The amendment redistributes $88,408.00 in contract funds and modifies the scope of services for several project tasks, including structures, wildlife and habitat surveys, cultural resources assessment, traffic analysis, drainage, and public involvement. The total maximum limiting amount remains unchanged at $1,234,507.00, with adjustments to individual subconsultant allocations. Key modifications include evaluating bridge design alternatives for the Turnpike crossing, expanding gopher tortoise surveys, conducting ground-penetrating radar surveys near Sumterville Cemetery, and providing additional traffic analysis review. The contract tasks involve technical assessments and studies to support the C-470 roadway improvement project, with shifts in individual team member responsibilities across various project components.

Exhibit "A"

Supplemental Amendment #2 — Scope of Services

C-470 PD&E Study from C-527 to Florida's Turnpike (SR-91) 434912-1-22-01

Background

The Florida Department of Transportation (FDOT), in consultation with the Federal Highway Administration (FHWA), is conducting the County Road 470 (C-470) Project Development and Environment (PD&E) study. As part of the C-470 PD&E Study documentation, the Vanasse, Hangen Brustlin, Inc. (VHB) study team (CONSULTANT) is studying the widening of C-470 from C-527 to the Florida's Turnpike (SR-91), a distance of approximately 10.5 miles in Sumter and Lake Counties, Florida.

This includes a possible realignment of C-470 East / C-470 West at SR-35 (US 301) to include necessary improvements to SR 471 in the community of Sumterville.

Task 1- Structures

Background

After reviewing the Lake County plans for CR 470, it was determined that a typical section and design alternatives analysis be performed for the Turnpike bridge. The analysis is necessary to ensure the concept meets FDOT standards.

Scope of Services:

The CONSULTANT will evaluate a conceptual alternative to evaluate the vertical and horizontal alignment for C-470 over Florida's Turnpike.

The CONSULTANT will evaluate a typical section concept for the Turnpike bridge that is compatible with the recommended expansion of the mainline Turnpike using the data provided by Florida's Turnpike Enterprise.

The CONSULTANT will integrate the bridge widening concept for the Turnpike bridge into the C-470 PD&E Study documentation.

Task 2 - Wildlife and Habitat

Background

Following a field visit with USFWS staff along the study corridor, it was determined that there is no need to survey for sand skink or scrub jay. However, additional area was recommended along the proposed corridor for the SR 471 realignment to be incorporated into the gopher tortoise survey. This area is generally along the existing C-528 corridor between US 301 and the existing SR 471.

A-1

Scope of Services:

The CONSULTANT will not conduct sand skink or scrub jay survey services. The hours negotiated for this item are deleted from the original scope of services.

The CONSULTANT will provide additional gopher tortoise survey along the C-528 corridor.

Task 3 - Cultural Resources Assessment Survey (CRAS)

Background

In March 2016, the Phase I cultural resources assessment survey (CRAS) was initiated in support of improvements to C-470. This study includes terrestrial archaeology, architectural history, and ground penetrating radar (GPR) survey areas near the Sumterville Cemetery and additional alternative highway alignments, totaling approximately 1.05 miles, along C-528 and east of SR 471.

Scope of Services:

The CONSULTANT will conduct GPR survey south of the Sumterville Cemetery to ascertain if any unmarked interments associated with the cemetery are present within the proposed right-of-way.

The CONSULTANT will conduct a CRAS for archaeological and architectural resources within the additional roadways segments.

The findings of these supplemental investigations will be incorporated into the CRAS report currently in progress.

Task 4 - Traffic

Background

The DEPARTMENT is providing traffic data and analyses. The CONSULTANT will review, as required, the traffic analysis scope of services and draft report being prepared by the DEPARTMENT to ensure all necessary information is included by the DEPARTMENT in the Design Traffic Technical Memorandum.

Scope of Services:

The CONSULTANT will provide additional DTTM review and coordination efforts with the Department's consultant to support the iterative process required to develop future project traffic.
