About this file
This is a Request for Proposals (RFP) issued by Washington State University's University Marketing and Communications Department for advertising consulting services to support Washington State Magazine. WSU seeks experienced advertising consulting firms to manage advertising sales and generate revenue for the publication, which is distributed to more than 150,000 readers across the United States in three annual print issues (January, May, and August). The primary objective is to increase advertising revenue through proactive print advertising sales, with optional digital advertising services. The proposal submission deadline is July 17, 2026, at 4:00 p.m. Pacific Time, with a question and answer period ending June 23, 2026. The contract will have an initial term of approximately one year with options for five one-year renewals, allowing WSU to engage the selected respondent for future services at its discretion. No bidders conference or site visit is specified in the RFP.
Compensation shall be strictly commission-based with no guarantees or minimum payments, calculated as a percentage of gross advertising revenue based on an estimated first-year advertising budget of $65,000. The RFP permits optional separate pricing for digital advertising and allows for additional fees and expenses, which must be clearly itemized. Billing shall be progress-based with no advance payments permitted, and WSU will manage all advertiser invoicing and collections directly. Minimum bidder qualifications include eligibility to contract with a Washington state agency, capability for remote service delivery, and experience providing advertising sales consulting for magazines or similar publications. Preferred qualifications include existing contracts in higher education or Pacific Northwest markets, at least five years of firm-level experience with similarly sized publications, and demonstrated project management practices. Proposals will be evaluated on qualifications and preferred qualifications (20 points), client list and references (15 points), plan of approach and timeline (30 points), and print commission rate (35 points).
