About this file
Document Summary
This is a State Procurement Office (SPO) Form 101 Competition Impracticable Authorization issued by the State of Arizona, Department of Administration, dated October 9, 2025. The requesting agency is the Secretary of State's Office (AZSOS), represented by Shawnesy Summers, EPS Procurement Manager. The sole supplier identified is Mobility Resource Associates (MRA), a mobile experiential roadshow provider headquartered outside Detroit, Michigan. The authorization was approved by David Steuber, State Procurement Administrator, pursuant to A.A.C. R2-7-E303, with an approved expiration date of October 31, 2026.
The contract procurement is for vehicle, trailer, and driver services to operate the Arizona America 250 Traveling Museum from February 14, 2026 through April 30, 2026, visiting all 15 Arizona counties. The service scope includes a 46-foot single expandable trailer lease ($105,000 for 10 months), exterior wrap ($23,500), design services ($15,000–$20,000), and tour operations at $8,950 per week plus $14,500 per quarter management fees. The total estimated contract value ranges from $250,000 to $400,000 for the one-year term. MRA provides comprehensive turnkey operational services including a professional CDL driver, fuel, generator power, hotels, maintenance, warranty coverage, technical support, and full logistics management. No other vendors successfully submitted bids after an RFI process (May–July 2025) and RFP process (August–September 2025), establishing documented lack of suppliers as the justification for the competition impracticable authorization.

QUESTIONS
& ANSWERS
ROADSHOWS
VEHICLE SPECIFICATIONS
The vehicle offered in the RFI response can have an ADA lift installed by MRA to support accessibility needs.
ARE THE TRAILERS FULLY ADA COMPLIANT?
DO PEOPLE ENTER AND EXIT FROM THE SAME POINT?
People can enter and exit from the same point, but we can also create secondary exit doors elsewhere in the trailer if needed.
Yes, the vehicles include air conditioning and climate control to ensure a comfortable environment in any weather
DO THE VEHICLES INCLUDE AIR CONDITIONING OR CLIMATE CONTROL?
Q&A
WHAT'S THE MAXIMUM # OF PEOPLE WHO CAN BE IN THE VEHICLE AT
ONE TIME?
With the bell installed, the unit can comfortably accommodate approximately 12–15 individuals at a time. However, the final capacity will depend on the interior layout and the number of exhibit elements included, as these factors will determine how many guests can safely and comfortably be inside at once.
Yes, see pages 9 and 10 for floor plan details including bell dimensions.
CAN WE SEE A SAMPLE FLOOR PLAN WITH THE DIMENSIONS OF THE BELL
INCLUDED
IF THE VEHICLE INCLUDES A TRAILER, DOES THE PROPOSAL ALSO
INCLUDE A TRUCK TO PULL IT?
VEHICLE SPECIFICATIONS
Q&A
Yes, our operational pricing includes a custom stretched tractor with generator to pull and power the trailer.
DELIVERY
Q&A
Vehicle delivery includes a full design and build-out of the selected leased trailer at MRA’s facility in Michigan. Once complete, the unit will be transported to Arizona by our road staff and will arrive tour-ready for activation.
WHAT DOES VEHICLE DELIVERY LOOK LIKE?
Typically, for an outreach activation such as this, the first event might be a soft launch where stakeholders, sponsors, and media would be invited. The first event location would be completely up to Arizona America 250.
WHERE WILL THE VEHICLE BE DELIVERED?
Yes, the vehicle can be fully wrapped to include your logo and partner logos.
CAN WE WRAP THE VEHICLE AND ADD OUR LOGO + PARTNER LOGOS?
Before engineering a mounting system for the bell, we would need to closely examine its structural framing and consult with bell curators to ensure proper handling and safety.
The selected trailer features double doors for easy access and offers generous ceiling height, making it ideal for accommodating large, delicate pieces. Additionally, the trailer’s infrastructure has been reinforced to support substantial weight. Notably, a multi-ton stamping press was previously mounted in the same location and successfully toured for several years, demonstrating the trailer’s capability to handle significant loads
HOW WILL THE BELL BE SECURED IN THE VEHICLE?
EQUIPMENT & VEHICLE MODS
Q&A
Yes. Screens, displays, and other exhibit components can be integrated into the trailer’s design and buildout. MRA will tailor the interior to align with your budget, objectives, and desired outcomes, ensuring a well-designed and engaging experience. All approved items and materials will be sourced and installed by MRA specifically for the SOS America 250 tour. The interior buildout will be covered under warranty for the duration of the 6–8 week tour.
