RE: CN824 – George F. Young Task Assignment Number 03

Blue Spring State Park

Dear Mr. McCullum, For your review, George F. Young Inc. has provided a proposal summary and man-hour documentation for professional surveying, architectural and engineering services for the new bathroom building project through the Blue Spring State Park, purposed to replace the existing bathroom building at the same project location.

The referenced existing bathroom building at Blue Spring State Park has been reviewed based on the existing structural framing conditions and has been found to be structurally inadequate to resist code required loading without remedial repairs. It has been decided to demolish the existing building and rebuild a new bathroom building in the same location.

This scope reflects our previous meeting, our understanding of the project, our research efforts, and the information provided. We trust the information contained in the attached proposal is consistent with your understanding.

Please review the attached Proposal Summary. We appreciate the opportunity to be of service to you on this project and look forward to working with you. Please feel free to contact me if you should have any questions or require any changes.

Sincerely, Jeremy Lunsford, PE Vice President, Structural Engineering

Restroom Replacement Blue Spring State Park

Total for Subtask 2: $5,778.20

Subtask 3: Geotechnical Engineering* Description: Geotechnical Coordination and Evaluation is provided in the scope to aid in design.

Geotechnical cores are being proposed to assist in design of the bathroom building. Foundations may include shallow spread footings and timber piles. The geotechnical data will be obtained at the time of the survey phase.

Minimal information with respect to site accessibility is available for consideration. It is the basis of this proposal that the proposed building location will be readily accessible to conventional truck mounted drilling equipment at the time we are authorized to proceed. PSI will coordinate with local park staff when contact information is provided for the scheduling of our fieldwork.

The purpose of our geotechnical study is to obtain information on the general subsurface soil and groundwater conditions at the project site and to provide data and geotechnical recommendations, foundation capacities, estimated settlement and design soil parameters to the design team for the proposed improvements.

The following services will be performed:

Review available project and site information, including historical aerial photographs of the site and USDA/NRCS Soil Survey maps and soil data.

Site reconnaissance and stake boring locations.

Request utility location services from Sunshine811.

Perform a total of eight (2) Standard Penetration Test (SPT) borings to an approximate depth of

25 feet below existing ground surface at the project site.

Identification of the existing groundwater levels and estimated normal seasonal high groundwater fluctuations at each boring location.

General location and description of potentially deleterious materials encountered in the borings which may have an impact on the proposed construction.

Provide a discussion of appropriate foundation systems to support the planned developments.

Discussion to include consideration of allowable capacities and estimated foundation settlement for shallow foundations.

Provide general geotechnical recommendations for the proposed construction, including excavation, backfill, compaction, and soil re-use requirements.

Please note that samples will be retained for 90 days after the date of the report and then disposed, unless other arrangements have been made.

The fieldwork can be completed within approximately four weeks from project commencement. During this time, the boring locations will be staked/marked and a utility locates request will be submitted to Sunshine811. The fieldwork should require approximately two days to complete, weather and access permitting. Our signed and sealed report should be available approximately three weeks after completion of the fieldwork.

Deliverable: The results of the field exploration and engineering analysis will be presented in electronically provided geotechnical engineering report in PDF format. The results of the subsurface exploration will be presented in a draft written report provided to the Client for review and comments. After receiving comments, a final report, signed and sealed by a professional engineer specializing in geotechnical engineering, will be provided.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
