About this file
This document is a State Procurement Office (SPO) Form 101 Competition Impracticable Procurement Authorization for the Arizona Department of Administration (ADOA). The request is submitted by Jim Atkins, Statewide Procurement Manager, and involves a contract with PageUp People Limited for the State of Arizona Job Announcement System and Applicant Tracking System, which serves all state agencies, boards, and commissions governed by the State Personnel System.
The document seeks an 18-month contract extension with an estimated cost of $279,937.95, with an approved expiration date of 10/26/2026. The rationale for the competition impracticable (CI) request is that the procurement requires open and continuous availability of offerors. The extension is necessitated by the Arizona Department of Administration's modernization of the State HRIS system, with the new State Job Board scheduled to replace the current system during AZ360 Phase 1B, with a go-live date of February 26, 2026. The contract extension will ensure no lapse in service while transitioning to the new system and provide a solution to archive existing data. The procurement authority has authorized the request pursuant to R2-7-E303, with fair and reasonable pricing negotiated during the initial award and maintained for this extension.
