Quality Control Manager (I- QA/QCM) will work to support the goals of Quality Assurance and Quality Control. The I-QA/QCM will be responsible for collaborating as part of the Consultant Team and maintaining communication protocols for all key personnel and report directly to the AO-PM.
The SAPMP will continue to adhere to the procedures and guidelines defined by the FAA Advisory Circulars 150/5380-7B and 150/5380-6C, and ASTM D5340 (latest edition D5340-12). The FDOT AO SAPMP Quality Control and Procedures Manual will be updated as part of this Task Work Order (TWO) and will be used as guidance for the System Update. Any other inspection criteria or practices proposed by the Consultant must be reviewed and approved by the AO-PM.
Program Goals and Objectives The SAPMP enables the FDOT AO and the FAA to monitor the condition of the pavement infrastructure at the airports in the Florida Airports System (FAS). The SAPMP provides objective condition information needed to make more informed decisions regarding the significant capital investment the public use airport pavement infrastructure represents. The SAPMP goals consist of the following:
1. Assist airports in meeting the requirements of Public Law 103-305
2. Evaluation of current airports’ functional pavement condition in accordance with ASTM
D5640-12 (current) and with the FAA AC 150/5380-7B (current) based on visual inspection efforts.
3. Updating of the existing SAPMP System database to accurately reflect participating airport facilities (inventory, work history, geometry, and conditions)
4. Provide airports with planning-level guidance on maintenance, repair, and rehabilitation in accordance with FAA AC 150/5380-6C (current) based on pavement conditions and distress data collected (type, severity, and quantities)
5. Provide airports, FDOT Districts, FDOT AO, and the FAA Airports District Office with long term planning-level forecast of pavement performance and rehabilitation budgetary needs (maintenance, repair, and major reconstruction) through reports.
Program Phasing Historically, the FDOT System Updates have been performed over multiple phases. Currently the program consists of 95 publicly owned publicly used airports recognized by the FDOT AO or the FAA National Plan of Integrated Airport Systems (NPIAS) that are in each of the seven (7) FDOT District regions. Generally, each phase is distinguished by the categorical designation of the participating airports;
Phase 1 mostly consisting of General Aviation (GA) facilities and Phase 2 mostly consisting of Regional Reliever (RL) and Primary/Commercial (PR) facilities.
The FDOT SAPMP System Update generally consists of two (2) phases:
Phase 1 – General Aviation Airports
Phase 1 typically consists of the majority of the General Aviation (“GA”) categorized airports – individual Airport Pavement Evaluation Reports are issued. This may be subject to change based on a case by case evaluation of airport needs and at the direction of the AO-PM. During this phase, general support to FDOT AO will be provided for airport stakeholder outreach. Phase 1 is anticipated to consist of a project duration of sixteen (16) months.
Phase 2 – Regional Reliever, Primary/Commercial, and FDOT Summary Reports
Phase 2 typically consists of the remaining GA, regional reliever, and primary/commercial airports – individual Airport Pavement Evaluation Reports are issued. Furthermore, the FDOT summary reports at the District Level and at the Statewide Level are prepared. During this phase, general support to FDOT AO will be provided for airport stakeholder outreach. Phase 2 is anticipated to consist of a project duration of sixteen (16) months.

Task 3.1 Data Collection Pavement Condition Index Surveys Task 3.1 consists of the visual inspection of pavement conditions in accordance with ASTM D5340 and the supporting elements required for a safe and coordinated inspection effort. Task 3.1 shall be subject to the airports identified and confirmed as participating for Phase 1.
It is the Consultant's responsibility to furnish their own equipment (measuring wheels, levels, scales, field maps, etc.) to locate the sample units and collect the field data using latest version of ASTM D5340. Use of electronic GPS-enabled equipment (e.g. tablets, handheld devices, smart devices, etc.) and software will be utilized for data collection when appropriate, restrictions include; equipment sensitivity to weather conditions (GPS), validation of field conditions based on airport provided information, and calibration of SAPMP database. If necessary, inspection team will revert to paper and pen data collection.