IS IT POSSIBLE TO ALSO LEASE DIGITAL SCREENS OR DISPLAYS?
Yes, however, the driver can only work 6 consecutive days prior to a mandatory day off.
That day can occur while the unit is down between events or parked at a multi-day event.
CAN WE HOLD EVENTS 7 DAYS A WEEK FOR THE DURATION OF THE TOUR
(FEBRUARY THROUGH APRIL 2026)
Delivery timing depends on several factors, including the timing of project award, the duration of the design and approval process, and the scope of the build itself. Once these elements are finalized, MRA will be able to establish a clear production timeline and confirm road readiness in advance of the February 2026 target
CAN THIS BE READY TO BE PUT ON THE ROAD BY
FEBRUARY 2026?
DO YOU HANDLE VEHICLE STORAGE AND SECURITY, BOTH DURING THE
DELIVERY PROCESS AND WHILE OUT ON TOUR?
TOUR SPECIFICATIONS & STAFF
MRA includes storage of the unit in our weekly operational rate. Please elaborate on the security scope. Do you mean storage at secured facilities or security during the events?
While the MRA driver will be present and available to assist as a point of contact, they are not technically trained. AV and technical issues will primarily be managed remotely by our Director of Technology, who can troubleshoot and resolve most challenges off-site.
WILL SOMEONE BE ON SITE FOR TECHNICAL ISSUES SUCH AS AV?
MRA provides full warranty coverage for the trailer, tow vehicle, and generator for the duration of the tour. Should any mechanical issue arise, our in-house maintenance department will promptly field and manage the situation. MRA also maintains a nationwide Penske maintenance contract which adds a layer of maintenance and repair related solutions.
In cases where a timely repair isn’t possible, MRA has backup tractors and generators available to ensure minimal disruption to the tour schedule.
HOW ARE MECHANICAL ISSUES HANDLED WHILE ON TOUR?
TOUR SPECIFICATIONS & STAFF
Yes, it is possible to make slight modifications after the tour has launched, depending on the nature of the requested changes. The feasibility and cost will vary based on the scope and complexity of the modification. It would be difficult to provide an estimate without specific details, allocating a contingency of approximately 10% of the total upfit budget is a reasonable guideline for potential post-launch adjustments. It’s also important to consider timing—some modifications may require temporarily pausing the tour to complete the work safely which may affect the tour schedule and operating costs. We’d evaluate that on a case-by-case basis to minimize disruption.
WOULD IT BE POSSIBLE TO MAKE SLIGHT MODIFICATIONS AFTER THE
TOUR HAS ALREADY LAUNCHED BASED ON CUSTOMER EXPERIENCE &
LOGISTICAL CONSIDERATIONS?
Our drivers are full-time employees with extensive experience in roadshows—a specialized skill set distinct from traditional freight hauling. With over 50 roadshow-trained drivers on staff, we would aim to assign someone based in Arizona if possible. However, since the tour will span the entire state, hotel accommodations will likely be required regardless of the driver's home base. As a result, utilizing an Arizona-based driver would not significantly reduce overall expenses. In short, the cost would be similar whether the driver is local or brought in from out of state.
DO YOU CONTRACT LOCAL DRIVERS OR IS THERE A TEAM IN PLACE?
MRA will decommision the trailer and put the unit back in fleet.
WHAT WILL HAPPEN TO THE VEHICLE AND TRAILER AFTER THE END OF THE
TOUR?
WHAT WILL HAPPEN TO DISPLAYS AND OTHER MATERIALS AFTER
THE END OF THE TOUR?
Typically, exhibit materials are shipped to client at tour end.
INSURANCE
CAN YOU PROVIDE ADDITIONAL DETAILS ABOUT YOUR INSURANCE PLAN?
MRA carries $1 million in liability insurance with an additional $5 million umbrella policy. Clients are required to provide adequate liability insurance coverage for their employees and visitors, with specific details to be defined during the development of the transportation management agreement.
MRA will also carry a collision insurance policy on the tractor and trailer.
Arizona America 250 will also carry a liability policy for the same coverage amounts as indicated above as well as a policy specifically for any items you provide, including the bell.
Yes, please see page 12.
CAN WE GET A COMPLETE BREAKDOWN OF COST?
The standard fuel allocation includes up to 1,000 miles and 50 hours of generator usage.
However, fuel needs are assessed based on each tour’s specific requirements. For an intrastate tour, it’s quite possible that 1,000 miles per week may exceed actual needs.
