About this file
This document is an Amendment to a Standard Professional Services Agreement between the State of Florida Department of Transportation (FDOT) and Resource Systems Group, Inc. (RSG), with Hester Group, LLC also listed as a consultant. The amendment is for Financial Project No. 437113-1-22-01, located districtwide in Florida, and is designated as Amendment No. 1 to the original agreement executed on June 23, 2017.
The amendment expands the scope of work to include a feasibility study for developing a separate carpool/vanpool matching application engine, with RSG responsible for tasks including project management, public involvement planning, feasibility assessment, design concept development, and comprehensive requirements specification. The total contract value is increased by $155,607, bringing the maximum limiting amount from $278,450 to $434,057. The new scope involves creating an application that can compute trips across multiple travel modes, provide trip options based on user preferences, and potentially integrate with regional trip planning applications. The work will be coordinated with the "reThink Your Commute" initiative and focuses on developing a technical solution with considerations for data availability, security, interfaces, and system requirements.

AMENDMENT #1
Financial Project ID: 437113-1-22-01 Description: Study for Route and Mode Choice Application Development
County: Districtwide
1. PURPOSE
The purpose of this supplement is to describe additional task assignments for the scope of work and the responsibilities of the CONSULTANT and the DEPARTMENT in connection with the study of Carpool-Vanpool application development.
2. PROJECT DESCRIPTION
This project consists of studying the feasibility, design concept and requirements needed for the Department designing an application engine with a clearly defined resting endpoint for the computation of trips across multiple modes of travel. The provider would send requests for trips, planned and in process, user information about prefers across parameters reflecting costing metrics (mode preference, environmental impact, reliability, trip cost, trip time, etc.) and receive multiple trip options (current and planned trip types permitted) reflecting the best results based on the users preferences via restful endpoint and/or webservice. The application engine would serve the purpose of giving a provider a single interface for route and mode choice.
3. SUPPLEMENTAL AMENDMENT OBJECTIVE
The following are the additional work responsibilities to be performed by the
CONSULTANT:
A separate carpool/vanpool matching application engine will be evaluated for feasibility.
Once the feasibility study is complete, RSG will provide a design concept and requirements for the Department. It is expected that this app will be separate from the Mode & Route Choice app. However, when designing the carpool/vanpool matching application engine, RSG will keep an eye towards integrating the results from the app into a trip planner for those using both the carpool/vanpool and regional trip planning apps.
For the carpool/vanpool scope, it will follow a process similar to the current study with several alterations:
• Public Involvement Task: rather than interview a wide range of regional employers, residents, vanpool operators, etc., reThink Your Commute will serve
A-2 as the primary stakeholder. This will save time and will allow the work for Carpool/Vanpool to be done on the same schedule as the Route and Mode Choice Application Development.
• The workshop task has been removed, as it was deemed not necessary in the Route and Mode Choice Study and will save some time in the schedule
