Zero Dollar, Emergency Maintenance Push-Button Contract
PROPOSED TASK WORK ORDER SCOPE OF SERVICES
INTRODUCTION
Transportation System Management and Operations (TSM&O) is a performance driven approach for solving congestion and traffic problems in which Intelligent Transportation Systems (ITS), signal system control, and other management and operational strategies are used to locate and correct the causes of congestion in real-time. The objective of the TSM&O program is to improve the efficiency of the existing transportation network through performance monitoring, active arterial management, integrating freeway management with arterial management and incident management on arterials and freeways.
This scope describes the proposed scope of work to provide support to the District in developing the procurement documents for a Zero Dollar, Emergency Maintenance Push- Button Contract to repair/maintain fiber optic infrastructure. The maintenance contract will be used to complete emergency repairs in Broward County that exceed the contract limit of $120,000 associated with the “Fast Response” contracts.
STAFFING
The consultant team individuals and current FDOT approved hourly rates are contained in Exhibit B of the Prime Contract between FDOT and Kittelson & Associates, Inc. The staff as shown in Exhibit B shall be provided and shall be authorized to charge to this task order authorization. Additional staff may be added during the contract time period, as needed.
SUMMARY OF SERVICES
The work to be performed under this Task Work Order Authorization will be defined by the District’s Project Manager, as needed. Associated tasks may include, but are not limited to, the following series of potential task activities.
ACTIVITIES
Task 1: Pay Item List
The Consultant will identify a list of applicable pay items associated with the emergency repair and maintenance of fiber optic cable and supporting items (i.e. splices, terminations, etc.) in Broward County. The pay items will be limited to fiber optic
Scope of Work, TWO No. 5 FDOT District 4
District Wide TSM&O 2 September 2014 communications and will not include the associated devices such as cameras, MVDS, ADMS, hubs, etc. To complete this task, the Consultant will first review current pay item information provided by the District 4, Maintenance Contract Administrator on September 18, 2104. The provided information will be compared to FDOT’s Basis of Estimate information available on-line at FDOT’s website (http://www.dot.state.fl.us/specificationsoffice/Estimates/BasisofEstimates/BOEManual/ BOEOnline.shtm). Then a list of applicable pay-items and their summary description will be provided to the District’s Project Manager for review and comment.
If, based upon this review, new technical special provisions are required they will be provided under a separate task work order. In addition, if future updates to the FDOT pay-items/specification workbook are made by FDOT, the correlation/update to pay items will be completed under a separate task work order.
Task 2: Estimate Contract Quantities
Using the pay item list developed in Task 1, the Consultant will estimate the target quantities to include in the procurement documents. To complete this task the Consultant will contact Broward County Traffic Engineering Department (BCTED) to identify the historical trends for arterial fiber repair. In addition, the Consultant will coordinate with other FDOT Districts and municipalities to identify similar contracts and/or historical trends for arterial fiber repair. The information gathered from this outreach will be used to estimate the quantities for pay items developed in Task 1. A summary of the estimate of quantities will be provided to the District’s Project Manager for review and comment.
Task 3: Develop Draft RFB
The information assembled in Tasks 1 and 2 will be summarized into an FDOT format Request for Bid (RFB). As indicated during a meeting on September 18, 2014 by the District Maintenance Contract Administrator, the maintenance RFB will not include pre-qualifications and will be a low bid based selection. It is anticipated that reference requests will be incorporated within the RFB. The Consultant will develop a draft RFB based on FDOT provided go-by language. A draft of the RFB will be provided to the District’s Project Manager for review and comment. The Consultant will update the RFB based on FDOT provided comments and will submit a final RFB for FDOT’s use in procurement.
Task 4: Meetings
To support the Department under this work order, up to five (5) meetings are anticipated, with up to two attendees each.
Deliverables
The deliverables for each Task Authorization will include the following:
1. Draft RFB procurement package, meeting minutes, and
2. Final RFP procurement package.
