1 PROJECT INTRODUCTION

Project Title: Security System Improvements at Old Danish Customs House (Customs House)

1.1 Scope

In accordance with the terms and conditions of the Contract, the Contractor shall perform the work for the National Park Service (NPS) as described in this document.

Confidentiality: The information developed in this project is the property of the U.S. Government and shall be kept in strict confidence.

The work to be performed consists of furnishing all labor, materials, equipment, and supervision necessary to modify existing intrusion detection system in accordance with this document and attached project drawings.

1.2 Location

Danish Customs House Christiansted National Historic Site 2100 Church Street St. Croix, US Virgin Island 00820-4611

1.3 Background

The Christiansted National Historic Site (CHRI) commissioned a contract in 2014 for the installation of an integrated intrusion detection and fire detection and alert system at the historic Danish Customs House (H-6, CHRI-1.003, LCS#00190). The intrusion and fire detection systems were installed at the two-level structure, on both the lower Basement Floor and the upper First Floor. The system includes a hardwired fire detection and alarm system, and an integrated intrusion detection system. The intrusion detection system has a hardwired controller, wireless door/window sensors, and interior wireless motion sensors. The door/window sensors are installed at each exterior door and window to indicate the open or closed condition. Two hardwired keypads were installed, one at each main entrance of each floor, to activate and de-activate the system utilizing a preprogrammed employee pin number. The system is connected to an auto-dialer to provide remote notification of events and communications with an offsite monitoring service.

Since its installation, the intrusion detection system has presented multiple and on-going false alarm notifications. These notifications are attributed to the wireless door/window sensors. There is a total of thirty-six (36) of theses sensors installed on the two floors of the facility. These sensors are unreliable and require a significant level of monitoring and maintenance.

Other park facilities, which include the Danish West India Guinea Company Warehouse (DWI GCW) and the Scale House, were equipped with a fire and intrusion detection system which operates independent of the system at the Customs House. The system at these facilities were installed afterwards and configured for interoperability and consolidated control of user access between the facilities. However, the system at the Customs House is not currently integrated with this system.

1.4 Description of Work

This project seeks to enhance the reliability and connectivity of the existing Customs House fire detection and intrusion detection system. These objectives will be accomplished by addressing two overall tasks:

1. Modifying the existing sensors that are used to communicate to the intrusion detection system

2. Integrating the Customs House fire detection and intrusion detection system with the newer fire and intrusion detection system located at the DWI GCW. See project drawings in Attachment A: Old Danish Customs House System Site Plan.

The work to be performed under this project includes furnishing all labor, materials, equipment, and supervision necessary to accomplish the following tasks:

Modify existing Customs House intrusion detection system:

1. Remove and dispose of wireless door and window contact sensors at the upper and lower floors of the Customs House. This item includes removing magnetic contact sensors and fasteners from historic glazed windows of the Customs House facility.

This work requires the skilled and deliberate removal of small metal fasteners at each sensor. All efforts shall be made to mitigate damage to the windows and window frames. This work may require the use of hand tools. This item does not require painting or patching the small screw holes at the historic windows. (Remove Approximately 36 Sensors).

2. Install, connect, and integrate four new wired door magnetic contact sensors at four exterior doors of the Customs House. Doors include two doors at the lower Basement Level and two doors at the upper First Level. (Install 4 Hardwired Door Sensors).

3. Install, integrate two new wireless motion sensors at the lower Basement Level.

(Install 2 Motion Sensors).

4. Reprogram Customs House system controller to account for the removal and addition of system sensors.

Integrate fire and intrusion detection systems for Danish Customs House and DWI Guinea Company Warehouse:

5. Verify connectivity between Customs House system and DWI GCW system. This item may require the installation of new communications circuits to achieve connectivity. Optional bid items for the installation of fiber optic and/or ethernet cable in existing conduit have been added to the bid schedule to account for this possible work.

6. Integrate the Customs House fire and security system with the existing system located at the DWI GCW system. This item includes cable, connectors, fittings, conduit, bracing, programming, and reconfiguration required to establish interoperability, centralized control, and alarm response between the two systems. This item includes modifying the auto-dial response system to allow the Customs House system to contact the remote monitoring service that currently oversees the DWI GCW and Scale House systems. Work shall provide centralized management capabilities of user access accounts between the systems and may require reprogramming system keypads.

1.5 Schedule

The deliverables associated with this project shall be completed in accordance with the following schedule:

Services:

• Services shall not begin until the Contracting Officer has issued the Notice to

Proceed.

• Services shall be completed no later than 180 calendar days after award of the contract.
