Task Assignment (TA) No.: 5 Wacissa Groundwater Monitoring Well Services

Scope of Work

ATTACHMENT 1

1.0 SCOPE OF WORK

Execution of Task Assignment 5 through April 30, 2023.

The following scope of work details the services that Wood Environment and Infrastructure Solutions, Inc., (Wood) will provide to the Florida Department of Environmental Protection (FDEP) under Task Assignment 5 of the Master Service Agreement (Contract No. WQ173). It includes the provision of basin-specific planning, project evaluation, and design, technical document development, and meeting support and coordination associated with the technical aspects of groundwater-related projects located in surface waters and springs Basin Management Action Plans (BMAPs), both adopted and pending. This estimate covers the support needed from execution through April 30, 2023.

Wood will provide technical support and follow-up assistance to FDEP to develop a technical approach and services to carry out the project objectives as related to design, permitting, construction, and installation for up to 8 groundwater monitoring wells located within the Wacissa Springshed as applicable. These tasks include participation in meetings and conference calls, scientific analyses, technical designs, or other consultations/contacts with FDEP staff, and when necessary, outreach to project representatives and/or stakeholders. These activities will be conducted at the request of FDEP and in coordination with FDEP staff. Objectives to complete the task assignment include the following work activities:

1. Design and permitting

a. Field reconnaissance for utility locates, mapping/staking/flagging, and permit coordination.

b. Coordination with Federal, State, County governments, or other entity (e.g. private) for access authorizations.

c. Obtaining site access for monitoring well construction through public roadway Right-Of-Way (ROW) or other access authorization.

d. Develop Maintenance of Traffic (MOT) plans as required.

e. Preparation of ROW utilization/underground utility permit application for agency signature and subsequent submittal to the respective county.

f. Design, drilling technique, installation methodology, surface completion, well abandonments as required.

A

2 | P a g e

2. Monitoring Well Construction

a. Development of monitoring well installation, construction oversight, and site health and safety plans.

b. Construction oversight by a site geologist, engineer, or geotechnical engineer suitably qualified and licensed to conduct hydrogeologic investigations.

c. Well development and associated methodologies.

d. Well abandonments, as required.

3. A professional land survey by a Licensed Professional Land Surveyor.

4. Preparation of a Monitoring Well Installation Summary Report.

This task assignment will not include water quality sampling of the installed monitoring wells. The proposed tasks to be carried out as part of this task assignment are provided below:

Task 1: Kick-Off and Coordination Meetings

Health and Safety Plan

A site-specific Health and Safety Plan (HASP) will be prepared in accordance with Wood’s corporate requirements to address issues regarding the health and safety of workers in the work area during monitoring well installation activities. The plan will present the health exposure and emergency information that is necessary for all field team members. A copy of the HASP will accompany the field crew to the site.

Pre-Construction Activities

Wood will participate in a project kick-off meeting, a pre-drill teleconference, and up to twelve coordination meetings with the FDEP, regulatory entities, a drilling company, and/or affected stakeholders to discuss upcoming field activities.

Task 2: Permitting of Proposed Monitoring Wells

Wood will coordinate with Federal, State, and County governments, or other entities to identify all applicable permits, licenses, professional registration, rights of entry, and applicable state and local regulatory procedures for drilling, well installation, and well abandonment. Currently, 6 of the 8 proposed locations fall within the Suwannee River Water Management District (SRWMD) jurisdiction. Per direction by FDEP, Wood will submit permits for these 6 wells to meet SRWMD specifications (stick-up design instead of flush mount), however, it is anticipated that ROW permits will not be approved for this type of well. This task includes additional hours to either: 1) re-submit ROW permits for flush mount wells or 2) select new locations that do not require ROW permits, where stick-up wells can be installed. In the event that permits are not granted for the proposed well type and new locations are required to be sited, labor effort has been included for additional field reconnaissance and site access agreement preparation. However, if additional labor effort is required to facilitate permit issuance from SRWMD/FDOT, beyond the hours allotted in the project budget, a change order will be required to complete this task. Sub-tasks include:

• Preliminary desktop reconnaissance and additional well siting prior to field validation.

