Project FPID: 435647-1-32-01
DESCRIPTION: SR-A1A (Astronaut Blvd) at McKinley Ave/Holman Ave, Center St/Buchanan Ave, Atlantic Ave; SR-5/US-1 (Harbor City Blvd) at SR -508 (NASA Blvd), and Cherry Street
Brevard County
I. BACKGROUND
The CONSULTANT was retained by the DEPARTMENT to prepare complete construction plans for the intersection improvements at SR A1A at McKinley Ave/Holman Ave, Center St/Buchanan Ave, and Atlantic Ave in Brevard County. During the Local Agency Interactive Project Update Meeting, the local maintaining agency, Brevard County, requested that the conflicting pavement markings be removed via resurfacing rather than water blasting or other superficial removal techniques. Per direction from the FDOT PM, milling and resurfacing of the intersections for the removal of the conflicting pavement markings is to be added to the project.
FDOT Roadway Design Bulletin 17-09 was issued with an effective date of June 29, 2017, and an immediate implementation date. The Bulletin implements lighting retrofit criteria for pedestrian lighting at signalized intersections that are not being reconstructed. The intersection work associated with this project does not include complete reconstruction and, therefore, the RDB 17-09 lighting criteria is to be implemented at the intersections.
II. OBJECTIVES
Addition of milling and resurfacing of the intersections for the removal of the conflicting pavement markings at SR A1A at McKinley Ave/Holman Ave, SR A1A at Center St/Buchanan Ave, and SR A1A at Atlantic Ave.
Incorporation of the retrofit lighting criteria at the intersections of SR A1A at McKinley Ave/Holman Ave, SR A1A at Center St/Buchanan Ave, and SR A1A at Atlantic Ave.

SCOPE OF SERVICES FOR SUPPLEMENTAL AGREEMENT
Contract Number: C9R88
Authorization Number:
Project FPID: 435651-1-32-01
DESCRIPTION: SR-A1A (Astronaut Blvd) at McKinley Ave/Holman Ave, Center St/Buchanan Ave, Atlantic Ave; SR-5/US-1 (Harbor City Blvd) at SR -508 (NASA Blvd), and Cherry Street
Brevard County
I. BACKGROUND
The CONSULTANT was retained by the DEPARTMENT to prepare complete construction plans for the intersection improvements at SR 5/US 1 (Harbor City Blvd.) and SR 508 (NASA Blvd.), and SR 5/US 1 (Harbor City Blvd.) and Cherry St. in Brevard County. During the preparation of the initial plans, the City of Melbourne requested that the northbound continuous through lanes along SR 5 at both the NASA Blvd. and Cherry St. intersections be removed due to safety concerns. These concerns were associated with the high number of crashes between eastbound motorists making a left turn from the side street (NASA Blvd. or Cherry St.) to northbound SR 5. The DEPARTMENT granted a Task Work Order to Traffic Engineering Dara Solutions, Inc. (TEDS) through their existing Continuing Service Contract for Traffic Operations (Contract No. C-9G59) to perform a Qualitative Assessment of Intersection Operations to determine if the removal of the northbound continuous through lanes along SR 5 at the noted intersections was warranted. The recommendations of the Assessment indicated that the removal was warranted, thus the work associated with these modifications is to be added to this contract.
II. OBJECTIVES
Incorporation of the recommendations outlined in the attached “Qualitative Assessment of Intersection Operations – US 1 at NASA Blvd and US 1 at Cherry St, Brevard County” dated June 2017 and prepared by Traffic Engineering Data Solutions, Inc. These improvements shall consist of converting northbound SR 5 to a conventional traffic signal operation through the elimination of the continuous green signal for the two outside through lanes at SR 5 at NASA Blvd and SR 5 at Cherry St.
Incorporation of the retrofit lighting criteria at the intersections of SR 5 at NASA Blvd and SR 5 at Cherry St.
