2.2 Drainage (Activities 6a and 6b)

The project consists of roadway reconstruction of US 19 to provide six through lanes and four frontage lanes, two in each direction, an overpass at Alderman Road, Sly Fox Run, and at Innisbrook Drive. Refer to Section 2.1 for detailed descriptions of the proposed project typical sections. The existing typical section includes open conveyance ditches, some with control structures that provide stormwater treatment for a previous continuous right turn lane project.

No other formal treatment is being provided. The reconstruction of US 19 will result in total impacts to the existing roadside ditches and treatment facilities. Existing environmental resource permits (ERP) No. 22085.00 and .01 were issued by the Southwest Florida Water Management District (SWFWMD) in 2001 for the continuous right turn lane projects. Permit 25443.00 was

A-6 issued for the addition of sidewalks in 2003, and an exemption was granted for a RRR project in 2012.

Runoff from the proposed roadway surfaces will be conveyed via an enclosed storm sewer system to stormwater management facilities (SMF).

The project area is located on Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) community 12103C, panels 0076G and 0078G. The project could impact floodplain areas in Zones AE and X associated with Lake Tarpon, north of Cypress Drive to the end of the project. It is the CONSULTANT’s responsibility to determine the location and volume of floodplain impacts within the project limits. In areas designated as Zone X Other Flood Areas, where the existing flood elevation is not known, and all existing high water elevations within the low/depression areas impacted shall be established and documented. There are numerous adjacent stormwater management facilities, some of which appear to receive discharges from US 19 and others that discharge to the US 19 right of way, which will need to be assessed as well to determine their current design high water stages. The proposed design shall document no increase in high water elevations (3-year thru 100-year) in offsite low/depression and stormwater management areas adjacent to and along the DEPARTMENT’s right-of-way.

According to the 2013 resurfacing plans FPID 429005-1-52-01, there are three cross drains within the project limits. The CONSULTANT shall verify that all existing cross drains and storm sewers that are to remain have adequate hydraulic capacity and design life. Determination of the exact number of cross drains and potential cross drain extensions shall be the responsibility of the CONSULTANT. The cross drain evaluation shall consider alternatives to extending a cross drain and shall be based upon horizontal clearances and clear zone criteria, barrier costs, cross drain costs, and risk. The design flow analysis shall be performed in accordance with the DEPARTMENT’s procedures.

An Alternative Stormwater Management Facility Report (Pond Siting Report or PSR) shall be prepared to determine cost effective pond sites or stormwater management methods. At least three valid SMF alternatives shall be evaluated for each of the four roadway drainage basins.

Alternatives include conventional SMF’s or alternative stormwater management methods, including joint use or regional ponds, necessary to comply with current permitting requirements.

The PSR shall also include three floodplain compensation site alternatives for the one anticipated FPC for floodplain impacts associated with Lake Tarpon. Compensation site alternatives shall be explored away from the commercial areas in the vicinity of US 19. Incorporation of floodplain compensation within an SMF site, and non-lake frontage properties with equalizing pipe connections to the lake should also be considered to reduce cost. Geotechnical borings shall be performed for each SMF alternative; however, environmental clearances (wetlands, protected species, cultural resources, and contamination) for the SMF alternatives shall be included as an optional service.

After the project’s stormwater management needs have been determined, an Environmental Look Around (ELA) meeting shall be held with regional stakeholders to discuss watershed wide stormwater needs and alternative permitting approaches. Stakeholders include but are not limited to SWFWMD, Pinellas County, and the Lake Tarpon Management Committee.

New stormwater management facilities shall be designed with the FDOT Critical Duration using the peak discharge approach (3-year through 100-year). The CONSULTANT may recommend only utilizing the Water Management District criteria, but must obtain approval from the District Drainage Engineer.

The project area is within the Tampa Bay and Spring Coast Watersheds, and drains to Cow Branch, Bee Branch, Lake Tarpon Outlet, and Klosterman Bayou Run basins. The assigned Water Body Identification (WBID) number associated with these basins are 1529, 1527B, 1486, and 1508A respectively. WBID’s 1529, 1527B, and 1508A are listed as impaired for fecal coliform. WBID 1480 is not listed as impaired, however, Lake Tarpon (WBID 1486A) is listed as

A-7 impaired for dissolved oxygen and nutrients. SMF’s with direct outfalls to Lake Tarpon will be required to demonstrate no net increase in pollutant loading to Lake Tarpon. It is the CONSULTANT’s responsibility to verify the impairments listed for each basin within the project limits. Lake Tarpon is an Outstanding Florida Waters.

The general goals for the project drainage design are as follows:

Provide the most economical and practical drainage design for the proposed project.

The drainage concept shall consider the impacts by adjacent offsite conveyances to the

DEPARTMENT’S drainage system and outfalls.

Provide assurance that the proposed drainage design does not create significant additional floodplain impacts and meets the regulated water quality and attenuation requirements.

The extent of the existing and proposed conditions shall be documented in the Drainage Design Hydraulic Study. The drainage documentation shall follow the latest update of the District 7 preferred Design Standards and Criteria.

A search of the DEPARTMENT’s District 7 Flood Data Inventory was conducted for this project.

Four active and one inactive flooding complaints were found within the project limits. US 19 has a history of overtopping near the north end of the project. There is also a history of erosion and sedimentation issues within the project limits. There is one known active sinkhole adjacent to the west side of US 19 north of Walmart. The CONSULTANT shall discuss these issues with Department Maintenance personnel to become familiar with these issues and incorporate solutions into their drainage design where feasible.

If the proposed drainage design concept incorporates existing cross drains or existing storm sewer pipes, the CONSULTANT shall notify the DEPARTMENT if video inspection of the storm sewer system is recommended. Video inspection services will be performed by others under the DEPARTMENT’s Districtwide video inspection contract. Within three weeks following the Notice-To-Proceed, the CONSULTANT shall provide to the DEPARTMENT figures showing the locations of the pipes to be inspected, and shall quantify the length and pipe sizes for the required work. Prior to the first phase submittal of plans, the CONSULTANT shall review the inspection report and provide to the DEPARTMENT recommendations and construction cost estimates for any pipe repair. The design implementation of any approved recommendations not included in this Scope of Services may be added to the Agreement as an Optional Service.

2.3 Utilities Coordination (Activity 7)
