1. Contracting Activity:
National Guard Bureau (NGB), Operational Contracting Division, 111 S George Mason Drive, Bldg. 2, 4th Floor Arlington, VA 22204-1373
2. Nature and/or description of the action being approved.
NGB requests a firm-fixed price contract modification to task orders W912JB-12-D-4001-2Y13, 2Y18, 2Y19, 2Y21 & 2Y24 with Summit Technologies, Inc., 640 Douglas Ave., Winter Park, FL 32789-4118. This modification will extend the current task orders for a period not to exceed 12 months. This anticipated action will provide continuity of critical services while NGB continues to procure these services through the proposed acquisition strategy. The Government projects award for 24 May 2018 and will use FY18 Operations & Management (O&M) Air funds for this action. The total estimated price of this action is $5,968,493.12.
3. Description of Supplies/Services:
NGB-A2/3/6/10 requires network engineer expertise to 1) provide information system security officer (ISSO) program management, 2) access control management, 3) plan/manage a network security incident/vulnerability response capability, 4) provide ISSO configuration management, and 5) implement /monitor network information systems’ safeguards for nineteen NGB Intelligence, Surveillance, and reconnaissance (ISR) operational units. This expertise and support is required to ensure the NGB ISR common user communications computer system network and remains operational in accordance with security compliance standards established by Department of Defense Intelligence Information System (DODIIS) mandates. This requirement must be provided to 19 geographically separated operating locations.
The services are currently contracted under the five task orders identified above. However, for the follow-on actions, the Government will award the requirements under two separate task orders; one task order supporting the ISSO services and one task order supporting the Configuration Management services:
ISSO is a collection of competencies, techniques and tools-the purpose of which are to ensure the continued, secure operational capability of the weapon system. ISSO helps ensure consistency of equipment and software across multiple mission sites to maintain a high rate of continuous delivery and reduce risks to mission loss.
Configuration Management services is a collection of competencies, techniques and tools-the purpose of which are to ensure the continued, secure operation capability of the weapon system.
Configuration management services helps ensure consistency of equipment and software across multiple mission sites to maintain a high rate of continuous delivery and reduce to mission loss.
4. Statutory Authority Permitting Other than Full and Open Competition:
10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited:
Contractor: Summit Technologies, Inc.
A. The Government requires the continued performance of these services in order to minimize unacceptable delays in fulfilling the agency’s needs per FAR 6.302-1(a)(2)(iii)(B). A break in the ISSO and Configuration Management services would immediately cause a significant operational disruption. The Department of Defense (DoD) cannot sustain the required operations tempo without the existing level of Intelligence, Surveillance, & Reconnaissance (ISR) support nor does it have the capacity to back-fill the required capability with active duty or reserve forces. Top Secret-SCI cleared military and government personnel skilled in SUN, CISCO, UNIX, Microsoft operating systems with the required A+, Network+, Security +, Certified Information System Security Professional (CISSP) certifications are not available The loss of services would greatly degrade the reliability of equipment and software across the multiple mission sites that when fully supported are able to maintain a high rate of continuous delivery of information required by the ISR staff to make determinations in order to reduce risks to mission loss.
B. Air Force ISR weapon systems are complex collection of network information technology and supporting communications systems. Highly skilled engineering support (expertise in SUN, CISCO, UNIX, Microsoft operating systems) is required to maintain/enable these classified network capabilities and provide the accreditation authority required to ensure these networks and dozens of ISR Sensitive Compartmented Information Facilities (SCIF) remain operational. NGB ISR forces use these classified networks and these SCIFs to provide operational support for United States (U.S.) forces participating in ongoing peacetime and contingency operations. The Air Force is required to revoke an organization’s authority to operate these classified networks if capability to properly maintain network and SCIF operations are no longer available.
C. Requested services, which are currently provided on five task orders under contract W912JB- 12-D-4001, expire on 31 May 2018. The use of 10 U.S.C. 2304(d)(1)(B) is required to prevent a break-in-services for the time period after the current task orders expire and until the two follow-on task orders can be properly awarded. NGB-A2/3/6/10 believes this period of time will not exceed 12 months.
