About this file
Summary
Amendment No. 14 to DEP Agency Term Contract No. GC821 is a rate modification agreement between the Florida Department of Environmental Protection (FDEP) and PPM Consultants, Inc., a petroleum contamination site response contractor serving the North Region. The amendment, executed on May 30, 2023, modifies pricing for services previously established under the original contract dated February 25, 2014, under the Petroleum Restoration Program.
The amendment revises rates for over 200 pay items across the contract's scope of work, which encompasses petroleum contamination site assessment, remediation, and monitoring services. The majority of pay items (approximately 85%) received rate increases of approximately 8%, while a significant number of specialized items experienced substantial rate decreases ranging from 48% to 99.99%, effectively reducing costs for environmental testing, holding tanks, and certain remediation technologies. The rate changes became effective June 1, 2023, for all new work assignments issued on or after the Rate Change Date, while pre-existing and previously offered work assignments continue under the prior rate schedule. A new Attachment D (Version 3.4) Rate Schedule documenting all revised rates was added to the contract, and the amendment included a technical specification update requiring photo documentation of debris drums to ensure they meet the 75% full industry standard.
