About this file
This document is a Justification for Other than Full and Open Competition (JOFOC) for comprehensive medical services at the Metropolitan Detention Center (MDC) in Guaynabo, Puerto Rico. The Federal Bureau of Prisons (BOP) seeks to continue medical services with Comprehensive Human Services Corporation (CHSC) from April 17, 2025, through May 31, 2025, with an estimated total cost of $379,187.50. The procurement is being conducted under the authority of 41 U.S.C. § 3304(a)(1), which allows for a single responsible source when supplies or services are available from only one provider.
The medical services will be provided to the inmate population and include essential medical, dental, and mental health services. When medical needs cannot be addressed internally, referrals will be made to community-based medical providers. These services encompass Inpatient/Outpatient Facility and Physician services, as well as specialized services from Dermatologist, ENT, Orthopedic Surgeon, General Surgeon, Neurologist, Urologist, and Optometrist. The government has determined that CHSC is the only provider capable of ensuring seamless service delivery without interruption, based on their established medical network and previous five-year contract performance.