D. The Government has determined the incumbent is the only source able to provide support given the inherent complexity of these services. The extension to the five task orders will provide time to award the two competitive task orders and provide time for a thirty-day transition period between outgoing/incoming vendors.
6. Efforts to Obtain Competition:
Market Research was conducted to determine the availability of sources capable of providing the ISSO and Configuration Management Support Services in support of the activities identified in each of the PWS’s.
A. ISSO: The Government issued a Sources Sought Request for Information (RFI) on AFWAY/NETCENTS, an in-scope determination request on GSA OASIS, and a Sources Sought on FedBizOps (FBO). On 8 November 2017, contracting issued an RFI on AFWAY/ NETCENTS to further refine the requirement with a submission date of 7 December 2017. The Government requested interested parties submit a response which included a brief description of their company’s size (i.e. annual revenues and employee size), business status (i.e. Small Business, Contractor: Summit Technologies, Inc.
SDB, 8(a), HUBZone, Large Business, etc.), anticipated teaming arrangements (i.e. prime contractor/ subcontractor, joint venture, mentor protégé relationship, etc.), and a description of the same/ similar services offered to the Government and to commercial customers. The Government only received one response to the RFI for the ISSO requirement.
On 8 November 2017, the Government posted a Sources Sought to FBO which yielded six responses. However, during the course of refining this requirement, a second Sources Sought with a revised PWS was posted on FBO on 24 February 2018. 13 responses were received; three Woman-Owned Small Businesses (WOSB), two Economically Disadvantaged WOSB (EDWOSB), five Small Disadvantaged Businesses (SDB), five Service Disabled Veteran Owned SB (SDVOSB), five VOSB, six 8(a) SB, and four HUBZones. The responses identified the ISSO requirement fell within the scope of the ACC-APG RS3 MAITOC, a DoD preferred Strategic Sourced contract.
On 8 February 2018, the Government submitted the requirement to GSA OASIS for an in-scope determination and GSA OASIS determined the requirement was not in-scope.
B. Configuration Management: The Government issued a Sources Sought Request for Information (RFI) on AFWAY/NETCENTS on 8 November 2017. The Government requested interested parties submit a response which included a brief description of their company’s size (i.e. annual revenues and employees size), business status (i.e. Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, Large Business, etc.), anticipated teaming arrangements (i.e.prime contractor/subcontractor, joint venture, mentor protégé relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. On 31 October 2017, the Government received five (5) responses to the Sources Sought, five (5) from Small Business, one (1) Woman-Owned Small Business, three (3) Service Disadvantage Business, (1) Service Disabled Veteran Owned Small Business, and one (1) HUBZone.
7. Actions to Increase Competition:
In an effort to save money, improve performance and promote accountability, the Government is in the process of pursuing a competitive procurement strategy for the subsequent effort. This 12 month extension will provide sufficient time to compete the follow-on requirements and allow for an ample transition phase between the contracts . The ISSO requirement will be awarded as a competitive task order under the ACC-APG RS3 MAITOC. The Configuration Management requirement will be awarded as a competitive task order under AFWAY/NETCENTS .
8. Market Research: NGB conducted market research by posting two sources sought to AFWAY/NETCENTS, one RFI to FBO, and an in-scope determination to GSA OASIS as described above in Section 6. Based on the responses to those notices, IAW FAR 10.001(a), the Government determined a market does exist to satisfy the agency’s requirements and that multiple firms currently provide similar services for other agencies. Based on responses to the Sources Sought and RFI for these requirements, the Government intends to issue competitive task orders.
9. Interested Sources: In consideration of the approaching expiration of the current contract and the extension timeline to source new contracts, the Government has determined there is not a
Contractor: Summit Technologies, Inc.
viable source that could make a successful and seamless transition for this interim effort. To date, no other sources have expressed written interest in the requirement. There has been writing interest in the follow-on requirements. The Government will continue to analyze and review this information as a part of the market research effort.
