FDEP Proposal Birdwalk – Hurricane Milton

Myakka River State Park Contract Number CN820 TA___

Subtask 1: Control Network Establishment, State LIDAR Data Capture and Topographic Survey Description:

Figure 1. The maximum extent of the work scope based upon a May 2, 2025 field meeting, for Task 1.0 is understood to be within the red polyline (approximately 1.07 acres) as shown above.

Control Network Establishment: Utilizing GNSS and/or total station methodology, CED will establish site control. Control set and/or checked will be network adjusted utilizing least-squares methodology.

Additional necessary control points will be set in areas to facilitate subsequent laser scanning operations. While attempts will be made to set our control points in areas of least disturbance, obliteration of clearly marked survey control points by others may necessitate efforts above and beyond what is included in the lump sum fee for this task. Re-establishment of obliterated survey control will require additional fees which will be negotiated at or before the time of service. This control will be the basis of various ongoing site survey activities

Topographic Survey: Utilizing Static 3D Laser Scanning technology, GNSS, or Total Station methods (depending on actual site conditions) CED will perform a topographic survey of the area bounded by the red polyline in Figure 1, above, in accordance with the Standards of Practice for Florida Professional Surveyors and Mappers as set forth in chapter 5J-17.051 of the Florida Administrative Code, pursuant to Chapter 472.021, Florida statutes.

Our office will prepare topographic survey maps that are graphic pictorial representations of existing site features observed at the time of the field survey such as buildings, curbs, sidewalks, roadways, driveways, retaining walls, fences, individual trees in open areas, and utility hardware. Limits of wooded areas will be depicted based on the approximate dripline, but individual trees within wooded areas will not be surveyed. The topographic map will depict existing spot elevations and contours at a one-(1) foot contour interval. As described above, CED will establish site control, the resulting horizontal and vertical datums being North American Datum of 1983 (NAD83) & North American Vertical Datum (NAVD88), respectively. Topographic features will be gathered via static laser scanning, total station or GNSS methods as mentioned above.

Visible and accessible utility structures within the survey limits as described above will be surveyed and shown on the plan to include rim and grate elevations. However, Inverts and pipe sizes entering and/or exiting the structures will not be obtained.

Included in this task of service are the following tasks:

Establish on-site survey control;

Field traverse, topographic survey and/or scan data collection;

Field survey data reduction and computation;

Preparation of topographic survey map in AutoCAD Civil 3D 2020 format.

Final Deliverable. The final deliverable will be in form of electronic file Adobe PDF format and CAD (dwg format), signed and sealed by a Florida Professional Surveyor & Mapper.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 2: Geotechnical Exploration

Description:

CED will perform a geotechnical exploration in accordance with sound engineering practice and state/local regulations to evaluate subsurface conditions for the proposed project. Borings are planned at accessible locations across the subject site. Amphibious-mounted drilling equipment is proposed as it is anticipated that the work area will be inundated by flood waters at the time the field exploration is performed. We assume that the site will be accessible to amphibious-mounted drilling equipment. Boring locations may need to be adjusted depending on conflicts with the existing site improvements.

CED’s subcontractor AMDrill, Inc will mobilize amphibious-mounted drilling equipment to perform Standard Penetration Test (SPT) borings to visually classify the subsurface soils, evaluate groundwater conditions, and obtain soil samples for laboratory testing. Up to three (3) borings will be performed on site and will be advanced to a depth of up to ±40 ft. below the ground surface. We anticipate up to one (1) day will be required to perform the proposed explorations. It is noted that the borings are planned to be grouted with cement-bentonite slurry.

The subsurface exploration program will be performed under the full-time supervision of a geotechnical specialist who will observe and log the explorations, collect soil samples, and will be acting under the direction of a licensed geotechnical engineer. Explorations will be field located by our representative using hand-held GPS equipment and/or by measuring from existing site features using conventional taping methods.

CED will prepare a report that contains the results of the field and laboratory testing and our geotechnical recommendations for the design and construction of the subject project, including:

o Individual soil profile logs, including groundwater levels.

o Laboratory test results.

o Our preliminary opinion of seasonal high groundwater levels.

o Axial capacity loads for up to three (3) pile types.

Exclusions and Understandings

Services relating to the following items are not anticipated for the project or cannot be quantified at this time. Therefore, any service associated with the following items is specifically excluded. In many cases, the following services can be provided under separate proposal, if requested/required.

1. Services not outlined in the scope of services for Tasks 1-7.

2. The proposal assumes that no stormwater management improvements need to be designed and incorporated into the project plans since the boardwalk footprint is not being changed.

3. The proposal assumes that no electric service or any lighting will be designed and incorporated into the project plans based upon the May 2, 2025 field meeting.

4. The proposal assumes that all work will be performed within the limits indicated in Figure 1 in Task 1 and is related solely to the replacement of the boardwalk.

5. The preparation of multiple sets of bid documents. The proposal assumes that all improvements will be constructed as part of one (1) contract.

6. The proposal assumes that all project meetings, except where specified above, will be conducted virtually and will not be in-person meetings.

7. The proposal assures that staff and equipment will be able to access the site with no delays.

8. CED assumes that USACE and SWFWMD will determine the project activity is exempt. If either or both of the respective agencies determine a formal permit application is required, CED will review the specific application components with the respective agency(ies) and prepare a proposal for additional permitting services.

9. CED assumes that the project will not impact Threatened and Endangered Species or potential habitat and that additional consultation with regulatory agencies, beyond the Threatened and Endangered Species Habitat Assessment Report, will not be required. Should the project have an impact on Threatened and Endangered Species or require species specific surveys, CED will conduct any additional required work under a separate scope and cost.

10. Costs for species specific presence/absence surveys and/or protection and mitigation measures for bats, fish, mussel, or aquatic species have not been included in this scope of work. If the client would like support with these tasks, we will provide estimated costs under a separate scope when more information is known.

11. Work to obtain an Environmental Resource Permit (ERP) for the project relative to freshwater wetlands and flood hazard area disturbances. Exemption applications are being filed for the project (See Task 6).

12. The fee for the field survey work in Task 1 assumes that the area to be surveyed will be dry and not inundated by flood waters.
