1.1 Introduction
The Florida Department of Transportation (FDOT) (hereinafter known as the “Department”) has issued this Request for Proposal (RFP) to solicit competitive proposals from Contractors to provide design, procurement, installation, integration, testing, documentation, training and warranty services for the SunGuide Transportation Management Center (TMC) Video Wall Replacement Project – Phase1.
1.2 Project Objective
The SunGuide TMC is a regional command post that houses the Department’s Intelligent Transportation System (ITS) Operations staff that monitors traffic, disseminates traveler information and provides incident management services twenty-four (24) hours per day, seven (7) days a week, three hundred and sixty five (365) days a year. It is the intent of the Department to select a Contractor to replace the existing video wall display cubes with new high resolution video wall display cubes that are capable of supporting the 24 x 7 control room operations. The new video wall will be used by the TMC Operations staff to display:
Streaming video from the CCTV cameras in the field;
SunGuide software based maps; and
Operations Task Manager (OTM) software-based speed detection charts and graphs.
The new video wall designed and furnished by the Contractor shall support all of the above typical usage scenarios, and shall fit both functionally and aesthetically in the SunGuide TMC control room.
1.3 Project Overview & Description
The Contractor shall provide services as described in this scope of services document for the new video wall display cubes. The high level project scope items include, but are not limited to:
Removal and disposal of the existing twenty one (21) BARCO video wall display cubes and support structure;
Furnish and install a new three (3) rows x seven (7) columns array of 67 inches diagonal screen size video wall cubes with the following features:
o The new video wall display cubes shall be rear projection cubes using Digital Light Processing (DLP) projection technology with a Light Emitting Diode (LED) based illumination source for the projector;
o The LED based illumination source shall have a minimum life span of 80,000 hours when operating in normal brightness mode;
o The video wall display cubes shall have minimum projector native resolution of Super Extended Graphics Array Plus i.e. SXGA + (1400 pixels horizontally by 1050 pixels vertically);
o The video wall display cubes shall have a high gain, cross-lenticular type, anti-glare screen to support the existing luminosity levels of the SunGuide TMC control room and the viewing angle of the TMC operators, thereby maximizing the SXGA+ resolution capabilities of the projector;
o The video wall display cubes shall feature seamless mullions (i.e. physical border around the screen) and has minimal acceptable gap between the screens (not to exceed 2.0 mm);
o The video wall display cubes shall be rear-access design for performing maintenance activities;
o The video wall display cubes shall have automated brightness and color calibration
A - Page 6 of 46 capabilities which provide uniform picture quality across the video cube array;
o The video wall display cubes shall have redundant power supply units; and o The video wall display cubes viewing angles shall provide ergonomically viewing experience based on the current TMC Operators console layout.
Furnish and install all ancillary communications and power cabling as necessary to make the video wall operational;
Provide a self-standing modular pedestal assembly with the required mounting hardware for installing the new video wall display cubes within the existing SunGuide TMC wall opening;
Perform all required fabrication work including final fit and finish as needed for the installation of the video wall display cubes within the existing opening. Perform all necessary aesthetic work as necessary to ensure that the SunGuide TMC video wall room is restored to original condition or better condition, including but not limited to dry wall construction, painting, flooring, carpeting, fabric based facade work that matches with the existing video wall decor, etc. No structural modifications to the SunGuide TMC shall be allowed. Any damages to the existing FDOT equipment or facility as a result of the video wall replacement activities shall be repaired by the Contractor at no additional cost to the Department.
Integrate the existing video wall controller and other communications equipment with the proposed video wall display cubes;

Provide spare parts as described in this scope of service document;
Perform testing and training using manufacturer trained technicians; and
Provide manufacturer’s extended warranty services on all parts for a period of three (3) years post Final Acceptance of the Project.
1.4 Existing System Description
The existing SunGuide TMC video wall system consists of front-end video wall display cubes - BARCO manufactured, incandescent bulb technology CDG67-DL model, 67 inch linear display, arranged in a 3x7 (row x column) array stitched display configuration; and back-end equipment consisting of controller, graphic, scaler and video decoder cards - BARCO manufactured Argus Video Wall Processor with 3 Omnibus Controllers including 18 MPEG streaming decoder cards, 5 RGB input card, and 1 quad analog input card that enables display of eighty-four (84) simultaneous video images.
In 2009, the Department upgraded the video wall back-end equipment that included replacement of the video wall server, decoder cards, scaler and graphic cards. This upgrade allowed for more dynamic switching across the entire video wall regardless of MPEG 2 or MPEG 4 video format and stabilized the video wall server and associated software.
The Contractor may conduct onsite TMC facility visits as necessary to verify the current TMC video wall display system and TMC control room layout prior to developing the Technical Proposal, Schedule of Values/Contract Price Proposal, design and other steps necessary for the successful completion of the project. The existing conditions information provided in this section is for reference only. Any deviations observed by the Contractor shall be reported to the Department’s PM.
The existing wall opening is approximately at eighty four (84) inches high from the floor level and is ten and one-half (10.5) feet high and thirty two (32) feet wide. All dimensions are approximate and the Contractor shall be responsible for measuring the actual dimensions of the existing opening. The

Contractor shall be responsible for verification of existing conditions such as existing video wall back-end equipment, cables, control room layout and lighting levels, video wall decor, power outlets, and other relevant items. The Contractor is responsible for research of all existing Department’s records including TMC plans and other information.
By execution of the contract, the Contractor specifically acknowledges and agrees that the Contractor is contracting and being compensated for performing adequate investigations of existing site conditions sufficient to support the design developed by the Contractor and that any information is being provided merely to assist the Contractor in completing adequate site investigations. Notwithstanding any other provision in the contract documents to the contrary, no additional compensation will be paid in the event of any inaccuracies in the preliminary information.
It is the Contractor’s responsibility to fully familiarize its staff; any subcontractors, material persons, vendors, material suppliers and equipment providers, and service suppliers with the requirements listed herein and identify compatibility and integration requirements for the proposed system.
Table 1 provides the video wall display system details of all component/equipment/devices, manufacturer with model numbers and total quantity for reference, and is not intended to be an all-inclusive list of all items. The Contractor shall be responsible for updating Table 1 upon SunGuide TMC video wall inspection.
