About this file

This document contains email correspondence between Jennifer Clark from the Florida Department of Transportation (FDOT) Research Center and Dr. Guillermo Francia from the University of West Florida (UWF), regarding a research project titled TEO-22-02 Connected Vehicle Security Metrics and Threat Intelligence Project. The communication involves a personnel change, with Dr. Greg Hall resigning and being replaced by Dr. Brian Eddy as a co-principal investigator.

The project appears to be a research initiative focused on connected vehicle security, with discussions around project scope, budget, and personnel modifications. Key points include a requested revision of the budget to reflect a reduction in salary costs, clarification of the number of graduate students (3 or 4), and correction of the Indirect Cost (IDC) rate from 41% to 25% per the Master University Agreement. The project involves examining software engineering, security metrics, and threat intelligence for connected vehicle technologies, with Dr. Brian Eddy bringing expertise in software engineering, program comprehension, and modern software development techniques.

Dr. Francia, I will need the revised budget showing the reduction in salary costs, which will reduce the overall cost of the project and I’ll get it corrected and resent for signature.

Thanks, Jennifer Clark

Jennifer, Dr. Greg Hall, one of my co-PI in this project accepted a position with a Defense contractor in Washington, DC and resigned from UWF. I invited Dr. Brian Eddy to replace Dr. Hall as my co-PI and he agreed to assume the position. Other than this personnel change and a small reduction in salary cost, there are no changes on the scope of the project. I have attached Dr. Eddy’s vita below. Please advise.

Dr. Brian Eddy, an Associate Professor at UWF, holds a Ph.D. in Computer Science from the University of Alabama. His research examines software engineering, program comprehension, software maintenance and evolution, model-driven engineering and information retrieval. Dr. Eddy also studies modern software development techniques for cloud and service based architectures. Dr. Eddy has a M.S. in Computer Science from the University of Alabama and two B.S.

degrees from Armstrong Atlantic State University – one in Computer Science, the other in Applied Mathematics. His research on latent Dirichlet allocation has been published in Empirical Software Engineering.

Dr. Francia, We have completed our review of the above referenced scope. There are a few things that need to be corrected. The dates on the Deliverable Schedule need to be updated. Also, the IDC rate per the Master University Agreement is 25%, not 41% so this needs to be corrected. The scope says 3 graduate students and an OPS person will be used (for a total of 4) but the budget shows 4 graduate students and an administrative assistant. Which is it, 3 or 4?
