About this file
This document is an Amendment (Amendment Number 3) to a Standard Professional Services Agreement between the State of Florida Department of Transportation and Landis, Evans and Partners, Inc. The original agreement (C9X45) was executed on December 11, 2017, and involves a project on State Road 15 (US 17) from State Road 40 to Putnam County Line in Volusia County, Florida. Multiple subconsultants are involved, including Archaeological Consultants, Inc., E Sciences, Incorporated, and Southeastern Surveying and Mapping Corporation.
The amendment increases the total maximum limiting amount of the contract from $732,963.00 to $1,334,241.00, adding $601,278.00 in funding. The additional funds are primarily allocated to Southeastern Surveying and Mapping Corporation for Authorized-Design & R/W Survey support ($497,163) and a Specific Purpose Survey Mapping (LS-2) lump sum of $58,198. The scope of work includes a detailed alignment-specific purpose survey across approximately 14.15 miles, involving horizontal project control, alignment and existing right-of-way line recovery, section corner surveys, and various mapping deliverables. The survey will be conducted in six different groups along the route, with specific requirements for monumentation, referencing, and documentation in accordance with Florida Department of Transportation standards.

4.21 The CONULTANT will make any required updates to the engineering analysis documentation based on R/W revisions.
Subconsultant Scope of Services
The Specific Purpose Survey will be made to retrace the alignment of State Road No. 15 (U.S. Highway 17) as shown on that certain Florida Department of Transportation Right of Way Map, Section 79050, F.P. No. 410251- 1, State Road Department Right of Way Maps, Project WPGS 197-A, State Road Department Right of Way Map, Project B-532 in Volusia County, Florida and State Road Department Right of Way Map, Section 7601, Project 5474, Putnam County, Florida. Because the conditions change as we move along the route and for the scope and staff hours, the R/W Maps have been divided into different Groups. The following is the Group's locations along with our plan to retrace the alignment. See the attached Exhibits.
Group One (G1) FDOT R/W Map, Section 79050, F.P. # 410251-1 - From Station 338+97.68 to 380+01.14 This section had Maps prepared by District 5, FDOT in 2012. Being a new set of Maps, we will recover the monumentation shown along the alignment that supports the alignment only. Reference monuments will be recovered or re-set if not in. There will some minor Government Section Corners that shows on the Maps tied but that will be minimal. There is about 70' to 100' of line to be cut out to get to the R/W line.
Group Two (G2) SRD R/W Map, Project WPGS 197-A - From Station 380+01 to Station 728+14.25. These Maps were prepared in or about 1936. We were able to recover SRD R/W monuments on the R/W lines at PT Station 415+04.42 and PC Station 420+12.37, but could not find and monumentation at the other end of the tangent, Station 573+52.70. This complete tangent has very thick vegetation so searching for the R/W Monuments could be difficult. Often on previous project we have found the R/W monuments on even 1000' stations. The R/W Maps also shows ties to the center of the railroad track that are still there and we will tie every 500' +/-. We will also tie the centerline pavement at every 500' +/-, any drainage and references from the Construction Maps if any are recovered. From Station 537+70 to Station 615+44.45 we are running within platted R/W from the Town of Pierson plat. We will recover existing Block boundaries for the R/W. During our field review, there was not much monumentation to be found, so we will need to run out the complete blocks and tie other improvements that may show on the Construction Maps. Starting at the P.O.C. Station 615+44.45 the R/W returns to being 75' left and right and being mostly heavily wooden on both sides to the end of this Group at Station 728+14.25. We will tie the railroad from Station 680+00 to Station 735+80 as shown on said R/W Maps. Most of the R/W has been acquired and there is a part of the Grouping from Station 626+72 to Section 680+00 where the R/W in under full construction due to the construction of the new school.
Group Three (G3) SRD R/W Map, Project B532 (Part A) From Station 5+84.64 to Station 160+37.15. Most of the R/W within this Group has been acquired. There is an area lying within Section 16, Township 14 South, Range 28 East and lying between Stations 19+56 to Station 46+90 (2734') that is shown as having the accession process started, but it was never fully acquired. We will tie the centerline of the railroad, recovered existing monuments, centerline of pavement and other improvements shown on the R/W Maps or on the Construction Maps.
Group Four (G4) SRD R/W Map, Project B532 (Part B) From Station 160+37.91 to Station 243+97.15. No R/W has been acquired in this Group. Much of Group falls in older Record Plats like Poppell's Additional, the Plat of Seville and N.A. Prevat s Subdivision of Lot 1. In additional there are several buildings and other improvements that should be located and shown on the Survey (including Gas Pumps and gas tanks that shows on the R/W) and we have added utility time to locate, tie and show these tanks. For the alignment, we will tie the centerline of the railroad, recovered existing monuments, centerline of pavement and other improvements shown on the R/W Maps or on the Construction Maps.
Group Five (G5) SRD R/W Map, Project B532 (Part C) From Station 243+97.15 to Station 283+97.11. The R/W from Station 243+97.15 to Station 256+83.76 has been acquired. There is some Documentation of the R/W from Station 256+83.76 to Station 283+79.11, but no final deeds. For the alignment, we will tie the centerline of the railroad, recovered existing monuments, centerline of pavement and other improvements shown on the R/W Maps or on the Construction Maps.
Group Six (G6) SRD R/W Map, Project B532 (Part D) From Station 283+97.11 to the Putnam County Line at Station 351+66.60 +/- and continuing into Putnam County along the alignment shown for State Road 15 on that certain SRD R/W Map, Project 5474 to the Curve PI Station 21+42.60. No R/W is shown for S.R. 15 from Station 283+97.11 to Station 325+40. At that point there is a shift in the railroad R/W and the centerline alignment is in the railroad R/W running that way to the END of PROJECT at PI Station 21+42.60. After this station, the Maps are shown with the road lying completely within the R/R - R/W to the end of the Project. We will request a search in District 5's records for any R/W agreement within this area. For the alignment, we will tie the centerline of the railroad, recovered existing monuments, centerline of pavement and other improvements shown on the R/W Maps or on the Construction Maps.
27.1 Horizontal Project Control (HPC)
FDOT will establish five (5) pairs of Primary Horizontal Control stations a pair set every 3 miles and being based on Florida State Plane Coordinate System, Zone East, North American Datum of 1983, 1990 Adjustment. The final values will be provided to SSMC for the Project Control.
SSMC will run Secondary Control Traverse between said PNC monuments setting monuments every 500'+/- = 149 Stations 7 Station per day = 21 Days
27.2 Vertical PC / Bench Line N/A
27.3 Alignment and Existing R/W Lines Recover and tie existing monumentation, tie centerline pavement and railroad tracks, tie features as shown of the Construction Maps as described above within this document.

27.19 Sectional / Grant Survey We will tie the Section Corners that are shown as being used to support the alignment computations using conventional traverse and/or GPS methods. For the GPS method SSMC will utilize Rapid Static GPS with a minimum of 30 minute observations on secondary control points (as needed) and for direct observations on corners creating independent vectors from primary control points established by FDOT as noted above. The independent vectors will be post processed in Topcon Magnet Office Tools version 2.7 and adjusted using VectorNT. The process generates redundant measurements to the point or points we are locating from the primary control points. If monumentation can be recovered, reset or positioned, SSMC will tie said monumentation and prepare Certified Corner Records for said monument
The following are Section Corners shown in Group where the Groups are described above:
