About this file
This document is Amendment No. 15 to Agency Term Contract No. GC885, a rate increase and decrease amendment executed between the Florida Department of Environmental Protection (DEP) and Universal Solutions, Inc. The contract, originally executed on February 27, 2014, provides petroleum contamination site response action services in the South Region. The amendment modifies the Rate Schedule (Attachment D, Version 3.6) to reflect changes in pricing for services and materials, with an effective date of June 10, 2024, for all new work assignments.
The amendment adjusts rates across approximately 240 pay items spanning field services, laboratory analysis, equipment mobilization, remediation systems, reporting, and personnel oversight. Rate changes include increases ranging from approximately 2.47% to 5.00% for most line items, with select decreases applied to specialized services such as LDA Rig and Support Vehicles Mobilization (reduced 19.48% to 27.17%), petroleum storage tank removal (reduced 26.80% to 38.74%), and certain treatment system add-on services (reduced 6.07% to 39.23%). The contractor submitted detailed justification for the requested increases, which does not exceed the maximum 5% threshold permitted under provision 11.B of the contract. All pre-Rate Change Date work assignments continue under the previous rate schedule, while new work assignments on or after June 10, 2024, apply the updated rates. The Department provided notification of the tabulated rate changes within five business days of data entry.
