Re: Colt Creek State Park Trail Improvements and Headquarters Development
CN669
Mr. McCullum
We are pleased to have the opportunity to provide architectural and engineering design/construction administration services related to the improvements at Colt Creek Park. These improvements include developing a Headquarters campus to include a Park Store/Gift Shop, a Horse Barn, a Recreation Hall, Restrooms and Picnic Area, a Playground, and two trails. One trail is to circumnavigate Mac Lake and the other is to connect from the existing parking by Mac Lake to the Headquarters Campus. This proposal is based upon conversations held during our onsite meeting held on 6/01/23 and as noted in the previously issued meeting minutes that document that meeting. The glamping sites mentioned in the initial meeting, was later removed from the scope of work.
Our approach to the project would be as follows:
Subtask 1a – Civil Trail Scoping Site Visit Description: George & Associates (G&A) will walk the project Site with Park Staff to determine the most feasible route for a Trail to connect the Lake Trail to the Headquarters.

(3) SPT borings to a depth of 20 feet for the stormwater ponds and water well, and thirty-two
(32) SPT borings to a depth of 6 feet for the pavement and asphalt trail areas.
The SPT borings will be performed with either a track-mounted or truck-mounted drill rig and samples will be obtained continuously within the top 10 feet, then at 5-ft intervals thereafter. Existing groundwater elevations will be measured and monitored after completion of drilling. Once groundwater levels have been assessed, the borings will either be grouted or backfilled with soil cuttings.
SES will perform two (2) double-ring infiltrometer (DRI) tests or cased hole permeability tests within the stormwater ponds near the borings performed.

One plan will include 10-12 stalls, the other will include between 20 and 24 horse stalls. The rest of the building program will be based upon prior discussions with BDC and Park staff. It is assumed that the building construction will be similar to that of the barn located at Rock Springs. Bliss and Nyitray and McGinniss and Fleming will provide advisory consultation regarding equipment needs and general structural frame sizes.
The civil construction drawings will incorporate any comments received from conceptual site plan submittal. Thirty-percent construction plans will include the civil plan sheets and an order of magnitude opinion of probable cost will be included.
