About this file

This document is a Competition Impracticable Procurement Authorization form from the Arizona State Procurement Office, involving the Arizona Department of Child Safety (ADCS) and the Arizona Department of Economic Security (ADES). The procurement request is for the Pilgrim Rest Foundation Inc., with the primary contact being Lex Sargento, Chief Procurement Officer, seeking authorization for a new contract using American Rescue Plan Act (ARPA) funds through an Interagency Service Agreement.

The proposed procurement is for developing a program to support Black and African American families in South Phoenix, with a focus on children in and out of home care. The contract has a two-year term with a projected spend of $900,000, allocated across personnel costs (approximately $500,000), training ($120,000), and evaluation components. The scope includes developing a curriculum, implementation plan, community outreach, prevention services, and creating a safe space for home visitation activities. The agencies intend to execute a competitive process by publishing an RFP in the future, with the current authorization driven by time-sensitive fund obligation requirements by September 20, 2023, and liquid funding needed by September 30, 2024.

1. An explanation of the competition impracticable need and the unusual or unique situation that makes compliance with A.R.S. §§ 41-2533, 41-2534, 41-2538, or 41-2578 impracticable, unnecessary, or contrary to the public interest;

Funding source are American Rescue Plan Act (ARPA) funds. A.R.S. § 35-148(A) authorizes a State Agency to reimburse for services performed or to advance funds to another State Agency for services to be performed pursuant to an Interagency Service Agreement and authorizes such funds to be credited to the appropriation account of the agency performing the services for use by such agency. Arizona Department of Child Services (ADCS) has been appropriated federal Child Care Development Fund (CCDF) ARPA dollars Through an established ISA Agreement DS24-003206 (attached).

Due to the time sensitive nature, funds were required to be obligated by September 20, 2023. ISA agreement between ADES and ADCS has satisfied the need to obligate funds by given deadline.

Additionally, funding must be liquid on or before September 30, 2024. The ability to conduct a full RFP in that time has been determined to be impactable.

2. A definition of the proposed procurement process to be utilized and an explanation of how this process will foster as much competition as is practicable;

If program is developed, ADES and ADCS intend to execute a competitive process for the proposed service by publishing an RFP. Assigned provider will be tasked to develop scope and program.

3. An explanation of why the proposed procurement process is advantageous to the state; and

ADES and ADCS require assistance to develop scope and a program. Through the Together for Arizona coalition the subject provider allows an opportunity to partner with a provider who is well positioned and established to support children in South Phoenix for Black and African American parents and families. The intent for the partnership is to aid ADES and ADCS to provide a program to address an unmet need in these over-represented communities in and out of home care.

4. The scope, duration, and estimated total dollar value of the procurement need.

Term of 2 year, with a projected spend of $900,000.

See attached benchmarking timeline for expended funds provided by ADES.

With the lack of existing best practices or science-based approach ADES and ADCS the scope for services will be to develop a program to provide positive outcomes for a disproportionately underserved population. Program scope to include, but not limited to the following:

• key elements of programmatic supports and opportunities make a difference for families;

• evaluation component that will not only tell us the knowledge, attitude, and behavior impact of the program;

https://togetherforaz.org/who-we-are/ https://togetherforaz.org/who-we-are/

• development of a curriculum and implementation plan, educational and training materials;

• training required for the community and providers serving this program;

• community outreach, wrap-around and prevention services; that would identify private and public partners and the entire spectrum of services within the community.

• configuration of space that will allow for a safe, comfortable, and neutral space for any home visitation activities;

• direct program costs, to include educational or training materials, and personnel.

Benchmark Costing Information

Since we are not implementing an existing science-based or best practice established program, it is common, especially since we would like to replicate this initiative, that an evaluation component be included. We researched other prevention, family support, parent education, parent training, and social/human service wrap-around services to determine fair and reasonableness of a developmental program of this nature. The intention of this program is not to separate the core needs but to combine all support and direct service needs. There were several programs reviewed from scope, cost, and discussion with agency teams as well as the U.S. Department of Health & Human Services, Administration for Children & Families as it relates to translation of costs from disparate programs into a single delivery of service.

These programs and research included:

1. Arizona Department of Child Safety (DCS)

a. Healthy Families (not the same as FTF)

b. Home Assessment and Courtesy Supervision

c. Building Resilient Families (recently expired)

d. Parent Aide and Supervised Visitation Services

2. First Things First Family Support Programs

a. Healthy Families

b. Family Support & Training Programs

3. Child Welfare Information Gateway (part of the U.S. Department of Health and Human Services, Administration for Children & Families) research:

a. A Connectedness Framework: Breaking the Cycle of Child Removal for Black and Indigenous Children

b. Family Preservation Matters

c. Fighting Institutional Racism at the Front End of Child Welfare Systems

Other Best Practice program implementation is typically inclusive of a ten (10) to twenty (20) percent evaluation element, so in this situation, we could expect that to be anywhere from $90,000 to $180.000.

In terms of service delivery, we are estimating an approximate breakdown of line items based on the research and contract review and looking at general best practices in human/social services delivery would resemble a breakdown for other line item categories, including ERE/Personnel, Training Materials/Training Support, Other Support for Implementation. Estimated Personnel and ERE would be approximately $500,000. Other costs for this program are anticipated to include a number of hours for training for families as well as training for staff in understanding the model and being able to implement it with efficacy to the design of the program. Training could be estimated at $120,000 and include training time/hours, materials, and other training support needs from location and space (for families and staff) to possible child care for parents attending training or program implementation participation. This cost would encompass a great deal of the remaining amount of $100,000.

These are estimates based on what we have researched in other best practice programs in social, human, and child welfare services. There isn’t a single program that we are replicating; rather, we are designing a program within the community that we hope to be able to solicit for future successful child welfare and family support opportunities statewide.
