This document is a Railroad Reimbursement Master Agreement for Preliminary Engineering between the State of Florida Department of Transportation (FDOT) and CSX Transportation, Inc., a Virginia-based corporation headquartered in Jacksonville, Florida. The agreement was originally established on September 15, 1998, and is associated with a specific project involving lane widening on Interstate 275/State Road 93 in Pinellas County, Florida.

The specific change order (Change Order No. 1) covers a $50,000 scope of work for PE Review of Project Plans, which is federally funded through ACNP (Advance Construction Highway Bridge) and GMR (Growth Management Revenue) funds. The agreement is reimbursable under the Force Account Method, with CSX required to provide detailed progressive billing within 180 days of completing work. The contract has a broad timeframe, with an ending date of December 31, 2050, and covers all activities necessary to complete the project, including compliance with federal requirements such as Buy America provisions and E-Verify employment eligibility verification.
