About this file
This document is an Addendum #1 containing consultant request clarifications for the Capitol Heat Pump Replacement project (2026-045M25) managed by the State of Colorado's Division of Public Assistance (DPA) located at 1525 Sherman Street, Denver, Colorado. The project scope covers the replacement of heat pumps at the Capitol Complex and encompasses three phases based on annual controlled maintenance dollar limitations. The project is structured as a Request for Qualifications (RFQ) seeking an engineering firm to design the replacement system and manage subcontractors directly. Electronic submissions of qualifications are due to paul.chaney@state.co.us by August 7, 2026 at 5:00 PM MST, with submissions limited to 10 double-sided pages (20 total pages/sides), excluding the cover letter and Appendix C Acknowledgment and Attestation Form. No additional appendices beyond required materials are permitted.
The correct project budget is $8.6 million, not the $9.5 million mentioned during the initial site visit. The Capitol Complex geothermal system was previously conversion-only and has been converted to heating and cooling capability; to address potential capacity concerns from this conversion, the State has re-integrated previously disconnected chilled water systems to alleviate load on the geothermal wells. The Capitol Complex currently lacks trending monitoring systems for historical operational hours and BTU consumption data across the geothermal, chilled water, and steam systems. The chosen engineering firm will maintain direct involvement in managing all subcontractors on behalf of the State.

2026-045M25| Capitol Heat Pump Replacement Addendum #1 – Consultant Request for Clarifications
1. You mentioned 3 phases to the project, what are the three phases and does this scope cover all three?
Yes, we are projecting 3 phases to this project. This is based on the annual dollar amount DPA is allowed to request on controlled maintenance projects. The current scope does cover all three phases.
2. Will the construction contractor be directly engaging with the State or do you require subcontractors to also be managed by the proposing design engineering firm?
The chosen engineering firm will be directly involved with managing subcontractors.
3. There are two submission times mentioned in the RFP – 1 PM MST and 5 PM MST. Which should we follow?
Submittals are due by August 7, 2026 at 5 PM MST.
4. Two project costs/budget have been mentioned – while the RFP says $8.6 million, at the beginning of the site visit a cost of $9.5 million was mentioned. Which is correct?
The 8.6 million is the correct dollar amount.
5. The RFQ requires an electronic copy of the qualifications by August 7 but does not specify the delivery method. Please confirm whether the submittal should be emailed to the point of contact or uploaded to BidNet/ColoradoVSS.
In the Events tab on VSS it states RFQ Electronically due to paul.chaney@state.co.us 08/07/2026 5:00 PM MST
6. The RFQ states the entire submittal is to be no more than 10 double-sided 8" x 11" pages. Please confirm this means up to 10 sheets printed on both sides (20 total pages/sides).
Confirmed.
7. Beyond the cover letter and the Appendix C Acknowledgment and Attestation Form (which the RFQ already excludes from the page count), may respondents include an appendix of additional supporting material that would not count toward the page limit?
No, an additional appendix will not be accepted.
8. Has the conversion of the geothermal system from cooling-only to heating and cooling impacted system performance or created any capacity concerns?
There has been internal discussions regarding this. We have re-intergraded the previously disconnected chilled water to help alleviate load on the geothermal wells.
9. Can you provide a historical trend indicating the typical hours of operation / BTU consumption between the geothermal system versus the chilled water system versus the steam system?
Capitol Complex does not currently have any trending monitoring in place at the State Capitol.
