About this file
This document is a Task Work Order for a Master University Agreement between the State of Florida Department of Transportation (FDOT) and Florida State University (FSU). The agreement is part of the FDOT FSU Transit Fellows Program and involves the Department of Urban and Regional Planning at FSU. The contract number is BED30, with a cost center and task work order number of 943-02, and it is an amendment to a previous agreement.
The contract provides funding of $61,801.66 for two FSU graduate students to work with StarMetro in Tallahassee on a research project focused on identifying and implementing best practices for transit plan updates. The project will run from the date of execution through August 9, 2024, and includes four primary tasks: identifying best practice guidance for updating transit plans, providing technical support for plan updates, developing and assessing service deployment options, and presenting results in a PowerPoint presentation. The students will use software like Remix and TBEST to support their work, which includes analyzing the Title VI Plan, Transit Development Plan, and Equal Employment Opportunity Policy. The budget is allocated across four tasks, with indirect costs at 25% of the total amount, and the project is funded through state and federal funds.

Project Summary This project, conducted by the Florida State University Department of Urban and Regional Planning, will provide the opportunity for two FSU planning graduate students (hereafter referred to as the team members) who are interested in becoming future transit professionals with the opportunity to identify and implement best practice policies for transit plan updates in Tallahassee. The team members will be placed with StarMetro in Tallahassee where they will work with StarMetro staff on a day-to-day basis to learn and apply transit operations techniques and practices. The team members will meet monthly with the Principal Investigator to discuss their activities and accomplishments.
All services and deliverables will be completed by August 9, 2024. The project team will complete the following tasks:

3) Develop and Assess Service Deployment Options
4) Present results in a PowerPoint Presentation of this work to StarMetro and
Florida Department of Transportation Public Transit Office staff.
Supporting Tasks and Deliverables The project will consist of the following tasks:
Task 1: Identify Best Practice Guidance for Updating Transit Plans:
The team members will consult Federal Transit Administration guidance documents, research other agency plans, and review prior StarMetro plans related to the Title VI Plan and the Transit Development Plan and its associated Annual Progress Report Equal Employment Opportunity (EEO) Policy. The team members will use these reviews to identify critical insights and strategies for potential inclusion in the plan updates discussed in Task 2.
Deliverable for Task 1:

The team members will use TBEST software to develop service deployment options based on the feedback provided by Southside residents through the HOPE study. The team members will identify criteria that might be used to assess the service deployment options and will rank order the options based on a consideration of their relative strengths and weaknesses related to these criteria.
Deliverable for Task 3:
