About this file
This is a Class Justification and Approval (CJ&A) document authorizing sole-source procurement for a five-year Basic Ordering Agreement (BOA) with BAE Systems Information and Electronic Systems Integration, Inc.
The Naval Air Warfare Center Aircraft Division (NAWCAD) in Lakehurst, New Jersey is procuring hardware, spares, and incidental services for life cycle engineering and sustainment of Identification Friend or Foe (IFF) Products. The specific products include Digital Interrogator Sets (AN/UPX-37, AN/UPX-41(C)/45(C), AN/UPX-42(C), and AN/UPX-50(C)), Common Transponders (AN/APX-117(V)/118(V) and AN/APX-123(V)), and the OE-120()/UPX Antenna Group. BAE Systems is the Original Equipment Manufacturer (OEM) and sole owner of data rights for these products, making it the only source capable of providing required hardware and services. The procurement is justified under 10 U.S.C. 3204(a)(1) based on the determination that only one responsible source and no other supplies or services will satisfy agency requirements. The government determined that using an alternate vendor would result in substantial cost duplication due to specification compatibility requirements and environmental/technical testing already completed for current IFF Products. Efforts to solicit offers from other sources included searching the NAICS code 334511, conducting a Dynamic Small Business search, and posting a Request for Information via SAM.gov on March 13, 2025, with a pre-solicitation synopsis posted on March 26, 2025 that yielded no responses. The Contracting Officer has determined the anticipated cost to be fair and reasonable.
