JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

OAK RIDGE OFFICE

ORIGINATING ORGANIZATION: THE OFFICE OF SCIENTIC AND TECHNICAL

INFORMATION

PURCHASE REQUST NUMBER: 89243118PSC000037

I. IDENTIFICATION OF CONTRACTING ACTIVITY

The U.S. Department of Energy (DOE) Office of Scientific and Technical Information (OSTI) plans to contract by means other than full and open competition. This document sets forth the justification and approval for the use of one of the exceptions to full and open competition allowed under the Competition in Contracting Act of 1984 as implemented by Federal Acquisition Regulation (FAR) Subpart 6.3 Other Than Full and Open Competition.

II. NATURE OF ACQUISITION

This is a follow-on award to provide for an online internet subscription to the Web of Science - Science Citation Index Expanded and the InCites Journal and Highly Cited Data published and maintained by Clarivate Analytics, formerly known as Thomson Reuters (Scientific) LLC. We anticipate awarding a fixed price purchase order on a sole source basis.

III. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS

The primary tool provided by the Web of Science is the Science Citation Index Expanded (SCIE), a multidisciplinary index to the journal literature of the sciences. SCIE fully indexes over 6,650 major journals across 50 scientific disciplines and includes all cited references captured from indexed articles. SCIE provides coverage of current information and retrospective data from 1900 to the present with an average of 19,000 new records per week and approximately 423,000 new cited references per week. InCites Journal and Highly Cited Data consists of Essential Science Indicators and Journal Citation Reports. These provide the most comprehensive assessments available of people, papers and publications enabling users to identify influential authors and articles across the research community. These online internet subscription products support the needs of managers and researchers in all of the Department of Energy's Office of Science program offices via the Office of Scientific and Technical Information (OSTI), Oak Ridge.

The applicable NAICS Code is 519130 with a size standard of 1,000 employees.

The anticipated award consists of a base period of one year, April 1, 2018 – March 31, 2019 and three one-year option periods. The estimated total contract cost is $995,806.79.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION

41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, authorizes the Contracting Officer (CO) to use noncompetitive procedures to acquire supplies and services for a follow-on contract for the continued use of a highly specialized item.

V. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF

THE AUTHORITY CITED

The Web of Science is a proprietary database that is owned and hosted exclusively by Clarivate Analytics (US) LLC, formerly Thomas Reuters (Scientific) LLC. Web of Science is an online subscription-based scientific citation indexing service that provides a comprehensive citation search. It gives access to multiple databases that reference cross-disciplinary research. OSTI utilizes the Web of Science access including the Social Sciences Citation Index, Science Citation Index, Conference Proceeding Citation Index, and InCites Journal and Highly Cited Data for advances in mission critical research as well as research for tech reports, papers, journal articles and proposals. Without this renewal, OSTI will no longer have access to the Web of Science databases and lose the ability to provide timely, up to date research in support of their customers.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE, INCLUDING

A Notice of Intent (NOI) to award as a sole source to Clarivate Analytics (US) LLC for these services was published to Government Point of Entry on February 13, 2018, with a response due by date of March 5, 2018. One response was received, reviewed and determined to not be capable of meeting the requirement. For additional information see Attachment 1 to this Justification for Other Than Full and Open Competition (JOFOC).

It is anticipated that there will be an ongoing need for this requirement for the foreseeable future.

COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE

The total estimated cost of the base period of performance is $241,606.38, the estimated cost of all option periods is $995,806.79. VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS

A Notice of Intent (NOI) to award as a sole source to Clarivate Analytics (US) LLC for these services was published to Government Point of Entry on February 13, 2018, with a response due by date of March 5, 2018. IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION

This requirement provides access to the Web of Science - Science Citation Index Expanded and the InCites Journal and Highly Cited Data research tools. This database is utilized not only by DOE researchers, but also those that partner with DOE laboratories.

X. LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN

INTEREST IN THE ACQUISITION

Elsevier B.V.

XI. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR

OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT

ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED

Given the uniqueness of this requirement is for specific access to the following two web based products: (1) Web of Science – Science Citation Index Expanded (SCIE), which is a scientific citation indexing service; (2) an internet subscription to InCites Journal and Highly Cited Data. Currently only one source is available, however continued market research will be conducted to increase competition if other sources become available.
