About this file
This document is an Amendment (Amendment No. 8) to a Standard Professional Services Agreement between the State of Florida Department of Transportation and Atkins North America, Inc., for a project located in Brevard County, Florida. The original agreement (Contract No. C-9993) was initially executed on February 22, 2013, and involves multiple subconsultants including Southeastern Archaeological Research, Inc., Omni Communications, LLC, Laura Turner Planning Services, Aerial Cartographics of America, Inc., Geotechnical and Environmental Consultants, Inc., Antillian Engineering Associates, Inc., and World Champion Disc Golf Design, LLC.
The amendment pertains to the SR 514 (Malabar Road) project from SR 507 (Babcock Street) to US 1, with the primary purposes of adding funds, redistributing funds, and incorporating attachments. The total maximum limiting amount is increased by $1,978.00, bringing the revised contract total to $1,259,288.00. Key modifications include transferring budget from Public Involvement and Miscellaneous Tasks to Engineering and Environmental tasks, conducting archaeological and architectural history surveys for a new pond location, and removing services for Disc Golf Park redesign. The amendment specifically adds $3,928.00 to Southeastern Archaeological Research, Inc. for additional survey work and removes $1,950.00 previously allocated to World Champion Disc Golf Design, LLC.

Amendment 8
The purpose of this Amendment request is to transfer a portion existing remaining Atkins budget from the Public Involvement and Miscellaneous Tasks into the Engineering and
Environmental tasks. In addition, to conduct archaeological and architectural history surveys of proposed Pond N – which was added to the Recommended Alternative after the original survey and report was completed. The total Atkins project budget will remain the same. This amendment also documents removal of services to re-design the Malabar Disc Golf Park by a sub-consultant who was never under contract due to changes in project direction. Additional budget is included for SEARCH to perform the survey and reporting.
Public Involvement
All Public Involvement subtasks will be completed as described in the original scope of services.
The funds are available to be transferred from Public Involvement into engineering and environmental tasks because some tasks associated with supporting the Public Involvement efforts were charged to engineering or environmental tasks during earlier phases of the project study. In addition, the average billing rate for those services has been lower than originally projected, thus other activities in the Public Involvement scope area were completed at a lower overall cost.
There will be no reduction or deletion in scope from the originally-scoped Public Involvement task. The public hearing and related meetings, newsletter, notifications, and documents will be completed per the contract.
Engineering
Items related to Public Involvement and other items related to the Miscellaneous scope items were charged to the Engineering project numbers. The adjustment to increase the Engineering task will be used to offset those previous items and as described below.
A-2
2.21 Drainage Analysis and Pond Siting Report
Additional analysis and evaluation were performed to reassess alternative pond site N and to evaluate the impacts related to the modified 2-Lane Rural plus multi-use path between Corey
Road and Marie Street. This required an additional field trip by the roadway and drainage design engineers to review site-specific right-of-way impact issues associated with the Malabar
Disc Golf Park and Malabar Scrub Sanctuary. The Pond Siting Report was also modified and updated to include these additional evaluations.
2.30 Comparative Analysis and Evaluation Matrix
Additional comparative analysis to arrive at the recommended alternative from among numerous segment alternatives will be completed and documented. Performing this work required additional meetings with local agencies and the Department and related supporting documents, concept plans, and engineering support.
2.32 Conceptual Design Plans
Additional concept design plan sheets were developed to support right-of-way, drainage, and impact assessments for the new recommended alternative.
2.39 Preliminary Engineering Report (PER)
The Preliminary Engineering Report was updated to include a revised Purpose and Need analysis and new recommended alternative section. The previous draft was used as a basis and additional content added to address changes in the typical section and alignment.
Environmental
The environmental tasks include additional updates to the supporting documents to reflect the changes to the recommended alternative made since previous draft documents were developed. These were significant changes and require more than a minor update to previous drafts. Major changes were included in the relocation, natural resource, air, and noise documents.
3.0 Natural Resources Evaluation (NRE)
The Natural Resources Evaluation report was updated to reflect the increased pond sizes and alignment of the recommended alternative.
A-3
3.5 Relocation Potential
The Conceptual Stage Relocation Plan was updated to incorporate new right of way impact information from the modified typical sections and new alignment of the recommended alternative.
3.20 Noise
The noise model was rerun to account for changes in traffic since the initial application and shifting of the alignment for the recommended alternative. The noise report was updated.
3.21 Air Quality
The air quality model had to be rerun due to changes in the recommended alignment and the report updated.
3.6 Archaeological and Historical Sites
In 2014, SEARCH completed a cultural resource assessment survey (CRAS) in support of the SR
514 PD&E project from SR 507 to US 1 in Brevard County, Florida. Since completion of the 2014
CRAS, one new pond location has been developed and is recommended for the project. Under this project modification scope and fee, SEARCH will conduct archaeological and architectural history surveys of proposed Pond N and will summarize the results of the fieldwork in a CRAS addendum memo, including:
Archaeological and architectural history survey of 7-acre pond (Pond N).
Resource Form (including required maps and photos) for each identified site/structure +
1 Survey Log sheet for project = est. 2 forms.
Coordination for utility locates, background research, preparation of report text, field and report graphics, laboratory analysis of recovered artifacts, technical editing, quality control, quality assurance, clerical support, project administration (progress reports, team teleconferences).
Miscellaneous Services
Miscellaneous Services can be reduced due to fewer charges to this task. Items related to supporting meetings with the Department were charged to engineering and environmental tasks, resulting in budget availability under the Miscellaneous Services task.
All services under the original scope and Supplemental Agreements will be completed. No changes or reductions in service are requested.
A-4
Disc Golf Course Design Services
Services to provide re-design of the Malabar Disc Golf Park due to potential impacts to the property were discussed during earlier phases of the project. World Champion Disc Golf Design, LLC, provided an estimate to perform these services. The contract was amended previously to include their services ($1,950). However, it was subsequently decided that these services would not be necessary and the associated fees removed.
