Re: Lake Kissimmee State Park Roadway, Campground, and Office Building Improvements
CN680
Mr. McCullum
We are pleased to have the opportunity to provide architectural and engineering design/construction administration services related to the improvements at Lake Kissimmee State Park. These improvements include widening Park Drive, adding parking by the main entrance station, upgrading the power at the Campsites, and providing a new modular office administration building. This proposal is based upon conversations held during our onsite meeting held on 5/31/23 and as noted in the previously issued meeting minutes that document that meeting.
It is our understanding that one of these components (widening Park Drive, parking by the main entrance station, upgrading the power at the Campsites, or the new modular office administration building) will be identified as the ‘Base Bid’, and each of the other components of the project will be identified as a separate Add Alternate. BDC will advise prior to the start of Subtask 3a regarding which portion is to be identified as the Base Bid, and the numbering of the Add Alternates. This proposal assumes that a single package is to be provided. If at a later point in time, BDC decides that separate Bid or Permitting packages are desired, additional design fees will be required. Similarly, if the different parts of the project are constructed at different times, or by different contractors, additional fees will be required.
Our approach to the project would be as follows:
Subtask 1a – Project Kickoff & Electrical Site Visit Description: Dodstone Architects (Dodstone) will review and distribute previously acquired data related to this project to the rest of the design team. McGinniss & Flemming Engineering (MFE) will review any existing information regarding the site provided by BDC. Upon receipt of updated survey information (prepared under a separate subtask), they will visit the area to review and document the existing electrical equipment. Notes will be added to a site plan regarding their observations. Note: Observations will be limited to what is visible above ground.
Deliverables: Observations will be noted over a pdf of the site survey.
Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
Fixed Price Cost:
Subtask 1a Total:
$3,137.97
Subtask 2a – Roadway Widening & Administration Building Survey Description: S. Stinson & Associates Inc. (SS&A) will provide a site-specific topographical survey of 3.26 miles of the existing roadway and the location for the proposed Administration Building. Existing visible and known above ground utilities will be located. The survey scope of service is as follows:
• Survey 3.36 miles of entrance roadway and entrance booth area.
• Survey proposed site for the proposed Administration Building
• The corridor will be a minimum of 40 feet wide approximately centered along the existing roadway.
• Cross sections will be taken at a maximum of 50-foot intervals to produce an accurate DTM suitable for civil engineering design purposes.
• All above-ground occupation will be located within the corridor including, but not limited to pavement, fencing, buildings, street signs, pavement markings, and utilities.
• Subsurface utilities will be located based upon information provided by the utility owners in response to a Sunshine One Call Design Ticket placed by S. Stinson & Associates, Inc. A copy of the Design Ticket and any information provided in the responses will be provided to the Project Engineer for their records. Please note that subsurface utility locations should be considered approximate only and there may be buried utilities within the site that are not shown on the final survey.
Deliverables:
• Site specific 22” x 34” survey sheets digitally signed and sealed, pdf
• AutoCAD (dwg.) file(s) of the site-specific topographical survey
Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

The Campground loop roadways will be surveyed to the same criteria as above except the corridor will be 50 feet wide.
• Each campsite will be surveyed including the location of power hookups, water spigots, clothes lines, fire rings etc. at each campsite.
• Overhead utility lines, power poles, guy anchors and electrical equipment will be located and shown on the survey.
• The area of the main electrical panel and the entrance roads nearby will be surveyed.
• All above-ground occupation will be located within the corridor including, but not limited to pavement, fencing, buildings, street signs, pavement markings, and utilities.

Description: Southern Earth Sciences, Inc. (SESI) will perform a geotechnical investigation. For the proposed roadway widening and Administration Building. SES will complete five (5) standard penetration tests (SPT). Two (2) SPT borings for the structure to a depth of 30 feet, one (1) twenty foot boring for the proposed stormwater management facility and two (2) SPT borings to a depth of 6 feet for the new asphalt pavement areas. SES will perform seventeen (17) pavement cores supplemented by 6-foot hand auger borings along the existing roadway.
SES will perform one (1) double-ring infiltrometer (DRI) test within the stormwater pond at a proposed depth of 2 feet below existing grade. All soils will be classified with respect to the American Association of State Highway and Transportation Officials (AASHTO) Soil Classification System.