3 | P a g e

• Conducting field reconnaissance for utility locates, mapping/staking/flagging, and permit coordination.

• Obtaining site access for monitoring well construction through public roadway ROW or other access authorization.

• Development of MOT plans as required.

• Preparation of ROW utilization/underground utility permit application for agency signature and subsequent submittal to the respective entity.

• Coordinating with the driller to prepare and submit the required WMD well permits based on the design specifications provided by Wood.

Task 3: Design of Monitoring Wells

Wood will provide a description of well drilling, construction, and development procedures for all proposed groundwater monitoring wells, which will include the design, drilling technique, installation methodology, surface completion, and well abandonments as required.

Well Design

Based on a review of the best available lithologic information and potentiometric data provided by FDEP, SRWMD, and the Northwest Florida Water Management District (NWFWMD), Wood will provide design specification recommendations for monitoring wells, which may be installed at a range of total depths. The depth ranges allow for the natural variation in topography and potentiometric surface in the areas that have been selected for monitoring well siting and considers the presence/absence of confining layers and proximity to the spring(s) of interest.

Wood will provide a well design protocol that is based on the available information and Wood’s existing knowledge of the Wacissa Springshed area. However, the final design will require discussions with FDEP and affected stakeholders (i.e., the WMD and/or FDOT) and will be designed to meet multiple objectives for long-term use by FDEP and/or stakeholders. Final design protocols will include diameter size, well screen depths, materials to be used for installation, boring and mounting specifications, etc. The deliverable for this task will include a brief discussion on how in-field depth adjustments will be handled.

Task 4: Monitoring Well Installation Activities

This task will provide for the installation of up to 8 monitoring wells throughout the Wacissa Springshed. If any buried utilities or related structures are encountered during field activities, they will be flagged and adjustments to the proposed monitoring well location will be made. The monitoring wells will be installed to various depths assigned in Task 3, which are subject to adjustment based on field observations. The FDEP site manager will be notified from the field of any changes.

Construction Oversight

This task includes oversight by Wood’s geotechnical team.

• Permit notification to proper regulatory entities.

• Daily oversight of drilling activities by field personnel.

• Weekly site visit for PG and/or PM.

4 | P a g e

• Daily coordination with FGS.

• Daily set up and breakdown of approved MOT signage.

• Daily call with driller and Wood personnel.

• PG recommendations and review.

• Lithographic documentation (drill cuttings only) and construction observations.

• Turbidity and water level readings recorded during well development.

Utility Clearance

Prior to beginning field activities, Wood will utilize the Sunshine One Call system to identify, locate and field mark utilities. All known utilities will be marked with paint and/or survey flags. The FDEP site manager will be notified from the field of any changes.

Permitting

Prior to beginning field activities, Wood will notify the respective regulatory entities prior to beginning work. Depending on the requirement of the ROW permit, notifying the regulatory entities will be completed within 24 to 48 hours of beginning work at each location. Once the monitoring well installation has been completed, the regulatory entity will be notified of completion.

Traffic Control

An MOT will be developed for locations where such a plan is required as a condition of the permit.

For locations not requiring MOT, signage, and cones will be posted to inform of the upcoming work in the area.

Photo Documentation

Photo and/or video documentation of aspects of the site will be collected prior to commencement, during, and after any construction-related activities to ensure proper restoration post-construction.

Monitoring Well Installation

Eight monitoring wells are proposed to be installed to various depths using the drilling technique determined in Task 3. During the monitoring well installation, lithological cores will not be collected, but lithology at each location will be noted from drill cuttings.

Upon completion, the monitoring well will be developed by pumping with a submersible pump until it produces non-turbid water. Turbidity readings will be collected and noted during purging activities.

Surveying

Once the monitoring wells have been installed, a professional land survey will be conducted. This task includes a one-day site visit by Wood personnel to observe subcontractor work.

Task 5: Reporting

Wood will prepare a Monitoring Well Summary Installation Report summarizing the monitoring well installation activities. The report will also include a scaled site map showing the approximate

5 | P a g e locations of the installed monitoring wells, field notes, lithologic descriptions, disposal method for the drummed water (if applicable), waste manifests, up to two monitoring well construction diagrams, and information on the procedures followed during the monitoring well installation activities.
