I. SUBJECT:

This non-personal service is for the Creative Arts Platform (CAP) at the Education Department at FCC Florence from date of award through 12-months. The service is a contractual arrangement and not a personal appointment. The service to be performed does not constitute an employer/employee relationship. Payment is based on the provision of end mural products or the accomplishment of a specific result.

II. PLACE OF SERVICE:

The contractor’s primary place of performance will be in-person at FCC Florence, 5880 State Highway 67 S, Florence CO, 81226. Virtual learning is prohibited. The contractor will occasionally be required to travel to off-site locations with inmates for an end mural product or the accomplishment of a specific result. Additionally, the contractor will be required to travel for the curation and design of inmate art gallery exhibitions periodically throughout the year.

III. SCHEDULE:

CREATIVE ARTS PLATFORM (CAP) PROFESSIONAL MURALIST ARTIST IN RESIDENCE

STATEMENT OF WORK

The contractor shall instruct mural and art lessons to Creative Arts Platform inmates for three sessions per week at FCC Florence. Ordinarily, sessions will be for seven hours, primarily between 8:00 AM to 3:30 PM with a 30-minute unpaid lunch break. These hours may be adjusted to meet the needs of the institution. The contractor shall not normally exceed 20 hours per week. The term of contractual agreement shall be from date of award through 12-months. Excluding federal holidays.

IV. SUPPLIES:

Training aids and all supplies that the contractor may routinely need will be provided by FCC Florence. An approved list of reference materials suggested by the contractor may be purchased by the complex. Reference materials suggested by the contractor are subject to the approval of the complex’s Creative Arts Platform Facilitator and the Education department.

V. SERVICES TO BE PROVIDED

The contractor must develop lesson objectives and plans, course outlines and prepare a viable curriculum as it pertains to the specific mission of the Creative Arts Platform (CAP). These lesson plans will include ways of helping the inmates learn how to work towards a completed mural project—the participants will conceptualize a mural, work at, and bring it to its physical completion with the muralist art instructor. Furthermore, the curriculum will include lessons that encourage improved social skills through engaging in appropriate conversation, discussing thoughts and feelings of artwork, and listening to others. Additionally, course outlines will assist inmate participants to explore one’s ability to heal and cope through artistic expression using the creative impulse of mural making and help them develop an understanding of the business side of the creative industries. The contractor will monitor inmate attendance. Any infractions of institution rules and regulations on the part of the inmate shall be reported to the Creative Art Facilitator and the Education Department. The contractor will report by phone, emergencies or extraordinary problems and follow-up with a written statement of the event.

VI. METHOD OF INSTRUCTION

The contractor is required to have extensive knowledge and professional experience in the areas of painting, illustration, mural design, and the business aspects of the creative industries. This includes a general understanding in mural location scouting, surface and treatment control, and methods of paint application (sense of proportion and ideas for color schemes). Additionally, the contractor will design and provide a curriculum based on the standards established by the Bureau of Prisons that will advance the vision and goals of the Creative Arts Platform (CAP).

VII. INMATE MANAGEMENT

The provision of services will require frequent and supervised contact with inmates. The contract employee shall not be responsible for the management of any inmates, other than to ensure inmates involved within the contract’s scope of work abide by all rules to ensure their safety and well-being. The successful contractor shall attend the Institution Familiarization Orientation program prior to assuming institution involvement. Reimbursement to the contractor for the time spent in the institution orientation or other specific security-related training will be at the contract rate, prorated hourly. The contractor may, at any time, be removed from the institution at the discretion of the CEO. The contractor is to constantly be aware of security and always maintain a professional relationship with inmates. Any violation of the institution’s rules and regulations is to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to any Government employee of any infractions of institutional rules and regulations by inmates for proper action.

VIII. PAYMENT TERMS

The contractor will provide a monthly billing statement to the FCC Florence that accurately reflects the time of each visit, the number of sessions for each visit, and the total dollar due for the month’s services. Payment shall be based on the accomplishments of specific results to be obtained and will be entirely with the contractor’s verification of Government oversight and active registration through the System for Awards Management (Sam.gov).

IX. INSTITUTION SECURITY:

The contractor/contract employees shall agree to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. The contract employee will be required to sign in and out of the institution for accountability purposes. A badge will be issued and always worn for proper identification. The contractor will be subject to government supervision, except for security related matters. However, contractor performance shall be closely monitored to ensure adherence to the contract.