Navigation using GPS-enabled equipment can be achieved with smartphones (e.g. Apple and/or Android) using Esri Collector (iOS and Android), Trimble Juno using ArcPad, Motion FT tablet using ArcPad, and a Windows-based PC/tablet using ArcPad and/or ArcMap. The data collection is performed utilizing any device that is capable of running Microsoft Applications, such as a Windows-based tablet. Currently, the type of electronic handheld equipment being utilized in the field is the Lenovo ThinkPad X1 Tablet (3rd Gen) with i7 processor and Trimble Juno T41/5 Rugged Handheld Computer.
The overall data collection effort at each airport will consist of the following:
Airport In-Brief – Discussion of program, PCI survey, safety, and checklist documentation PCI Survey – Collection of pavement distress data in accordance with ASTM D5340 utilizing electronic GPS-enabled handheld devices as the primary method of collection.
Airport Out-Brief – Discussion of critical pavement distresses, confirmation of Airfield Pavement
Network Definition.
PCI Survey Inspection Overview All data collection will be performed during the daytime hours by trained engineers with “feet on the ground” efforts utilizing measurement equipment accurate to the nearest one (1) foot. Inspection should be performed in dry weather conditions. Pavement distress data will be evaluated and inventoried by trained pavement inspectors for input into an ASTM D5340 defined database. The primary method of data collection will utilize electronic handheld devices and tablets that leverage GIS mapping data and GPS navigation. The pavement inspection process will locate, identify and categorize all distresses visible in-field conditions in accordance with ASTM D5340 for flexible pavements (Hot Mix Asphalt, HMA) and rigid pavements (Portland Cement Concrete, PCC). For inspection purposes pavement sections are sub-divided into sample units. Using sample unit criteria in ASTM D5340, the standard sample unit sizes for hot mix asphalt concrete (AC) pavement is 5,000 SF ± 2,000 SF. Sample units for Portland cement concrete (PCC) pavement are defined as 20 slabs ± 8 slabs. The sizes of the PCC slabs must be 25’ as detailed in the ASTM D5340-12 Section 7 Sampling and Sample Units, Item 7.3. The sample unit rate schedule will not deviate from the prior established sample units from the 2016-2019 SAPMP system update unless field conditions as determined by the Team Leader prohibit inspection (inaccessible, subject to reconstruction, or subject impact to airport operations). All sample units identified for inspection shall be designated using marking paint as described by the procedures in ASTM D5340.
Should a participating airport have unique circumstances with regard to day time inspections and request night time PCI Survey Inspection in advance to the AO-PM; the AO-PM shall review and make a final determination as to whether or not inspect the airport at night. If approved by the AO-PM, the airport shall be required to provide necessary and adequate escort staff, lighting equipment, and vehicles for lighting equipment.
Inspection personnel will perform all efforts at airport in accordance to safe practices confirmed with the AO-PM (i.e. safety vests, lighted vehicle, pull back basis, tower communications, airport escort provisions, etc.). Inspection personnel will mark sample units in field with marking paint and inventory representative photographs of the data collection effort. Any pavement that is subject to recent construction (January 1st, 2019 or later), specific to structural rehabilitation/repair improvements, will be omitted from current data collection inspection for this Program and set to a PCI 100 with an updated work history entry.
It is the responsibility of the Consultant to provide the raw inspection field data to the AO-PM and the Independent QA Manager for each airport inspected within ten (10) business days from the completion of inspection week period for review (e.g. inspection week Monday through Friday, ten business days from Friday). Raw data will be submitted in native format from field data collection application. Review and acceptance subject to collaborative concurrence by PM, In-House QA/QC Engineer(s), and I-QA/QCM.
In-house and independent QA review and acceptance statement are due to AO-PM and PM ten (10) business days from receipt of raw data. Raw data provided will be extracted from data collection application; format does not consist of calculation of PCI values (Sample, Section, or Branch).
NOTE: Consultant shall confirm airport’s full participation with SAPMP program requirements prior to inspection. Confirmation shall consist of Airport Response Form, Airport In-Brief, and in-person authorization to perform efforts needed for data collection efforts.
