About this file
This is a bid solicitation document from the State of Colorado, Division of Reclamation, Mining and Safety (DRMS), for the Centennial & Sun Cup Mine Remediation Project (Bid Number PKA-16-770). The project involves stabilizing severely eroding uranium mine waste rock piles through earthwork, drainage channel reconstruction, and revegetation at inactive mines located in Disappointment Valley, San Miguel County, approximately 12 miles southeast of Slick Rock and 42 miles southwest of Naturita. The scope of work includes mine waste relocation (approximately 46,500 cubic yards across multiple sites), erosion control installation (approximately 2,200 linear feet of silt fence), excavation of borrow material (approximately 4,250 cubic yards), construction of drainage channels with in-stream structures, placement of plant growth media (approximately 6,540 cubic yards), and revegetation of approximately 9.1 acres. A mandatory pre-bid meeting and site showing was scheduled for June 21, 2016, at 10:00 a.m. at the intersection of Highway 141 and San Miguel County Road 16R, with attendance required for all bidders. Bids were due by 4:00 p.m. on July 6, 2016, and bid opening occurred on July 7, 2016, at 10:00 a.m. The project completion period is 82 calendar days from the Notice to Proceed, with anticipated construction dates between August 29, 2016, and November 18, 2016. Award will be made to the lowest responsive and responsible bidder meeting all requirements and criteria.
Special requirements mandate that contractors demonstrate successful completion of at least three stream channel construction projects utilizing design documents and totaling a minimum of 3,000 linear feet, with detailed documentation of project details, personnel qualifications, equipment used, and verification of work performed. Contractors must also demonstrate ability to execute Centennial and Sun Cup tasks concurrently within the 82-day schedule. The project is partially funded through a Cooperative Agreement between DRMS and Freeport-McMoRan, an Interagency Agreement between the Colorado Water Conservation Board and DRMS, and Federal grant money from the U.S. Department of Interior, Bureau of Land Management (CFDA 15.236). Bid guarantees of five percent of the total bid price are required for all bids over $50,000, and performance and payment bonds at 100 percent of the original contract price are mandatory. Liquidated damages are assessed at $400 per day for delays beyond the contract completion date. If the bid amount is between $50,000 and $149,999, ten percent retainage is withheld; if $150,000 or over, five percent retainage applies. The contractor must comply with Colorado labor requirements (80 percent Colorado labor), OSHA safety standards, Americans with Disabilities Act requirements, and must develop and submit a comprehensive Project Safety, Health, and Environmental Action Plan addressing specific radiological hazards associated with abandoned uranium mines, including dust control, personal dosimetry monitoring, and exposure limitations not to exceed 2 rem annually.

The culvert at the first creek crossing will need to be banded to the downstream end of an existing culvert measuring 36 inches in diameter by 20 feet in length. Riprap protection (6-inch median diameter non-acid forming, non-radioactive, durable rock riprap) will be constructed at the downstream end of the joined culvert at the first creek crossing and at both ends of the Sun Cup Mine creek crossing. Non-radioactive soil from the immediate vicinity will be placed at a depth of six inches (6 in.) inches beneath the newly installed culverts to protect them from punctures. Non-radioactive soil from the immediate vicinity will be placed and compacted over the newly installed culverts to increase the width of the road, mailto:Camille.price@state.co.us providing a driving surface capable of supporting the heavy equipment and material transport trucks to be utilized for this project. Culverts and roads constructed across them will be left in good condition and in functioning order at the completion of the project.
The access road will need to be graded and maintained throughout the project to provide a smooth drivable surface from the access gate to the Centennial Mine site, to facilitate worker traffic, equipment and material transport to the Centennial and Sun Cup Mines. Multiple rolling dips will require construction and maintenance to control drainage resulting from precipitation events, as directed by the PROJECT MANAGER. Rolling Dips will be located above and below each switchback, and at locations directed by PROJECT MANAGER. The road surface and rolling dips will be left in functioning order and good condition at the completion of the project. Please see Attachment B - Technical Specifications for rolling dip design specifications.

The final one foot (1’) of subsurface mine waste fill material shall not be compacted. Final graded surfaces will be roughened with a track excavator so that storm-water or snow melt runoff is either contained or travels so slowly that sediment is not transported from the site, and water collects to promote plant growth, as specified in ATTACHMENT B - Technical Specifications. Surface roughening will occur prior to plant growth media placement in order to prevent burial of plant growth media.
Earthwork shall be conducted according to the Technical Specifications provided in ATTACHMENT B, as directed by PROJECT MANAGER.
Any visible dust production during site earthwork will be minimized by performing the work simultaneously with applying water by truck, or as directed by PROJECT MANAGER.
Measurement and Payment Measurement for payment for this TASK will be by the cubic yard of material placed per the project designs specified in this bid document. Volume of material placed will be determined from a pre-and post-construction aerial survey conducted by the OWNER at the site. The post-construction survey will be conducted after mine waste has been relocated, and before plant growth media is placed on the ground surface. This TASK shall include all costs for mine waste relocation, drainage channel excavation, site grading, surface roughening and dust control at the Centennial Mine, as shown in the Drainage Channel Designs for the Centennial Mine, and as specified in these Special Conditions, ATTACHMENT B - Technical Specifications, and the 2009 General Bid Specifications.
