Performing one cone penetrometer test at the location of the kayak/canoe launch on the south side of Hwy 98 extending this to a depth of 25 feet below existing ground surface.
For the turn lanes, driveway road, and parking areas, we will perform hand auger borings to a depth of five (5) feet below existing grade.
For the remainder of the development, including the bathroom, picnic pavilions, and beach access, we recommend performing hand auger borings to a depth of 10 feet, or as deep as practical to gain a preliminary understanding of the soil and groundwater conditions for these areas.
Upon the completion of our initial field and laboratory testing, a preliminary engineering report will be submitted with the results of our testing including preliminary recommendations with regard to the design and construction of the foundations and pavement. Our scope of services is listed below:
A. Field Testing:
1. Site visit, boring layout, coordination of utility locates
2. Mobilization of men and equipment to and from the project site
3. Two (2) cone soundings, with direct push borings
4. Ten (10) Hand auger borings for roadway & parking
5. Ten (10) Hand auger borings for structures
6. One (1) Boring for Stormwater pond
7. One (1) Double ring infiltrometer test at pond location
B. Laboratory Testing:
1. Natural moisture contents
2. Minus 200 sieve tests
3. Organic Contents
4. Atterberg Limits
5. Laboratory Permeability Tests
C. Engineering Evaluation, Preliminary Report
Note/Exclusion: This area is predominantly wooded with trees and dense underbrush. We do not anticipate equipment being able to access the wooded areas. There is a sidewalk path extending through the north parcel. If acceptable to the park, equipment will attempt to access/track along the sidewalk path and provide some offset testing for certain areas, however, these locations will still be offset from the majority of the development. This will require coordination with the State Park to remove the wooden fence that provides access off of Hwy 98. The majority of the project recommendations will be based off testing performed by hand auger borings. These results should be considered preliminary, and it is recommended that once the project moves into construction and the development area has been cleared, we strongly recommend being authorized to re‐ mobilizing to perform confirmation testing with larger vehicular equipment. Once the site is cleared and accessible, the Geotech can perform the additional testing and provide a Final Report that will confirm or modify the preliminary recommendations.
For the additional services geotechnical investigation, we recommend re‐mobilizing to the site once the restroom and pavilion areas have been cleared to perform additional cone penetrometer soundings. We recommend performing 10 cone penetrometer soundings, to depths of 20 feet.
This testing equipment provides an accurate definition of the soil strength characteristics and the changes in stratification. We will also perform direct push borings to verify soil conditions encountered within the depth of our cone soundings. Soil samples will be collected and will be sent back to the laboratory for soil classifications and laboratory testing. These services will culminate in a Final Report.

Subtask 6a: FDEP Permitting Description: G&A expects to submit permit applications to the FDEP for water (potable/fire), wastewater, and impacts from the canoe/kayak launch.
A verification of exemption for a separate water line and fire hydrant will be submitted to the FDEP to ensure proper permitting for the proposed water utilities. For the potable water an individual service for the restroom and pavilions is anticipated with its own meter. This is anticipated to be permitted through the FDEP self‐permitting portal which is governed by 62‐555.520 FAC. A separate dedicated fire main is also anticipated to serve fire protection for the structure and is expected to be exempt as well through the same FAC rule.
The sewer system will require the Notification/Application for Constructing a Domestic Wastewater Collection/Transmission System. This application will require a signature from Regional Utilities, the owner of the receiving WWTP, and a letter of availability from Inlet Beach Water Systems (the owner of the downstream receiving pump station/sanitary sewer system).
Work for the floating canoa/kayak launch would be exempt if the over‐water area of the structure is less than 500 sq ft. The overwater area is expected to be between 500‐2,000 sq ft, which would require a general permit.
The other site improvements are expected to meet the conditions of General Permit 62‐330.488. This will be to permit the construction of the added impervious related to the buildings, roadway and paths. The FDEP is anticipated to have jurisdiction over the State Environmental Resource Permitting instead of the NWFWDM because the canoe/kayak launch will trigger jurisdiction by FDEP. Since FDEP has jurisdiction over one portion of the work, they will maintain jurisdiction over the rest of the project as well for State Environmental Resource Permitting.

A driveway Connection Permit will be required for the construction of the north entrance road and turn lanes. A drainage connection questionnaire will be filled out. This questionnaire will allow FDOT to determine if a drainage connection permit will be required. Based off the pre‐app meeting with FDOT we are not anticipating that a drainage connection permit will be required, and thus any work beyond the questionnaire is excluded from our scope and would have to be considered an additional service to this scope as drainage computations and modeling may be involved.
A Utility Placement Permit is anticipated to be required if any existing utilities have to be relocated due to construction of the turn lanes and/or driveway. There are several existing utilities running along the north side ROW in/near the proposed work area. If this is required, it is included in our scope.

Subtask 6d: Bay County Permitting Description: Through a pre‐application meeting held with the Bay County Planning and Zoning Division, they indicated they would retain jurisdiction over the project for local permitting. Bay County requires a Development Order (DO) be submitted to them. This application is reviewed by several different Bay County departments (Public Works, Traffic Ops, Fire Department, etc.). G&A will apply for a Development Order from Bay County. The County will do a comprehensive review to ensure that the proposed plans meet all their development codes regarding zoning, traffic concurrency, environmental impacts, fire safety and building codes.
Notes and Exclusions:
Bay County indicated that a traffic study would most likely not be needed due to the estimated number of daily trips being less than 100 vehicles. However, if a traffic study is required by Bay County, additional services would be required for this work.

Subtask 9a: SFM Permit Application Description: Dodstone will serve as the applicant on behalf of BDC and submit the restroom drawings for permit review to the State Fire Marshall. Submission will need to include information pertaining to the restroom and elements pertaining to NFPA1‐18 compliance (such as documentation regarding the availability of the 3,000‐gallon tanker etc.).
It is assumed that the pavilion(s), ramp, and floating launch will not need to be reviewed by the State Fire Marshal and are therefore not included. Should those structures be submitted, the reimbursable costs may be higher. Assuming the submission would be made at the same time as the restroom, no additional design charges would be included include the pavilion, dock, and ramp in the application. The Design Team will respond to any comments received in writing pertaining to their scope of work. A copy of any responses to comments will be issued to BDC’s designated project manager.
Notes and Exclusions:
Reimbursable costs not‐to‐exceed $2000. A receipt of the actual permit fee collected will be provided.
