About this file

This document is a Railroad Change Order No. 1 from the Florida Department of Transportation (FDOT) involving CSX Transportation, Inc. for a signal preemption project in Okeechobee County. The project is associated with Financial Project Number 447110-1-57-01 for State Road 15 (US 441) and references a Master Railroad Agreement dated 08/07/1972. The change order involves coordination between FDOT, represented by W. Kyle Green from ATKINS, and CSX Public Projects Manager Scott Willis.

The change order authorizes preliminary engineering review and flagging coverage for crossing 628062L to provide signal pre-emption connection for a new traffic signal installation at NW 9th Street. The estimated cost of work is $50,000.00, which will be reimbursed using the Force Account Method. The project includes installing a pull box outside of CSX right-of-way for connection by CSX Signal Forces. The contract is state-funded, not federally funded, and includes an E-Verify requirement for employment eligibility verification. The agreement period spans from 02/20/2020 to 12/31/2050, with the primary purpose of improving railway crossing safety and traffic signal coordination.

Change Order 1 and Plans Submittal

Mr. Willis, Enclosed is Change Order 1 for SR 15 (US 441) which crosses at grade crossing 628062L. As part of an upcoming Design Build Push Button (DBPB) task, FDOT is constructing a new traffic signal north of this crossing at NW 9th Street. As such we wish to connect for preemption at crossing 628062L. The project would install a pull box outside of CSX right of way for connection by CSX Signal Forces.

Included with the change order is a copy of the plans for review and comment prior to construction.

If you have any questions or concerns, feel free to contact me at 863-519-2739.

Sincerely, W. Kyle Green
