About this file

This is a Standard Written Agreement between the Florida Department of Transportation (FDOT) and the Central Florida Regional Planning Council (CFRPC), executed on September 9, 2020, as Modification #1 to the original agreement from July 30, 2020. The contract involves a Local Government Comprehensive Plan Study that supports transportation planning and land use integration across multiple regions of Florida, involving coordination with various Regional Planning Councils (RPCs) and local government jurisdictions.

The study's primary objectives are to evaluate transportation elements of local government comprehensive plans, identify gaps and inconsistencies with proposed interregional corridor reports, and provide recommendations for plan amendments. The contract is funded by FDOT and will be completed in three primary tasks: Study Administration and Methodology (due December 31, 2020), Study Activities (due October 31, 2021), and Recommendations (due June 30, 2022). The total scope includes developing a methodology template, reviewing comprehensive plans, creating a prioritized list of issues, drafting action plans, and preparing reports detailing recommended amendments. The agreement explicitly involves federal funds, triggering additional federal contract provisions, and has specific deliverables and reporting requirements throughout the project timeline.

The Study will also assess relevant reports and project alignments, and any areas around interchanges as they compare to the current local government comprehensive plans.

The Study will identify gaps in local government comprehensive plans related to proposed interregional corridor reports and project alignments. Further, the Study will provide recommendations to FDOT and the local governments regarding prioritization of issues and options for resolving inconsistencies or gaps within the local government comprehensive plans.

The Local Government Comprehensive Plan Study and supporting documentation should include:

• A list of reviewed local government comprehensive plans.

• A prioritized list of issues, gaps, or inconsistencies for each reviewed plan.

• Corresponding recommendations for resolving issues, gaps, or inconsistencies for each reviewed plan.

• A proposed action plan.
