Professional Services Agreement DC846

This is a Professional Services Agreement between the State of Florida Department of Environmental Protection (DEP) and George & Associates, Consulting Engineers, Inc., a Florida corporation headquartered in Tallahassee. The contract was executed on March 20, 2009, and is governed by Florida law. The agreement establishes an indefinite delivery vehicle for professional civil engineering services to support Districts 1 and 2 of the Division of Recreation and Parks within the DEP's Bureau of Design and Construction. The contract is based on Request for Statement of Qualifications (RFOQ) No. RFSOQBDC11-06/07 and incorporates the consultant's response and supporting documents as binding components. Michael Renard serves as the Department's project manager, while Robert D. George is identified as the consultant's president and primary contact.

The consultant shall provide professional civil engineering services on a task assignment basis with compensation structured as a combination of fixed fees, cost reimbursement, and hourly rates. Services include schematic design studies, design development documents, construction documents, construction administration, and related services as outlined in the scope of work. Wage rates and other factual unit costs are identified in Attachment G (effective May 2008) and are subject to annual renegotiation and audit adjustment. The contract term is three years from execution with provision for renewal for up to three additional one-year periods at the Department's discretion, contingent upon satisfactory performance and available funding. The agreement is exempt from the one percent transaction fee under Florida Administrative Code Rule 60A-1.032(1). Professional fees shall be negotiated based on the State of Florida Department of Management Services Design Professional Fee Guidelines, and the consultant is required to submit monthly invoices within 30 days of service completion, supported by detailed wage and cost documentation. All work products, drawings, and professional deliverables become property of the Department upon execution of the agreement. The consultant must maintain comprehensive insurance coverage including errors and omissions ($1,000,000), commercial general liability ($1,000,000), and automobile liability ($1,000,000), with the Department named as additional insured.