We’ll tailor the allocation accordingly and price it to match the scope of travel and usage.
Should the tour exceed the standard limits, additional charges will apply at $2 per mile and $18 per hour for generator fuel.
HOW IS PRICING HANDLED IF THE TOUR GOES ABOVE MILEAGE/FUEL

EXHIBIT A
The total estimated cost to rent a traveling museum exhibition in a 46-foot single expandable trailer for 12 weeks, visiting 15 counties in Arizona, is approximately $120,000 to over $200,000. This figure includes the exhibition and trailer rental fees, extensive transportation across the state, labor for installation at each stop, and insurance.
The final cost will vary depending on the specific exhibition content, the trailer's features (e.g., climate control), and how the 12-week schedule is structured.
Estimated cost breakdown
Category Estimated cost Notes
Exhibition rental fee $40,000– $75,000+
This is the base cost for the content. It could be lower for less complex exhibits or significantly higher for premium content from a major institution.
46' expandable trailer rental
$15,000– $25,000+
The cost for a 12-week rental of this specialized vehicle. This fee can increase depending on the features and rental company.
Trailer transportation $25,000– $40,000+
This covers the driver and fuel for the 12-week, multi-county tour. The cost depends on the route's total mileage, the number of stops, and 2025 freight rates. A professional carrier is recommended for this scale of tour.
Fuel surcharge $1,500– $3,000+
This is a variable cost that accounts for fuel fluctuations over the 12-week period.
Exhibit installation and de-installation
$20,000– $30,000
The specialized labor required to set up and take down the exhibit at each of the 15 stops is a major expense. Some exhibit providers include a supervisor's travel and labor in their rental fee.
Insurance $5,000– $15,000+
The insurance cost is based on the value of the exhibition contents and the duration of the tour.
Other operational costs
$10,000– $20,000+
This includes miscellaneous expenses such as site fees (if locations are not provided free of charge), electricity, staff expenses, and local marketing.
Total estimated cost $120,000– $200,000+
This is the potential cost range before considering any unexpected expenses.
Impact of 15-county Arizona tour
• Frequent stops and setup: Visiting 15 counties in 12 weeks requires frequent moves and setups. This increases the total cost for transportation and labor compared to a single-location rental.
• Logistical challenges: Planning the most efficient route and accounting for travel time between locations is critical to minimize travel and labor expenses.
• Remote access: Some counties in Arizona are very rural. The tour needs to account for travel to remote areas, which could affect fuel consumption and require more complex logistics planning.

| Text11: The Secretary of State's Office (SOS) seeks a vehicle, trailer, and driver to conduct the Arizona America 250 Commission's Traveling Museum from February 14, 2026 - April 30, 2026. The Traveling Museum will feature Arizona’s replica Liberty Bell as well as other historic and interactive exhibits and tour all 15 counties while promoting historical education, community engagement, and civics literacy. |
This project is extremely time sensitive as it is planned to begin on Statehood day (February 14) and precede the celebration of the semiquincentennial of the Declaration of Independence.
There are currently no other existing contracts for this service.
A CI is advantageous to the State because it will allow the SOS to complete its mission under the current time constraints and limited availability of services.
Text12: SPO conducted multiple procurement processes to promote competition and determined that the price was fair and reasonable.
1) RFI solicitation process from May 30, 2025 to July 15, 2025. Two prospective vendors submitted materials.
2) RFP solicitation process from August 14, 2025 to September 24, 2025 under solicitation BPM007130. One vendor requested an extension of time to October 7, 2025 but then failed to submit a bid by the deadline. No vendors submitted bids.
Due to no vendors submitted bids, SPO requests the authority to enter into a direct contract with one of the vendors that participated in the RFI or that expressed interest in the RFP.
Based off the information provided in the RFI, one supplier did not meet the dimension requirements but the other supplier did meet the dimension.
The prices quoted during the RFI process indicated that a reasonable price ranges between $250,000 and $400,000.
A specialized "mobile unit driver" for a traveling museum has a dual role, serving as both a professional driver and an operations assistant. The work requires specialized driving skills for the large vehicle or highly specialized freight, as well as customer service skills, a commitment to the mission of the museum, and transporting fragile and valuable museum pieces. This includes careful handling during loading and unloading, securing the cargo to prevent damage during transport, and familiarity with proper procedures for art and artifact delivery.
Pricing is considered fair and reasonable for both parties and is a prudent business decision for the State despite the lack of direct competition. See Exhibit A for the weekly operation rate.
