About this file

This document contains cigarette tax stamp specifications for the Iowa Department of Revenue in connection with a solicitation for a unique identifier system for controlled substances. The specifications outline the technical requirements and standards for cigarette tax stamps that will be used as part of the state's controlled substances tracking system. The document details the physical characteristics, security features, and production standards necessary for the stamps, including dimensions, materials, printing specifications, and anti-counterfeiting measures to ensure compliance with Iowa's tax and regulatory requirements.

The specifications establish mandatory requirements that potential vendors must meet in their proposals and final deliverables. These technical standards ensure that any unique identifier or tax stamp system implemented will integrate properly with Iowa's existing tax administration processes and provide adequate protection against fraud and unauthorized use. Vendors responding to the August 6, 2026 bid deadline must demonstrate their ability to produce stamps meeting all outlined specifications and should reference these requirements when submitting proposals through the IMPACS Electronic Procurement System.
