About this file
This document is a Competition Impracticable (CI) Procurement Authorization form from the Arizona State Procurement Office, specifically submitted by the Arizona Department of Public Service (DPS). The form is a request to add additional statewide suppliers for Automotive Parts and Repair for Light Duty Vehicles, with Melanie Guyette, the Deputy CPO of DPS, serving as the requestor.
The procurement seeks to add 18 total suppliers to ensure statewide coverage, with an estimated contract value of $750,000 annually and a proposed term of 5 years. Key suppliers include Bell Ford and Sands Chevrolet, who are considered critical partners for supporting DPS fleet purchases and vehicle upfit. The rationale emphasizes the need for expanded geographic coverage, particularly in remote areas, and the ability to provide specialized service for on-duty and off-duty troopers. Pricing will be competitive, based on hourly labor rates, and DPS will review all labor pricing to ensure alignment with existing and newly awarded contracts. The authorization was approved by David Steuber, State Procurement Administrator, with a restriction that the contracts are for DPS use only, and the approval is valid until 8/6/2026.

| Text8: New contracts have not yet assigned/awarded, awaiting CI approval to proceed |
| Text11: Recently ADOT conducted a SW RFP solicitation for Automotive Parts and Repair for Light Duty Vehicles. As part of this solicitation process, DPS provided ADOT a listing of DPS SW fleet contracts/suppliers to be included/contacted for this solicitation. ADOT awarded the contracts on 5-27-25. However, in reviewing the suppliers awarded, there are a number of suppliers that DPS currently utilizes that were not awarded contracts. |
Many of these suppliers are located in remote areas where options are not available for service. Adding additional suppliers for DPS use, will also ensure shorter wait times for troopers while vehicles are being serviced. In order to fill this gap and ensure that contracts are in place throughout the State that will continue to service DPS and other SW agencies' fleet vehicles, DPS is requesting approval of this CI to move forward with creating contracts with the previous DPS SW suppliers. DPS Procurement met with DPS Fleet to ensure we did not overlap ADOT SW suppliers with additional DPS requested suppliers (with the exception of 2 suppliers- see below)
Included in the listing of 18 suppliers is Bell Ford and Sands Chevrolet. Both of these suppliers are key partners as it relates to supporting DPS fleet purchases and vehicle upfit via current contracts in place. Due to this significant relationship, DPS also utilizes these suppliers for "Automotive Parts and Repair for Light Duty Vehicles". DPS is requesting that these two suppliers also be approved for a CI contract.
In addition to the remote/geographic coverage and key partnership for Bell Ford and Sands Chevrolet, the suppliers DPS is recommending on this CI request, provide an increased level of service to DPS on-duty and off-duty troopers. These suppliers have accommodated privacy for the troopers in the way of secluded waiting areas and expedited service. This allows DPS troopers to maintain confidentiality/safety and perfom their duties.
| Text12: Pricing on these contracts will be competitive based on hourly labor rates. DPS will review all labor pricing provided to ensure that it is in line with previous contracts and the newly awarded ADOT contracts. | |
| Text15: Restriction: contracts established through this CI shall be for DPS use only. | |
